Brief Summary of Training and Recruitment: Every Veren is registered for the Veren National Service Act when born, and upon their 18th birthday, they are required to visit their local recruitment depot. It's like the Selective Service Act in the US. Everyone is signed up, but not everyone is actually in the military. The only difference is that they're considered part of the military. But they aren't a part of the military.

Brief Summary of Training and Recruitment:
Training is conducted both at the independent unit level and jointly. Training encompasses direct action, reconnaissance, civil unrest, and counter-terrorism. Because of the terrain of Ser Di Haruk, alpenism, sabotage, deep enemy line infiltration, and recon are also considered basic training for the Territorial Guard legionary. Effectively, when recruited, generally those just leaving the primary Army service, training is sixteen months in which a reiteration of the basics if experienced, is taught. Territorial Guard legionary are considered para-military but are on duty as active researve members of the regular army.
Brief Summary of Standard Doctrine:
With the passing of the National Defense Law of 1969, Ser Di Haruk adopted a total war military doctrine named Total National Defense or Total People's Defense (TPD). It was inspired by the Harukian Liberation War against the fascist occupators and their collaborators in the Coalition War, and was designed to allow Ser Di Haruk to maintain or eventually reestablish its independent and non-aligned status should an invasion occur. According to it, any citizen who resists an aggressor is a member of the armed forces, thus the whole population could be turned into a monolithic resistance army.
Starting from the elementary school education, over high schools, universities, organizations and companies, the authorities prepared the entire population to contest an eventual occupation of the country and finally to liberate it. For this purpose, the Territorial Gurard (TG) would be formed to mobilize the population in case of an aggression. The combat readiness of the TG meant that the steps of organization and training could be bypassed after the start of hostilities. The TG would supplement the regular Army and that of the Home Guard, giving it greater defensive depth and an armed local population ready to support combat actions. Large numbers of armed civilians would increase the cost of an invasion to a potential aggressor.
The TG concept focuses on small, lightly armed infantry units fighting defensive actions on familiar local terrain. A typical unit is a company-sized detachment. More than 2000 communes, factories, and other enterprises organize such units, which could fight in their home areas, maintaining local defense production essential to the overall war effort. The TG also included some larger, more heavily equipped units with wider operational responsibilities.
The TG battalions and regiments operate in regional areas with artillery and antiaircraft guns and some armoured vehicles. Using their mobility and tactical initiative, these units could attempt to alleviate the pressure of enemy armored columns and air strikes on smaller TG units. In the coastal regions, TG units have naval missions. They operate some gunboats in support of navy operations. They are organized to defend strategic coastal areas and naval facilities against enemy amphibious landings and raids. They also field divers for use in sabotage and other special operations.
The TG is helped by the fact that most of its citizen-soldiers were one-time Army conscripts who had completed their term of compulsory military service. TG recruitment is somewhat limited by the Army desires to include as many recently released conscripts as possible in its own military reserve.

Overall Assessment: The Territorial Guard has extensive roots within the population, but it is not meant for offensive action beyond it's borders. It's key to survivability and power is the terrain and the people of Ser Di Haruk. The regular Army, Airforce, and Navy are of a mixed approach. They are more then usually defensive in nature, a reactionary approach to any and all probings or assaults made by enemy forces. Offensive strikes are taken with caution, so as not to be feinted or flanked by larger forces. Generally the military will utilize it's defensive plannings in which case an enemy may see this as weakness only to sorely learn otherwise.

