It's not a violation of R3 for why you said. An operative clause is what makes the resolution takes effect :"hereby condemns..." Each paragraph doesn't require anything though there is a standard form that authors use because most people find it acceptable. As long as preambulatory clauses don't violate the other rules namely prohibited terms, it's legal.

This proposal is a bit odd. It did have a hereby on it but if contend that is illegal because it's trying to do more than a liberation repeal can do.

This means that we have more nations that ever before so I believe by accepting this bill you will help the Great States of Britain by making this world a better and safer place to be in.

This region has a strong history that is shadowy but they have turned their ways around and they have now have started to help the world and giving a home to lost nations. This region means a lot to me and I hope it does to you too. This region is one of the smallest there is in nation states but it does the same as the biggest. It helps out when needed and even persuades all their nations to join the WA. This is because we want to make a positive impact on the world and joining the WA is one way we can do that. So please Delegates approve this and then WA members vote FOR this bill.
