This would be a topic for the General Assembly, all that the SC can do is Commend and Condemn, and remove passwords from (liberate) regions. So unless you have someone in mind to commend for not treating communists equally, you should probably head over there.
You should also have some text (an actual proposal) for people to comment on rather than just an idea, and to read the rules at the top of the General Assembly forum.
