Indifferent. (And the Volnotovian people are not human, they may have some human characteristics but that is about it. Condemn. Governments are nothing but quasi-feudalist backwards institutions. And nations that need one in order to function are obviously backwards and primitive.

In the State of Volnotov moralistic people are looked down upon and viewed as primitive and unworthy. Morality, ethics and rights are seen as backwards "ideas" and those advocating them are enslaved, humiliated, tortured and/or executed/exterminated.

In the Adrian Empire, the costs of a lawsuit on the winning party are paid by the losing party, this is in part to discourage frivolous lawsuits but also encourage reasonable lawsuits for those who can't usually afford them.
