AWARE: that the Kingsmouth have endangered and harmed innocent citizens of Esconsha alongside terrorists, by bombing a major building. Also aware that this is considered REGIONAL GENOCIDE. Kingsmouth has also commited DOMESTIC GENOCIDE against it's own citizens.

RECOGNISES: that Kingsmouths’ impulse to perform this act was in light of their cult Cthulhu

BELIEVING: that these acts are despicable and inhumane to human civilization as a whole.

CONSIDERING: the Evidence that has been brought before the Assembly

ORDERS: that all followers of Cthulhu be persecuted., or banished.

ASKS: for a change in government in Kingsmouth, and that a commission be sent to Kingsmouth to ascertain the truth about "Willing Human Sacrifices."

We have attempted to hold peace talks with this nation, and their allies. Going so far as to offer aid.
They refuse everything. We gave them a deadline, and they did not respond in a timely fashion.

If this does not pass, we will have no other options except to engage in war with them again. Something the U.A.N. does not want to do.

The Security Council was holding a meeting in a large conference room. President Michael Youngling stepped forward, to the front of the room, formally dressed. He cleared his throat, and looked to the Security Council.

“Good evening. Today I wish to address a proposal to condemn the Peoples’ Republic of Kingsmouth.” President Youngling spoke. The Council seemed perplexed. “Kingsmouth, rather recently was involved in a conflict that involved rebels who were attempting to overthrow the Republic of Esconsha. Kingsmouth sided with the rebels, whom were committing acts of terrorism.” The President pressed a button on a remote in his hand, and clicked through a slideshow of pictures of the battle in Esconsha.” The rebels attempted to target Esconsha’s water supply, and harm innocent citizens.”

“Kingsmouth aided in the bombing of the Yui Shi building, Esconsha’s legislative building. Its destruction caused several deaths of innocents”. He flipped through a slideshow of news report pictures of the Yui Shi building exploding. “Following this, towards the end of the conflict, Kingsmouth deliberately targeted innocent citizens and killed them mercilessly. They claim their reasoning behind this was to refuel their religious power after using various paranormal forms of weaponry. “ He then flipped through rather gruesome pictures of Kingsmouth forces cutting out the hearts of Esconshan citizens, and setting them on fire in a sacrificial manner.

A groan of disgust was heard throughout the room as President Michael Youngling flipped through the pictures. “I believe that’s quite enough Mr. Youngling.” One of the Security Council heads stated. “Can we move on?”

“Of course.” The president agreed, and skipped through the pictures to the next topic. “After mercilessly killing these citizens who were purely innocent, the Space Corps had no choice but to invade Kingsmouth with the nation of Slurp a Nurp, since Esconsha was busy taking care of its rebels. Other willing allies showed themselves and aided in the assault, and a short war commenced. Kingsmouth threatened to endanger its own citizens with a battle move against the invaders, another piece of evidence that Kingsmouth is willing to kill innocents for its own gain. After a city was near destroyed, we were forced to attempt diplomatic terms. Invading forces pulled out of Kingsmouth for a diplomatic meeting. Kingsmouth refused to terms of promising to not deliberately endanger or harm innocent citizens of any nation, and avoid conflicts where this could become a problem.“ Michael flipped through a few photos of the battle.

“Kingsmouth refused this however and continued to pose a problem. In this case, I bring to you, the Security Council, a proposal to condemn Kingsmouth.” President Michael Youngling continued, and held up a document on paper.

Appalled that Kingsmouth attempts to encourage the fact that using innocents as forced sacrafices is something to be praised.

Alarmed that Kingsmouth has commited such acts to the point of the action being considering regional genocide.

Further Alarmed that Kingsmouth was willing to bomb its own citizens as a war action within its borders.

Notes that Kingsmouths’ impulse to perform this act was in light of their cult Cthulhu

Considering the evidence brought before the council today of Kingsmouth’s actions.

Still not nearly enough material here for an RP condemnation. I would look either here or here for some quality examples of recent RP condemnations. As you can see, you need a lot more substance than you have currently. If this is 80% already, I fear this won't ever reach quorum.

As is, this is a bad RP condemnation for what amounts to no more than a condemnation for something like "ZOMG! n00ks! I'm gonna blow up some people!!!1!1!!1!"
