A window into the present—30 October 2019

The rain has stopped beyond the International Incidents, and the Nineteen Countries can close its umbrella at last. The Monetary Policy Committee is expecting less threats to the nation’s prosperity and stability, as the two-power standard policy of the Commonwealth Navy slowly allows for the imposition of a “Yohannesian Peace” on the nation’s maritime trade routes. Leave no stone unturned—Alpeia, Buda and Mambenga

In recent months, there have been more developments on the horizon in the wake of the government’s bilateral agreements with three countries—two WA member states and one non-member country.

The Bank of Yohannes is going ahead with its plan to create 43,000 jobs over the next five years in Alpeia’s thriving Paris region. But the Royal Port of Alexandria has failed to meet the challenges associated with business expansion—for instance, without more funding from Parliament next year, it could not meet the strict requirements of Mambenga’s logistics and freight forwarding regulatory bodies. Looking ahead, foreign imports of industrial minerals through the port are forecast to increase by an annual average of 4.7 per cent. The Ambassador of Yohannes to Mambenga has urged Parliament to support Alexandrian and Mambengan shippers. Will she succeed in her mission?

Two weeks after the letter from Saarkon and the Lagaronians, Princess Elisabeth received another letter from Gylthas.

It was a copy of the letter of credence due to be presented by the new ambassador, Keith Farrier, sometime tomorrow. Ambassador-Designate Farrier would bring his family with him here, and Elisabeth guessed he had not had time to call her office, to inform her of his arrival plan tomorrow night. The Ambassador-Designate would bring his wife, his two children, and his parents with him. Elisabeth also knew that Farrier would arrange for the diplomatic and foreign government visa applications of at least twenty staff members from his mission—armed security guards must apply for firearms license and import permits, technicians must present their practising certificates to the Institution of Professional Engineers, and Farrier would probably need to see the school for his two children himself. Tomorrow, he would be a very busy man.

Elisabeth had assigned her secretary Felix to be ready tonight, to receive a late-night call from the Ambassador-Designate of Gylthas. A young man in his mid-twenties, Felix was glad to hear that he would be paid double his hourly wage, to fool around all night, drinking coffee and listening to the radio and signing the Ambassador-Designate’s papers till dawn. Most of all, though, he hated to be the youngest assistant in her team. Elisabeth knew that the average age of civil servants in her team was fifty years or so. Felix wanted to prove himself, especially to his more senior colleagues. He reminded Elisabeth of herself.

The diplomatic and consular corps application woke her from her thoughts. It was a copy of the application submitted via the electronic filing system, addressed from the Office of Chancellor Lord Terence Ambrose to her personally. Elisabeth looked outside the window. A crowd of men had gathered outside the Beehive, between Parliament Square and the University’s Law School, watching. A line of limousines were parked nearby. Elisabeth could see so many Gylthan flags flown all around the Square. If she had to guess, she would guess the Gylthan Deputy Ambassador had arrived, probably accompanied by their four senior attachés. Elisabeth closed the window as the cheering died down, then picked up the telephone from her desk.

“Felix, please leave a message for the Office of the Parliamentary Under-Secretary that I will start the trade talk tomorrow morning,” she explained. “The Gylthan Deputy Ambassador and their attachés have arrived.” As she said this, she turned on her notebook and accessed her diplomatic inbox page, and she saw the email: in the next hour or so, the Deputy Ambassador would arrive at Parliament and be met by their induction host.

Elisabeth knew what to do next—send the application acceptance notification to the Office of the Chancellor, to comply with the requirements of the Privileges and Immunities Act. The documents would be tabled in Parliament tonight, during the late-night sitting where members could talk about their country’s new relationship with Gylthas.

