As I don't think it's something that's come up before, I'll confirm Fratt's interpretation is correct.

I think it should be allowed. Partly because it's difficult to explain when exactly something happens in NS without specifying a time in correspondence to a time zone and partly because lot's of planets would have an Eastern Standard Time -- not necessarily just Earth.

It's also very common in Roleplays in NS to refers to time-stamps that include a timezone.