Brief Summary of Training and Recruitment: Roughly 60% of Novikovian recruits are volunteer, however the training process for volunteers and conscripts is mostly the same. The whole process starts with a week-long processing period during which troops are broken up according to their skill levels, dedication, and intelligence via a series of written, oral, and physical tests. Troops break down Category I, II, or III units with Category I units receiving the best training. Category I units are formed of the top 2-5% of the available recruits, and are all-volunteer, whereas Category II and III units are mixed volunteer and conscript composition, and receive less training. Category I units complete an 16 week program that covers physical training, marksmanship, close-quarters combat, tactics, joint-forces maneuvers, survival skills and live-fire exercises. Category II units go through a shorter 11 week program which covers physical training, marksmanship, close-quarters combat, survival skills, and basic infantry tactics. Category III units receive only an eight week program in physical training, marksmanship, close quarters combat, crowd control, and arrest methods. Category I troops can then elect to move on to specialized training as commissioned or non-commissioned officers in a six month leadership and tactics course, or as members of Novikov’s elite airborne or naval infantry, or they can simply be assigned to an active duty unit as a rifleman. Category II and III troops are also eligible to receive training as NCOs, provided their intelligence tests are within a certain range, and can also test into a variety of specialized positions in the infantry - namely as linguists, mechanics, medics, cooks, and other auxiliaries. Those that do not join one of these specialized programs are assigned to a unit. Category I troops typically end up in ‘Guards’ or elite units, while Category II soldiers compose most other active and reserve formations. Category III units are exclusively reserve or logistical units, although they are often used to supplement local police forces. Category I and II combat units receive a further four to eight months of specialized training in their specific roles, while Category III units receive far less training and rarely conduct combat exercises. Category I and II units also regularly conduct brigade-sized drills against the local Oceanian garrison forces, providing them with greater experience in brigade and battalion level tactics. Many NVOK and FNOK squadrons conduct similar training exercises against their Oceanian counterparts. Thanks to the ongoing conflict in Gabriko, all Category I, and roughly half the Category II divisions have combat experience in the past 18 months. NROK units are composed of a mix of Categry II and III units. Troop strength is kept at approximately 5-10% of combat strength. In times of conflict, the NROK's Inactive Reserve, a force of former NOK soldiers and conscripts who serve in the Inactive Reserve for a period equal to 75% of their active duty enlistment, is called up to bolster these numbers. A surprising number of inactive reserve members have previous combat experience, however their physical conditioning and familiarity with new doctrine and equipment tends to be poorer than most active duty units. To combat this, NROK units are periodically called up to full strength and given some supplimental training, although such periods rarely occur more than twice a year.
Brief Summary of Standard Military Doctrine: Novikovian military doctrine focuses on a layered and flexible defense of the Novikovian homeland. Novikov's first line of defense is the Self Defense Force Fleet (FNOK). Carrier aircraft, land based bombers like the Tu-22M, and new Anti-Ship Ballistic Missiles allow the FNOK to aggressively engage hostile navies at a distance, and to dominate the south-eastern approaches to Nova. Patrols by airships and diesel-electric submarines, hundreds of sonar listening posts, and satellite observation, and over-the-horizon radar provide real-time updates to the FNOK's sophisticated information network, and allow coordinated strikes from multiple levels (submarine, aircraft/airships, surface combatants, and long range missiles). The FNOK's submarine force is regarded as an elite arm of the Novikovian military, and utilize coordinated strikes by multiple submarines in concert. These operations are supported by VLF and ELF transmission from a centralized command, as well as though special sonar transmitters located in strategic locations. Diesel-electric boats defend the Novikovian coast, using such wolf-pack tactics against any hostile naval group, while nuclear subs can strike at distant trade lanes or launch cruise missile strikes against ground-targets.
The Air Self Defense Force (NVOK) also operates a sophisticated information-sharing network, which provides pilots with real-time updates on battlefield conditions. This allows for a coordinated strike by advanced aircraft such as the Eurofighter Typhoon. The NVOK doctrine emphasizes control of the air, with ground support and electronic warfare taking a secondary role. However, the NVOK does employ a considerable number of attack aircraft, although they tend to be of lower quality than dedicated fighters. Recent purchases of Tu-160 strategic bombers provide a limited long-range strike option against naval or ground targets. The NVOK also includes tens of thousands of air defense troops, operating land based defenses around cities and important strategic locations across the country.
The Ground Self Defense Force (NOK) focuses on a rapid response to any attack on Novikovian soil. A strong system of coastal defenses, first developed by engineers from the Macabees fifteen years ago and recently strengthened by a $330 billion investment in 2011, allow brigade-size coastal defense units to delay enemy landings while strong mechanized infantry and armored divisions assemble and rapidly strike the hostile beachhead. Coastal defense forces can now call upon new heavy tanks battalions for additonal frontline support. NOK divisions tend to be quite strong in artillery and mortars, allowing for massed artillery barrages to suppress enemy positions. Air Defense also forms an integral part of each division, providing a strong protection against air attack. Airborne and air cavalry (helicopter) divisions provide options for a more flexible response. In the event of an enemy breakthrough, specially trained mountain and semi-motorized cavalry units are available to support defending NOK forces in Novikov's mountainous regions. Airborne and Naval Infantry units also provide a limited option for offensive action beyond the Novikovian homeland. All operations are supported by satellite and airship observation, and through a sophisticated communications network. Thousands of small, hidden supply caches allow the NOK to operate in the face of heavy air strikes, and many decoy supply depots, bunkers, and tanks allow defenders to soak damage from such strikes.
In the face of an imminent invasion of the Novikovian homeland, the NROK will be mobilized, providing additional manpower to buffer the defense. At a full mobilization, the NROK can provide over 18,5 million additional troops - a vital reserve for any protracted conflict. Novikovian doctorine calls for them to be employed in support of regular units - lending additional weight and firepower to the defense. The RVOK doctorine focuses much more strongly on ground support missions, and includes a much higher percentage of ground attack aircraft - unsurprising as the Reserve Air Defense Corps is under the direct control of the NROK command.
Brief Summary of Military Culture: Novikovians have a long military history and are particularly proud of their navy and submarine force. This military culture has been suppressed in recent years, as the role of the Royal Army and Navy has eclipsed Novikov's own military forces. However, the NOK is still a rallying point for nationalist pride in Novikov. This tends to be especially true for specific families, generally former members of the nobility, which have strong historic links with Novikov's officer corps.
Assessment of Officer Corps (Tactical Capabilities): Officers are well trained in small unit tactics, and regularly drill to hone their skills. Officer corps is all-volunteer and mostly career soldiers, so knowledge retention is high. NCO skills are also high, although suffer in some Category III Divisions, which tend to have the highest numbers of conscript NCOs. Because of the high number of career officers, most have some combat experience during the 2005 Novikov-Azazian War. The same is true of many NCOs, particularly in Category I or II divisions.

