Most likely Solaris, seems like its climate would be similar to my home town, give or take, adjusted for latitude.

Rotubir City. A small isolated island is a great place to start a Communist society. They'll have trouble fighting us and we won't have to deal with a lot of people when organizing.

The most obvious choices would be the river cities or maybe port cities. The river is a source of commerce, water, and transport. You can't drink or farm with ocean water, though.

There you would be mistaken. Rotubir City is as populated as any average major city, and the island is by no means isolated, and not as small as you think (see the scale). If you tried to start a terrorist or guerrilla force, the Rotubir Island National Guard alone is as highly trained and skilled as any regular army unit, trained in among other things counter-terrorism and COIN, and could stop such an insurgent force before they expanded. Not to mention the fact that there are a number of military bases on the island with large civilian populations in the cities. ;)

It's actually the nation's largest coastal port, with the largest inland port being Olivia. Port Vivian serves as a port city for both itself as well as Olivia and other inland cities via the Kanter River. Indeed, but keep in mind that there is also high road and rail density in the nation, and port cities often have desalination plants.

Solaris is a rather sunny inland city, kind of like a cross between Detroit and LA environment wise but with much lower crime levels. New Wesnoth is kind of a mix of an urban and woodsy area.

You could say that, although a better way to summarily describe it is as a major port city.

For that you want to check out the northern cities. In Pantera, while it has milder summers and cold, snowy winters, it is in a coastal area where warmer currents moderate the climate, giving it a humid continental climate but with milder summers. If you're looking for a generally colder city which gets more snow, try Candlehaven, Lochham, or the smaller towns around the Burdess Mountains.

Could you explain some of those?

Try to be a tad more specific, as in asking about a particular city which catches your eye. It's easier for me to break down the things you mentioned if you focus on a specific city or two.

Well, I want a tolerant city, low crime rate, warm weather, political and cultural diversity, a waterfront, and no racism.

If it sounds unrealistic, then trim down the conditions til a city fits

Olivia would be a good choice. Most of our nation is tolerant, especially in Olivia, the crime rate in Olivia is moderate to low, thanks to an effective police force, both political and cultural diversity, multiple waterfront-type areas by the large rivers, and while you'll always find some racists wherever you go, racists are basically outcasts throughout the nation. The ony thing that's shaky is the weather. Olivia has a humid continental climate, meaning there are four seasons with hot summers and cold winters. However your specifications match mot cities in the nation near water, so for the warmer climate you might want to go with Aelport, Peroni, or Fallshore.

Isn't that general knowledge? If you control a city on a river to the capital, you basically control the capital. You can dam up the river upstream of the capital and yeah, you will control the capital. Which means you will control the country.
