OPEN: Diplomatic Procedures Department (Embassy program)

Postby Turkish Federation » Wed Jul 15, 2009 8:28 am

Nations and entities from all over the World, Hoşgeldiniz to the Turkish Federation! Once again its history, our country opens its doors to you. Following the Resuming of Multilateral Diplomatic and Political Relations Act voted in motion by the Grand Council in 2007, the Ministry of Foreign Affairs of the Turkish Federation has been given back the authority to:

  • Open diplomatic representations in foreign countries for the establishment and improvement of multilateral ties without infringing the national security or sovereignty of the host nation,
  • Authorize and organize the opening of foreign diplomatic representations on Turkish federal soil with the insurance national security will not be compromised.

Through this online page managed by the Diplomatic Procedures Department, all nations and sovereign entities without hostile intent against the Turkish Federal State or the Turkish people can get general information about the Turkish Federation and Istenpol, the federal capital, and file a request to open a foreign representation in our country. We would like to ensure you that an application in line with all rules and conditions given below is guaranteed to be accepted and put into practice.

The Turkish peoples are only waiting to prove to all the nations of the world, no matter their policies, size, or influence, their so-famed openness, compassion and hospitality.

Nations with foreign representations will obviously benefit from advantages and priority while conducting deals with the Federation.
Until then, görüşürüz!

About the Turkish Federation

Image
Founded in 1923 following the end of the Turkish Empire, the Turkish Federation is the major power in a vast region spanning from the Balkans to the Caucasus. Since its foundation, the Turkish Federal State has ensured the continuation of a three-centuries-long tradition of Unity, Equality, and Secularity in these lands. 132 million people from at least sixteen ethnicities spread in an area of 1.3 million square kilometers live in mutual coexistence and harmony, enjoying excellent civil rights and political freedoms with the best conditions of welfare and enterprise available, as have their fathers, as will their children.

Granting its own citizens the best conditions of living wasn't enough for the Federation. Freeing itself from Soviet occupation at the beginning of the Second World War, the Turkish Federation still rallied with its enemy against Nazi tyranny, contributing to the liberation of the Middle East and the Balkans. Through the Privileged Assistance and Protection Pact (PAP-P) of 1946, the unaligned Turkish Federal State protected its closest neighbours from the clash between superpowers through political and economic aid. In 1997, even while struggling with local insurgencies and remaining isolated from international relations, Turkish forces knew when to save the Alevis of Turkestan from genocide by intervening and letting them establish their own free land, Kizilbash.

Today, the Turkish Federation knows it can help. With its robust multi-trillionaire economy, its religious respect of the environment and its strict anti-war international policy, the Turkish Federation extends once again its hand to the World, warmly waiting only for the international community's approval.

About Istenpol and Other Cities

Istenpol

Image

Istenpol is the capital city of the Turkish Federation, as well as one of the great cities of the Old World. The only city known for spreading over two continents, Istenpol is the beating political, economic and cultural heart of a whole region spanning from the Balkans to the Caucasus, hosting government headquarters, economic establishments and a thousand year's worth of patrimonial heritage.

It's cultural and environmental beauties have been well preserved thanks to comprehensive policies, making Istenpol not just a world city, but a haven with high conditions of living. Lush forests in the north have been conserved thanks to a ban on construction beyond the Bosphorus Bridge.

The issue of transportation in such a major city should be quite minor for diplomats thanks to an extensive public transports network of train, metro, subway, bus and ferry lines, as well as thousands of taxi and minibus drivers. The large D-001 highway, going through the Bosphorus Bridge, is also available. For those worrying about security, we would like to remind them that criminality is even lower than the federal average due to an advanced law enforcement and security net encompassing the whole State.

In federal legislation, Istenpol is considered to be a State, being thus divided in several provinces in which embassies can be opened.

Eskikent

Image

The heart of the Federal capital and home to centuries of history, Eskikent is a peninsula with the various well-restored and maintained edifices of the Old City. The only government building in this province is the Topkapı Palace, part of which is the administrative headquarters and residence of the President of the Republic. Due to this location's strategic importance and a lack of room for the sake of protecting the city's historical fabric, only nations with well-established and excellent relations with the Federation are allowed to be relocated here.

Pera

Image

Located at the other side of the Golden Horn, Pera is the busiest province of Istenpol, hosting countless governmental institutions such as the Grand Council, the Prime Ministry and the Ministries of Foreign Affairs, Internal Affairs and Defence. A major cultural, and political crossroads that would be glad to host many representations.

Üsküdar

Image

Located atthe other side of the Bosphorus, Üsküdar houses the beginning of a huge maritime industrial zone, as well as the Haydarpaşa Central Train Station, giving this district a huge role in national infrastructure and trade. The fact it is a working class province should not scare anyone off: living conditions would still make the middle-to-upper class in several countries envy. Appropriately home to the Ministries of Commerce and the Economy, nations keen on prioritizing economic and commercial relations with the Federation could establish their representations here.

Bakırköy

Image

Originally a housing district between the Önder International Airport and the Old City, this province is slowly becoming the equivalent of a central business district. Recommended for nations and corporate entities which are interested in financial deals and investment partnerships.