Paramilitary Group: The Czechzen National Police (CSP) / The Special Department for Information Warfare (SOpIV) / The Novikovian People’s Regiments (NNO)
Stated Purpose of Paramilitary Group(s): The CSP is tasked with the defense of Czechzen territories within the Novikovian Federation, including coastal and air patrol.
The SOpIV is a small, specialized paramilitary group, under joint military and civilian control, withe the stated task of conducting virtual attacks on high-tech enemy assets such as command-and-control networks, or economic infrastructure such as stock exchanges.
The NNO is an organization which exists almost exclusively on paper, as an emergency plan by the Novikovian government to mobilize its citizens in the face of an invasion of the Novikovian homeland. It is based on the example of the informal volunteer Narodnoe Opolcheniye units employed by the Russian Empire and organized on a provincial or local level in defense of their homes. In its modern form, the Novikovian Premier can call up the NNO in the event of a national emergency. Units are to be organized on an ad-hoc basis, from kraj to kraj and town to town. There are hundreds of millions of potential volunteers, but only a small core of trained officers/NCOs intended to provide leadership and coordinate NNO activities.

Brief Summary of Training and Recruitment: CSP members are all trained to the standard of a Category III military unit, but are all volunteers. All CSP officers and NCOs, as well as many regulars are career soldiers and all serve substantially longer enlistments than Category III NOK divisions. SOpIV employs some of the best and brightest in Novikov's civilian IT field. Recruitment is all volunteer. Average salaries tend to be higher in the SOpIV than any other military or paramilitary branch.
The NNO possesses two distinct levels of training. In each village, one or two NOK Category II NCOs are stationed, as the commanders of nominal NNO ‘Regiments.’ These men are specifically chosen for their skills as instructors, and are well versed in guerilla tactics. They exist to organize, train, and lead their NNO ‘Regiments.’ Other members of the NNO will inevitably vary in regards to training, depending on the background of each local volunteer. All, however, are civilians and most lack any military training. Because these men will only be called upon in a dire emergency, little time will be available to train these men and they will likely have little more than some target practice prior to being called upon.
Brief Summary of Standard Doctrine: The CSP maintains a strong doctrinal emphasis on border patrol, but with a growing emphasis on limited independent action. The CSP has recently received independent funding from the Oceanian government, allowing it to greatly expand it's manpower and material capabilities. Submarines, an aircraft carrier, and other combat vessels provide the CSP with a powerful coastal defense capability, as well as a limited ability to project force beyond Czechzenia‘s maritime boundaries. This ability to project force overseas is, however significantly hampered by a lack of logistical vessels, limiting operations to a few thousand kilometers from a Czechzen port. Helicopters and light aircraft enhance the CSP's reconnaissance and ground-support capabilities. New APCs and light armored vehicles improve the mobility of new formations and these, as well as some towed artillery, enhance the CSP ground force's defensive abilities. In the event of a military attack, the CSP would operate in support of local NOK units, fighting delaying actions and providing limited front-line support while protecting rear areas and providing naval and aerial reconnaissance.
The SOpIV operates three large facilities within Novikov, and is believed to own several more servers overseas in Celeria and other undisclosed locations. This allows them to conduct strong attacks, particularly on civilian infrastructure which tends to be less well defended than government or military targets. Many civilian hackers, including some of Novikov's most notorious criminals, are now affiliated with the organization, and it is known for it's particularly aggressive and insidious viruses.
The NNO is a last-ditch attempt at preventing an enemy take-over of the Novikovian homeland. In such a situation, NNO units would be mobilized to assist in the defense of Novikov’s principal cities, and to fight a guerilla war behind enemy lines. Their purpose is to harass the enemy, disrupt his communications, and force him to commit a significant quantity of his troops to garrison duty, slowing any continued offensive. The NNO is not intended to serve in any frontline capacity, although Novikovian military theorists believe these units could be employed effectively in defending urban centers. While estimates for NNO volunteers range as high as 550 million, NNO stockpiles only contain enough small arms for about 80 million.
