Members of this Security Council,

Recognizing, that Penglai is currently ranked as the 10th-most populated region in the world and its power is extremely high.

However, Penglai isn't filled with nations, it's filled with puppets of the region's founder, Parhe. They have unjustly given themselves more power than is allotted and have since closed up their region.

Reveling, that every motto in the region is identical, and it becomes obvious that Parhe has filled their region with their puppets in order to give themselves more power.

Now, they have since abandoned the region, and while Parhe is now free from blame, the region is not.

Hereby, condemning Penglai in order to set an example to other regions who see this as an opportunity to give themselves power in the WA.

Finally, if we let Penglai stand uncondemned, other nations may take it as an easy way to gain unjust power. Condemn Penglai and ensure that power is not earned in dishonorable ways.Members of this Security Council,

First things first: I would argue the resolution commits a very unusual but still blatant violation of R3 in its final sentence. A condemnation cannot "ensure that power is not earned in dishonorable ways." This is a bit of a demonstration of why you ought to keep your operative clauses short and clear! "Hereby condemns Penglai."

The Rule IV violation however is far more interesting and debatable...

"Puppet _____" is definitely preferred under Rule IV. You'll often see "Puppet nation," "Puppet storage region," "Puppet regime," "Puppet states," "Puppet government," and even "Sleeper puppet."

There are only two instances of "Puppet" used outright in SC resolutions, although it's been done. Commend 1 Infinite Loop and Liberate Kingdom of Ireland. In the case of Liberate Kingdom of Ireland, the author is quoting a WFE's message verbatim. In the case of Commend 1 Infinite Loop, it's referring to a nation as a puppet of a person - Lord Rahl.

I would say that it's the frequent use of 'puppet' here in "Condemn Penglai" that stretches R4 too far. If the author had used it more sparingly, we could interpret "puppet" as a bit of rhetorical flourish (which is acceptable and R4 compliant) but when you don't use the word sparingly and you're not coupling it with "nation" or "regime" etc., it looks as though you're using the word in an unnatural way.

I usually have no problem with "puppet". It's a term that has real geopolitical connotations, such as, Vichy France being a puppet of Nazi Germany. But, yes, I agree this one stretches it too far, particularly the part saying that the region "isn't filled with nations, it's filled with puppets".

This is a weird one to rule on. In my opinion if the author hadn't used puppet throughout the proposal, that introductory line - "filled with nations, it's filled with puppets" - would be fine under R4, because we could have interpreted it as dramatic rhetoric. It's true in RL as in NS, that some nations are just flat out puppets sometimes. The problem is the author uses 'puppet' so damn much it stretches the bounds of reasonable believability and makes the reader question whether they're still using the word, "puppet" in the RL sense or the NS sense.

It reminds me the "poster" debacle. Technically, there's a RL meaning to poster (paper) as legitimate as there is for forum. But we allow forum and not poster under R4, because in practice, you can't usually use poster in a way that equivocates well enough in substance. (And believe me I fought hard for 'poster,' haha.) Under R4, it's usually not the words that get you in trouble, it's the way you're using them.

"Region", "ejection", "ban" or "password" are game terms too, but they are still legal.
SC#110 (Condemn Yauna) refers to the subject of the resolution as having let "itself to cease to exist", and it wasn't questioned.

And a state can cease to exist as an entity in the real world (the USSR ceased to exist, etc.).
Yes, the idea of population and territory vanishing as is the case in NS is definitely a game-only status, but the words "cease to exist" don't imply that.

We should condemn this nation for their actions in impeding the course of democracy. This nation which is a secretariat and has the power to deemed a resolution legal or illegal has abused this power. This nation has deemed resolutions they do not agree with as ' illegal '.
