Yannia has the death penalty, but only for treason, and desertion. There has been no execution in over a century, though.

How?

Ferham utilized capital punishment against only the most severe of crimes. Those present during an execution include the State Executioner, certain prison officials who are legally required to be in attendance if at all possible, relatives of the inmate to be executed, and relatives of the inmate's victims.

If a crime is severe as something as serial murder then we go to Death Penalty. Or a large record of murder will result in death penalty only to keep more people from dieng. We think that killing one person to save millions of others is worth doing.

There's no death penalty in Khanatah.
Or prisons.

Communities solve cases that would normally be considered worthy of the 'death penalty'. How they deal with threats is at each commune's discretion, but ending another life is not considered appropriate.
