I disagree. They are not easy to get approved. Once approved the momentum in the first 1000 votes carries it to completion usually, whether it be for or against. I think it is down-right hard to get a commendation passed. You have to campaign, and convince nations to give up their valuble time to read some thread where trolls just bash everything that comes down the pipe.

That having been said, I find this very much not commendation worthy. In fact this attribute of establishing update times is at best, self-serving, and probably deserves a condemnation for stealing other regions classified information.
