Granted, it would be a lot of nicer if everyone adhered to those suggestions as well, IMHO.

I see what you're saying but my point is that just because they "could" do something it doesn't mean that they "will" do it. It's sort of like saying that kid standing outside the store could rob it so he should be arrested.
