About ten years ago, as part of New Ziedrich's innumerable Public Sanitation Doctrines, the government prohibited the ownership of multiple pets, with the exception of things like ant farms and aquariums and such. Furthermore, ownership of pets was wholly prohibited without a special license costing ISC500 (about $928 at current exchange rates). However, currently existing animals were grandfathered in by the law. This was enacted due to the immense population of the country, which had nearly reached eight billion at the time. While only four billion people actually owned pets at that time, the problems caused by so many animals convinced the government to impose these new restrictions.