Selanik

Image

Selanik isn't called the Jewel of Rumelia for nothing. The biggest city in the European part of the Federation with 6 million Selanikians, Selanik has an extremely high cultural output thanks to the mix of Turkish, Greek and Slavic cultures, and enjoys a god-gifted weather and nature especially prized by tourists.

Baku

Image

If Istenpol is the heart of the Turkish economy, Baku is its lung. Close to a vast fertile agricultural valley, various mining installations and fossil fuel extraction facilities whilst remaining a still pleasant place for 5.8 million Bakuese to live, this city is perfect for consulates focused on bilateral economic ties.

Rules & Guidelines

I. General

1. The Rules and Guidelines must all be accepted for the guaranteed establishment and persistence of a diplomatic mission in the Turkish Federation.

2. Any spotted refusal, abuse or violation of the following Rules and Guidelines will be met with a gradual diplomatic response resulting, if necessary, in the expulsion of part, or all of the foreign mission, and even the suspension of bilateral diplomatic ties.

3. At any moment can the Diplomatic Procedures Department amend and modify this section.

II. On the Respect of Diplomatic Conventions

1. As an adherent to the UN Vienna Convention on Diplomatic Relations of 1961 and the General Assembly Resolution #22, the Turkish Federation grants all members of the diplomatic corps and their families varying degrees of diplomatic immunity from prosecution, suspended only upon the request of the accrediting state itself.

2. Immunity from prosecution gives all members of the diplomatic corps and the security staff the responsibility of non-involvement with political and social events such as gatherings, protests, riots, civil disobedience and politically-motivated verbal and physical violence against the authorities. The funding, planning and orchestrating of subversive events against the Turkish Federal State and the Turkish peoples will result in the immediate termination of the diplomatic mission.

3. A diplomatic mission's plot, as well as its chancery, belong solely to the accrediting nation. Local security forces are only allowed inside upon the foreign mission's own request.

4. All members of a diplomatic mission are to be searched, background-checked and medical-tested for illicit substances or potentially dangerous diseases during their first entry to the Federation. Important shipments of materials, goods and commodities have to be declared at the customs.

5. In case of an imminent threat against the security of the diplomatic mission, federal authorities might request and oversee an immediate evacuation of the personnel to a safer location.

III. On Embassies

1. An embassy is the main diplomatic mission of an accrediting country, and has to be established within the boundaries of the Federal Capital, Istenpol. Select areas for chanceries are proposed by the Diplomatic Procedures Department.

2. The size of the diplomatic and service staff is purely left for the accrediting country to decide, but keep in mind that the security staff is limited to 10, so rational numbers are recommended.

3. a) Foreign representations are allowed to use and keep only the following equipment for their security.
- batons, combat knives, pistols (max caliber: .45), tasers, semi-automatic rifles (max caliber: 5.56), smoke and flash grenades,[/b]
- riot helmets, bulletproof jackets.
Anything else not mentioned is strictly forbidden.

b) The security staff is forbidden to use its available means outside ambassadorial ground. Projectiles must not be used to assault beyond the boundaries of the chancery.

4. a) A maximum of 5 land, 1 air and 1 sea vehicle is authorized for foreign representations.

b) Armored and military vehicles, overly somptuous luxury cars such as limousines, treaded vehicles and large jets or seacraft are strictly forbidden.

c) A permanent storage and maintenance facility can be arranged at select areas for diplomatic air and marinecraft for a given cost.

d) Fuel for diplomatic vehicles provided from abroad must not be spread to local markets.

5. All construction and material expenses are to be provided by the accrediting state.

6. All locally-contacted members of the service staff must be treated fairly as per the Working Conditions Act of 1958, granting them fair pay, adequate insurance and protection from ethnic and gender-discriminating policies.

IV. On Consulates

1. A consulate is a secondary diplomatic mission of the accrediting country, which can be established within Istenpol or one of the capitals of the 15 other states of the Federation in areas proposed by the Diplomatic Procedures Department. All preceding rules also apply to consulates, unless exceptions are given here.

2. Citizens of the Turkish Federation seeking to obtain the consulate's services are to be treated respectfully by local and accredited employees, as serious complaints of deliberate delays or belittlement will be investigated by the Diplomatic Procedures Department and reported to the accrediting states.

Saxemberg,

Your request has been ACCEPTED. Our responsibles will file a request in your diplomatic exchange shortly. Indeed Satanism is badly viewed in a 90% Islamic country, but you might never expect violent protests, or even protests at all, due to increased security and high tolerance. Your embassy will be located in 35, Olive Leaf Boulevard. Welcome to the Turkish Federation and we hope this is the beginning of a long diplomatic and economic bilateral relationship.

Cerberii,

Your request has been ACCEPTED UNDER CONDITIONS. Our responsibles will file a request in your diplomatic exchange shortly. Would you please give us a link to your Diplomatic Exchange Program (DEP) so we can join in? A plot for your embassy will be given at the 40, Zeytindalı (Olive Leaf) Boulevard.

However, riot gear, police batons and tear gas is NOT ALLOWED, as ambassadorial security can only operate within embassy grounds, thus not being able to intervene against probable agitators. This would be the job of the police forces. The CH-47 Chinhook, as long as it is not armed, is allowed.

Welcome to the Turkish Federation and we hope this is the beginning of a long diplomatic and economic bilateral relationship.
