Well, you don't NEED a factbook in the first place, especially if you simply can't find the time... but I certainly wouldn't go around trying to pay people to make one for you. If you really want one, it's better to make it yourself. It's your nation after all.

Even if you can only manage ten/fifteen minutes a day to work on it, you'll have a nice-looking factbook in under a week and a comprehensive one done in two. It's really not that time consuming if you break it into chunks.