Brief Summary of Paramilitary Culture: The CSP is the successor to the Czechzen Army. As such, it serves as a rallying point for Czechzen nationalism and receives strong public support in Czechzenia.
The NNO would comprise individuals from many sections of society, with a varied attachment to Novikov’s military culture. However, many small groups of dedicated NNO supporters conduct their own training exercises in Novikov’s rural areas and display considerable enthusiasm for the organization.
Are the organizations primarily Offensive or Defensive?: The CSP is principally defensive, but with options for limited force projection (air strikes, a carrier, and potentially submarines).
SOpIV conducts strictly offensive attacks on digital infrastructure, while the task of defending Novikovian cyberspace is left to Novikov's civilian intelligence agencies.
NNO is strictly defensive, and is only called upon in a national emergency.
Are the organizations under a clear Military command, under clear command of the State, or mostly independent?: The CSP command structure recognizes the Governor of Prostéjov as their Commander-in-Chief, and as such the Novikovian government can exercise considerable power and control over the group.
The SOpIV, meanwhile, operates almost completely independently, conducting regular attacks against a variety of nations, all aimed at stealing military or civilian secrets. These attacks may or may not be in line with current government policy.
The NNO can only be called up by the Novikovian Premier, allowing very strong government oversight of the national organization. Individual groups of NNO enthusiasts, however, train and organize independently of any government oversight.

Overall Assessment: The Novikovian Self Defense Force possesses sufficient manpower and equipment to defend the Novikovian homeland. Recent additions improve the NOK's ability to project force - particularly through the use of airships, strike aircraft, and new long-range missile platforms. These capabilities are further multiplies through the addition of advanced communications and information systems, which provide improved command and control, and an enhanced ECW option. Airlift and sea lift capabilities are growing but remain relatively poor. Novikov's principal means of conducting offensive operations remains through the use of it's carrier groups and submarines, however these assets are also growing.
Are the branches of the Military united with a clear command structure for use between branches?: Yes. The NOK possesses a strong centralized command, with the Novikovian Premier serving as overall Commander in Chief, and considerable communications between the various branches in line with Novikov's combined arms doctrine.
Are Strategic Decisions decided by Military or Civilian leadership?: All operations require civilian approval except in national states of emergency, when the NOK high command is tasked with making such strategic decisions.
Are the branches more or less united, with open co-operation between the branches?: Yes.
Are there any enmities between branches?: Only friendly competition between branches of the NOK. The CSP, however, is viewed with some suspicion, and some members of the CSP are openly critical of the Novikovian military presence in Czechzenia.

Resubmitted for the hell of it. This is what you get for having such a badass form, HM. I'm basically using this thread as my military factbook. Changes from last evaluation are as follows:
Added NROK inactive reserve units, providing 18,5 million additional troops. Also added NNO Paramilitary Organization for glorious militia swarms. Significantly increased standing military size for all branches, including large tank (T-72) and aircraft (Mirage F1) reserves. Added new equipment, including improved MRLS. Continued FNOK modernization & expansion, including the addition of 4 new carriers and 3 new cruisers, as well as more submarines. Significantly expanded sealift capabilities (34 new Algol-class Container Ships). Purchased a large force of AY1 'Serenity' Heavy Tanks for local support of coastal defenses. Further purchased Lyran Arms Ly910 and YA-42E fighters to begn modernizing the NVOK. Significantly increased the number of heavy bombers and observation airships in use. CSP expanded to include more power surface fleet, including one carrier.
