The Government
Kosmanium is a socialist nation but not an oppressive one. Those running for public office must have a Master's degree, at the least. It's policies are modeled after the Scandinavian nations. It's government consists of a legislative/executive branch, and a judicial branch (with judicial review powers). The legislative/executive branch is divided by category-there is, for example, a "Legislative/Executive Department of Commerce", although in most of its papers, the "Legislative/Executive" portion is dropped. However, all departments are overseen by the Cancelaria and Premier of Kosmanium, who have supreme veto power, as well as having the power to suggest bills for any department. The powers of the Cancelaria and Premier are really equal, except that the Premier is the "face" of the government. Each office is elected by the populace, and as the requirements for becoming a Kosmanian citizen include an IQ of over 125, a significant majority of the population has doctorates. Bills are voted on by a 2/3 majority if given 'special importance', but by a simple majority otherwise. Parties have been replaced with issue-based alliances, after looking at the Illitharian system

History (TO BE REVISED):
Thousands of years ago, sapients from everywhere (Humans as well as some Quendi, Kitsune, Saurians, and Nekomimi) settled what is now Kosmanium and Krozmarania. They formed small tribes which were constantly at war, yet all spoke the same language and had similar culture. In 3251 BCE, the Great Unifier (his true name is lost) arrived, and, through a cunning mix of diplomacy and war, unified Kosmanium-all except for Krozmarania, whose language was slightly different from the rest of Kosmanium. The Great Unifier created a monarchy, as was customary at the time. Kosmanium has a large legacy of great, famous people, as well as a great history of cultural tolerance. This is because of the standardized tests and focus on education, as well as open-mindedness. Slowly, Kosmanium adopted a Constitution, gave rights, and eventually, the monarchy was simply a legacy. It was ended by the Premier Publicus Scientius Buteo, noted polymath (philosophy, mathematics, physics, law, politics, literary criticism, literature, space flight) who founded the United Socialist States of Kosmanium on 3 December 1916. Kosmanium has been a mostly peaceful nation, except in its dealings with Krozmarania, a specific sector of Kosmanium which was unified later but often revolted violently. Krozmarania, when it was independent, was known for its aggressive outlook, human rights abuses, oppressive dictatorship, and absolute apathy towards its worst-off citizens. As such, it has many ideological differences with the rest of Kosmanium, and wishes to 'free' itself....from the lashes of freedom.
