Attacking Violent Nations

It has come to my attention many nations are facing attacks from relatively violent nations and I feel that the nations being attacked do not wish to be involved, therefore should if a neutral or peaceful country is attacked we should instantly liberate it to the best of our ability.
Pros: Will Allow the liberated country to have its way of life again and the oppressors be properly punished.
Cons: It will be costly that is not a lie and possibly many countries militaries will be devastated.
Overall: We should pass it so that some nations won't become too powerful to maintain a balance of power.

This isn't in correct format. Also, you can't make a 'Liberate ______' or 'Condemn _______' draft who target "relatively bad nations" ( what the hell is relatively bad anyways? ) or "neutral or peaceful country" because:

1 ) Some nations may not want to be involved in liberating these, so-called, peace nations.

2 ) Any country can claim it's neutral in the middle of a war and this draft(?) would force everyone to assist this nation.

This was a complete waste of my time, good thing I have a lot of it.

EDIT: And another thing... work on your grammar, punctuation, and spelling. That's another important feature you forgot to add to this "draft" of yours.
