The Security Council,

TAKING NOTICE of the fact that the founding nation of Checko shazachia now ceases to exist,

UNDERSTANDING that the region survived a raid by Gabe1785 in September, 2012, prompting the then-active founding nation to institute a password for protection of the region,

RECOGNIZING that such action that was meant for good, now only harms this well-established region, preventing new nations from joining this great region and making it active again,

PERSUADED that, at the rate at which inhabitants of this region are "ceasing to exist", The Grand Old Duke of Pork will become extinct in no time, unless action is taken to preserve the region,

HEREBY liberates The Grand Old Duke of Pork.

You might want to start off by showing some evidence that those in the region actually want the password removed. If they aren't aware/don't want it removed then you're more likely opening them up as a raiding target rather than helping them.

Okay. I do know that many of those nations are "dying off," as I call it, from inactivity. As a delegate of a founderless region, I know the dangers of a password. We had to enact one last week for a 7 day span to prevent the former delegate from returning and wreaking havoc again! It utmost certainly kills a region.

I just researched the nations. The region has 53 nations.

48 have been inactive for 40 days.
3 have been inactive for 39 days.
1 has been inactive for 34 days.
1 has been inactive for 33 days.

The region is dying from inactivity. A great region, such as this, deserves new life. Not to completely die off in 20 days from inactivity.

Founder imposed passwords cannot be removed by liberation proposals. This proposal would do nothing.

Mod input is unnecessary (not saying Sedge or CG should butt out, but you don't need to request it). If the region is dead, just let it die. No harm, no foul.

This is the cruel reality of life. Even NS nations can die en masse and their region will die with them. The password is founder-imposed and he is dead. No need to mourn too much about it, people. Let's just move on while we are still alive.

The Founder came back to life in Lazarus and moved back to The Grand Old Duke of Pork.

As others have said, let the region die, it's last RMB post was 81 days ago (October 2nd, 2012). The SC wasn't created to stop regions from dying. Plus, an active Founder's password cannot be removed by a Liberation as it is meant to remove passwords set by Regional Delegates.
