Only shitty governments don't have these. Because you know why? Every other government that does have such teams can then freely attack your own nation without fear of reprisal. It's known as MAD when it's applied to nuclear weapons; but it still applies here. If you have assasins, and you let it be known that if you find others in your nation you have the capability to fight back, it will have a tendancy to, how shall we say, drastically reduce the need for war.

Besides, criminals don't respect leaders who are smart or lead well. They don't have the capacity to think that high. And those that slip through the cracks of our slowly tightening safety education system...well, sometimes you just have to get rid of them before more of your citizens are harmed by them.

We have the police and the army under our full control,they know they'll be court-martialled if they dissobey, But we don't have wetwork teams, we are far more humane, the army of the police captures the guy, and take them to the National Court of "Justice" were he'll have a trial in which a judge decides if the suspect is guilty or not after an hour-and-a-half trial with a prosecutor and no defense lawyer present, where the suspect has no legal right to talk, then they are usually executed and their properties are confiscated or offered in private auction to the govt officers and allied enterpreneurs

But let's say there's a mass murderor, who went down into the first mile limit of our capital city, and then took a bomb and exploded it, killing off twenty people in the process. And he's a devious bastard, yes he is. That's when we call the M&SC, and that's when they start hunting down the criminals.

Also, carjackers may very well lead to death, considering it's possible for the carjackee to fall more than twenty feet or so onto hard sidewalk if they get pushed out, or even miles down if they're far up or unlucky.