See Collins v. Baytown, 1 Df. High Ct. 1 (2019). With that being said, it is informally stipulated that we hereby terminate the protecting power diplomatic relationship and thank the Realm for its services.
However, in light of Cartoonia coming across Miss Hall's desk on whether or not to initiate diplomatic relations, my Government is quite stumped on what.. exactly Cartoonia is as a nation. It seems like it is straight out of a video game.
My Government would like your advice on what you believe Cartoonia is as a nation, and for the meantime, asks that Yohannes would be prepared to accept yet another protecting power mandate. My Government is not for sure if such a mandate will be required, but this decision is heavily influenced by how your Government responds to me.
On another topic, my Government would like to organize a state visit to Yohannes and vise-versa. One week had passed since Chancellor Annabelle Thorndon-Stevensonn gave her permission to independently communicate with the Chancellor of Deathfall, and for her to represent the Christian Democratic government. It would be a great moment to meet the Chancellor of Deathfall, but Elisabeth felt like she was not ready to meet such an important man. Last week, the capital’s newspaper praised her for her latest achievement: the Treaty of Friendship and Amity between the Federation of Saarkon and the Realm of Yohannes. Negotiating an agreement with an ambassador from a foreign country was hard, but it was a reachable long-term goal. This time, however, she would deal directly with the head of government of a foreign country.

The special diplomatic relationship Yohannes held with Deathfall was just a temporary thing, Elisabeth understood. She was also happy to hear that Deathfall would establish diplomatic relations with Astoria. There were not too many sensible countries left out there, Elisabeth knew, because most of them had left and went inactive, isolating themselves from the outside world permanently. She had seen it all through the years. Isolation from the outside world had not been good for many of them, because the results had almost always been further decline and stagnation—until there was nothing left. Astoria and Deathfall were both Yohannes’ trade partners. Good relations between them could only bring about good things for Yohannes.

Princess Elisabeth spent many hours reading the Queendom of Imperial Joseon.

She had been enthralled by the book, but more surprised at her own reaction to it. She had found its subject fascinating. Until now, she had not thought much about the Orient or any other place like it. In fact, there was only one such country that had ever made her yearn to learn and read when she was younger, and that was Laeral. In the royal palace she had learned to live without much contact. The only person her age whom she knew well within its secluded confines was her brother, with whom she would read books together on the couch and watch the news before dinnertime, so that they could question their father and laugh with him every night.

Normal countries did not fascinate her the same way exotic countries did. The Queendom of Imperial Joseon had a rich, old culture, while the Realm of Yohannes was just like any other Germanic countries. And she liked to read about Joseon’s culture. It was something to do with its harmony with nature, something about the interesting cuisines, some biases towards the rise of countries that had worked hard to learn from the outside world and ended up being seen in their own right. Like her own country in the past when it had to adapt and work hard to avoid being colonised by English-speaking empires—what was it again? Without the economy, the Navy would not exist. And without the Navy, the nation would not exist, yes.

Father always read stories to her when she was young and, when Mother was not around, encouraged Elisabeth to look at the outside world. Mother did not share Father’s enthusiasm for foreign things, but she’d always smile halfheartedly without agreeing or disagreeing with him. It was not that she was a xenophobe. Mother felt sure Elisabeth was too young to learn complicated things like cultures and diversity. Maybe she was afraid of disappointing her only daughter. Her maternal instinct told her to shield her only daughter from the outside world, whereas Father wanted Elisabeth to be like him. They love me in their own way, Elisabeth thought, but I need my own identity. If I’m enthralled by this book and national dossiers I’m reading, it’s because I’m a grown woman and can make my own decisions, and exotic countries like Joseon are actually charming.

So she continued reading, ignoring Parliament’s report on her desk.

Chancellor Annabelle Thorndon-Stevensonn had recommended to Elisabeth what her Government had mentioned in Parliament House last week. Yohannes had been a trading nation since its unification, and it was important to be able to trade on equal terms with sensible countries, like Joseon for instance, or Laeral. The Office of Embassy and Consulate Programme must do all they can to safeguard trade that will soon exist with Joseon, and capital flows in particular, for they need the best possible opportunity to be able to trade on very good terms with Joseon exporters.

Princess Elisabeth sat in the armchair beside the window, where her predecessor used to sit. She had always liked her small but comfortable office. She had always imagined being a principal secretary to the Chancellor would make her feel immensely special, but in fact she did not feel any different. Many junior civil servants treated her with deference, but she had never cared a hang for fame—she was the heir to the throne of the largest state in Yohannes, the adored princess whom her father had chosen to fill the seat of a purely ceremonial office.

