An alternate timeline where Kiautschou Bay remained German until March 6, 1997 where it became the first SAR (Special Administrative Region) of the People's Republic Of China, Kiautschou SAR enjoys a high degree of autonomy with no or less interference by either Central Government or the Chinese Communist Party.
