As you may imagine, City 9 is a colony of the Universal Union aka "The Combine". Regarding the different freedoms: For this, I have to tell you something about the 'style' of the Universal Union. Most occupied races become mindless slaves and can make no decisions on their own. We can use them as workers, soldiers, just as we please and the only thing we have to do is keeping them alive, nothing else. Therefore: Low personal/political freedoms; Good industry represented by high economic freedoms | This nation is a part of the Universal Union(Combine). |

And far less comfortable then any other sensible hat. Keeping the sun out of your eyes is the main point in wearing a cap, and the asymetrical "bulge" is a damned pain to maintain.2: They make a unit look distinctive and important
It makes them look like French tarts, and since everyone and their dog wears berets, they are no longer distinctive. Not that anyone in the right mind would want to look like a french tart in the first place3: They just look cool

Berets are a great leap backwards. They are neither practical nor fashionable, the soldiers hate them, not even the French wore them with the exception of the Alpine regiments, and they were popularised in the first place by Montgomery.

Eh, IIRC the Russian Airmobiles still use barets today.Berets singlehandedly caused the decline of the once proud and mighty Russian war machine.

Fun fact:
The basic design of the Ushanka dates back hundreds of years, but it was first introduced as part of a military uniform by Alexander Kolchak, a White Army officer and, briefly, ruler of Russia.

Fun-er fact; He didn't win the Civil War; so the hat got associated with the guys who you know, won. The Union of Soviet Socialist Republics, and by extension Communism in all of it's un-glory.

Actually, initially the Soviets didn't use it and it was associated with the White movement. Only in WWII did it become a stereotypically 'Soviet' style.

But in Strike witches the commanders and engineers are quite obviously all men

Perhaps in the Light Regiments, but the Foot Guard are most certainly wealthy enough to afford hourly helicopter deliveries of Glacier ice for their Gin & Tonics, as well as a horde of punkah-wallahs.

Well, there's a policy which belongs in this thread. Probably makes the enemy scout force's job real easy. Just keep an eye out for helicopters, and you'll have an hourly position report on the hostile forces.
