2. Embassies will be established in the Empire of the Gradonian Islands and the Constitutional Empire of Osthia so as to better increase diplomatic effectiveness.

3. Intelligence Agencies will, if in dire need, may ask for aid from each other during times of desperate actions. This is optional, and does not have to be enforced unless national security is at risk.

4. All businesses, government owned and privately owned, will establish trade with other businesses from Osthia and Gradonia. Any embargoes will be lifted unless proper reasoning is provided to a neutral nation to enforce such embargoes.

In response to the original treaty the foreign minister has drawn up a treaty with a 5th clause added to protect and encourage trade between Osthia and The Gradonian Islands
The Gradonian Islands would like to see that protective tariffs that are in place be lifted for trade between Osthia and Gradonia to further
promote trade between Gradonian and Osthian businesses

The rules of the accord are:

Military and Paramilitary Section

1)Prohibited to attack each other
2)Permited to free pass of troops on each other's territory

Economy Section

1)Free trading accord
2)No taxes imposed on foreign products.

Civil Section

1)If any nation attack each other's civilian, the accord is broken.

To the Government of the South United Allies,
There are some things wrong with this treaty. All nations, when they enter into trade agreements, have placed protective tariffs on foreign goods, in the interest of economic security. Furthermore, it would be obvious that two militaries would not attack each other, unless they were execercises with simulatory weapons. We can not allow a communist nation to place troops in our borders, as the populace, and government have agreed that we are not ready for communist soldiers to walk through our empire's many borders. We must decline until such things are covered in this treaty. We also must ask if an alliance would be into the agreement, otherwise, we would merely be signing a trade agreement. Please take this into consideration.

It is hard to pinpoint, but they consist of a small minority, with about 650,000 living in all of the Osthian provinces, wih the exception of the Autonomous Province of Syvorji.
