How so? They're just submitting a proposal that attempts to condemn a nation over legislature. The nation has not acted on any of it's threats, and whenever it chooses to its done so poorly.

1. Hmm, I don't recall ever seeing "Confused" as a point in a proposal. Just a comment.

2. On that ICBM thing- I don't think promising destruction to unprovoked attackers is really condemnable.

3. This proposal seems too localized. As in, there aren't really any good points that go beyond what the nation does to it's OWN citizens.
