I believe that i is necessary for the Security Council to condem Ad Vitam Adsum.This ruler has consistently been corrupt and held his position to long.Capitalist Paridise has went from being a thriving economically strong region,to being a slowly population rising and bad economic region.He continues to not build new embassies and ignore the weakening economy.He continues to recruit new bad economy players and will not recruit veteran and expierenced players.

I see the OP has updated the...'proposal,' but it still isn't in a legible or correct format. I would suggest reading both the Rules for SC Proposals to help make your proposal legal and perhaps some passed resolutions to get a feel as to the format of SC proposals. As is, the text you have is illegal under Rule 4. Additionally, you are condemning AVA for basically killing the economy of Capitalist Paradise? What does that even mean? Regions don't have 'economies,' only individual nations do, unless you are talking about stats under something like the Texas NS Dossier.
