Let me just say that as a member of the EU we were not involved at all in this proposal and while I appreciate it whenever anyone likes us I don't think we're worthy of any sort of commendation especially as this is written. It also seems that the authors don't really know much about the region. Anyway point is whether this proposal is legal or not I wouldn't vote for it.

This. It wasn't just the action of misusing the thread that annoyed me, it was the attitude toward the region being commended, which turned out to be totally unaware of the proposal.
