SHOCKED That he has made statements to Leaders of other countries hoping they are "Raped, Shot, Burned, and fed to Mutts."

APPALLED By his blatant racism and racist remarks toward other countries and their people.

FURTHER NOTING That he has sexually harassed and threatened the princesses and and leaders of multiple countries.

Everything in red is a rule violation-the first line being an R2 violation with the rest being R4 violations. I suggest you read up on the rules before pursuing this proposal, and add a lot more material in general.

I do not beleive that this necesarily constitutes a rule violation. This could be taken in an RP context. On the other hand the continual reference to HOlY Christus Krieger as an individual definitly needs to be changed.
