Well I used photoshop but you can use pretty much every other image editing tool.
Let me also give you some free advice, Maybe I'm just an old fashioned "jolter" but proper spelling and grammar goes a long way.

And because I know none of you read cuneiform, and you're all just dieing to know what it says. The obvious foreground text (The ones on the left and right) reads: "Nigurune Zimek", which can translate into a number of things, the intent here being "Defenders of our faith". The faded text in the middle is simple the Sumerian word for Sumer.

It may not have full-fledged dystopia or megacorporations, but it has arcologies, lots of computer hackers and streets kept safe by vigilantes in badass longcoats rather than real cops, therefore it should cyberpunk amirite?

Whereas the Spanish-speaking regions of Third Spanish States home islands prefer a more retro style, this is the sort of thing typically seen in the city of Tucker, together with 1950s styled propaganda as well.