Her assistant Felix stood beside her, watching the commotion outside. The screams and shouts of joy became louder outside. Elisabeth rose from her seat and walked over to stand next to him. Fifty or so black limousines displayed the flags of the Fiefdom of Lutvikkia. Lutvikkia was located in a region called the Vast; Elisabeth remembered that name. Dread Lady Nathicana: Dread Lady Nathicana, the Dominion and its Trade Network Association. She had often heard about Dread Lady Nathicana and the Vast, when her father had read her that bedtime story twenty years ago, and observed the way he spoke of the ancient state then. And now, she observed the gathering crowd outside. Most of them looked old, Elisabeth could see—probably between fifty and sixty, the people who could still remember the Trade Network Association clearly. They were overcome with joy and surprise, it seemed, when they heard the news of their country’s new relationship with Lutvikkia.

“Lutvikkia is clearly not the Dominion of Dread Lady Nathicana or the old Trade Network Association,” Felix was saying exasperatedly. “I can’t see us importing many important things from that country!”

“Two minor trade gains are certainly better than none at all,” Elisabeth said. “The trade agreement has given us access to at least seven million new consumers outside Yohannes, and the removal of our remaining tariffs on Lutvikkian imports will be done slowly, to allow a few affected small business owners to adapt—what could go wrong?”

“I don’t know whether that was sarcasm or not,” Felix said, smiling. “Lutvikkian tariff levels are probably higher than those of our country—”

“And?” Elisabeth interrupted, crossing her arms.

She went on. “This is not a free trade agreement, meaning that our exports to Lutvikkia will not increase much—Lutvikkia, however, will enjoy a far greater increase in exports to Yohannes.”

Felix. Sometimes, Elisabeth wished that he would not see the game of diplomacy as a game of win-lose situation. She had never quite forgotten how dense his younger assistant could be. “Can you see this as a win-win situation?” Elisabeth said affectionately. She chuckled, but paused when she did not find Felix smiling. “There are hundreds of World Assembly member states out there. As a trade dependent economy, Yohannes must treat every two-way relationship with care, no matter how minor.”

Felix’s face changed from irritation to thoughtfulness. “What are the exact benefits from this new agreement?”

“The Bank of Yohannes has forecast an estimated fifty million dollars of tariff reductions on three per cent of industrial products, such as structural steel beams, steel butt-weld fittings and steel wire rod—and I will meet with Ambassador Vallaige Desstant tomorrow morning.”

The Holy Empire Dictatorship of Bala Mantre

Princess Elisabeth sat observing the newly arrived Bala Matrean ambassador from her office window above Parliament Square. She knew why he was here. Bala Mantre, a country known for its abundance of natural resources and its commodity-based products, had recently offered a formal trade deal. It had recently increased its oil production following its latest five-year policy of armed neutrality, which had the effect of making its oil more affordable for Yohannes to import. Elisabeth pondered on what the ambassador would ask in return for his country’s cheaper commodity exports next year.

She watched him walk towards the main entrance, holding a briefcase—probably full of boring reports, more of the same old government papers—and surrounded by his assistants, looking very confident. She did not know what was going through his mind. In fact, she still did not know much about him at all. Her dossier did not say much about Saasd Asad, except that he was an army general before his appointment as ambassador extraordinary and plenipotentiary.

As soon as she’d turned her attention to her computer monitor to read the Chancellor’s e-mail again, the phone rang.

It rang again, and this time she answered it.

“Madam Chancellor,” Elisabeth said. “Yes, Ambassador Saasd Asad has arrived—my assistant will be with him shortly, to escort him into my office.”

The Chancellor ended the call.

Elisabeth felt nervous, and for some reason, she felt as if she were doing something wrong. Wouldn’t it be better if she was the one escorting the ambassador, down there, herself? She rose from her chair, and then paused. She went across to the large table in the centre of the room and adjusted the chairs, so that they lined up perfectly, with hers at the head of the table.

She paused again.

Heavy footsteps were coming up the stairs.

Hearing a knock on her door, Elisabeth folded her arms behind her back and looked straight ahead.
