What exactly are the reprecussions of either condemning a nation/region or commending them? what are the benefits/disadvantages?
or is there no difference?

It slaps a sticky on the nominated nation/region, and in the case of condemnations, subjects the recipient to a torrent of "Why should I listen to you? You were condemned!!!" forevermore. :p Beyond that, zero effect.
