The Socialist Union of Northern Bavungria
Brief Information
People's Dictator Rezerak Qwern performed a coup and turned the nation from a socialist democracy to a communist dictatorship. He separated the nation from the USSCR which appeased many people, including the nationalist due to the growing discontent with the USSCR. Then he created the Socialist Union Of Northern Bavungria. A secret police was made, support for communist movements and regimes was the foreign policy and militarization was key. Qwern kept the economic model Lore had set in place to fund his efforts to spread communism around the world to make friends and ensure ideological comrades had power. The Socialist Union would soon grow via helping comrades in bordering nations whom would act as puppet states for Qwern's regime.

Revival of the Socialist Yuzar Republic of Northern Bavungria
After the fall of the Socialist Union of Northern Bavungria Rezerak Qwern fled. No one knows where he fled to but most believe that he fled to the dysfunctional nation of Aruska*. Nevertheles Heduk Lore was reinstated via popular vote and the voting for the National People's Assembly commenced. The UCFFP lost a large number of votes. The three main parties became the SOP, UP and the EPLP. Even with democracy restored there were issues. First and foremost no one in the USCR came to help them. Secondly CTANLH aided Qwern and gave him weapons. Thirdly the United House of Faith were massacred and few survived, the government needed to pay them back some how. Thirdly the government had to support governments that Qwern propped up. Lastly the army, more notably the spy network gained power and was fairly strong. This new found strength was good and bad. It solidified there power in the region and satisfied the Ultranationalists. However it meant the military would be more active and the government would have to tend to this activeness and feed it.

Lore and the new government started working right away. Those who caused genocides were tried and imprisoned. The government reduced the restrictive measures on the populace and laws were repealed and put into action.

Government and Political Structure
Government Type: Federal Secular Multiparty Republic
Electoral Structure: Proportional Representation

The lowest form of government is the workers councils. There is a council for each town which is elected by the town. The council usually contains five members but it all depends on the size of the town. The worker council acts as a city council but it also enforces rules made by the larger government. The workers council members are in for three year term. There is a Provincial council which is elected by the people and represents each province. Each province has about 40 Provincial council seats. There are only three provinces so in total there are around 120 Provincial council seats. The Provincial council members are in for four year terms. The People’s Assembly acts as the governing body of the national government. The People’s Assembly is elected by the peoples and there are 550 seats. For a party to be put into the Peoples Assembly it needs to have at least three percent of the vote. The People's Assembly is divided into two parts. 30% or 165 seats of the of the People's Assembly is for the statewide proportional party representation. The other seats are for the directly elected electoral district representatives. Voters thus have two types of votes, one for a state party list of candidates and another for one to three individual electoral district representative. If a party wins a direct representative in that state, it would receive one less representative via the party list or other 30% of the seats. The 30% take part in voting for laws and debate in the People Assembly and just insures that smaller party's get a say. The People’s Assembly members are in for four year terms. The People’s Assembly makes all the laws and controls the courts, police and other things, not the Peoples Dictator(President). It takes two thirds majority for laws to be passed. The People's Assembly passes the law and legislature.

Provincial Parliament is called Palace of the Soviets in all three provinces. Each province has a Prime Minister, a Vice Minister, a Peoples Speaker, a constitutional judge, and parliamentarians. The parliamentarians are knows as People Representatives, or PR.

Every three years Peoples Representatives are voted in. Each four years the People's Dictator is voted in. The Peoples Dictator is voted independently of parliament to ensure that the people get the vote in there leader based on the person not the party. The People's Dictator gets to rule one more year after PR elections to show the populace if he/she is a good leader even with changes in the Peoples National Assembly.

Welfare
Welfare is a government program used as a safety net for people who can not get a job anywhere. This excludes mentally ill patients and the elderly because they already have different safety nets similar to welfare. This particular program is mainly used for the average citizen who can work but something unexpected occurs which forces them to loose there jobs. The main causes of this is a physical which causes someone to not be able to work for a short time or maybe life and economic downturn. The former cause is not put under the disablement act because it is a work related injury and not a born disability or a disability the occurred at at young age. This programs offers the same amount of money as a pensioner or a independent handicapped citizen would receive. However there a few differences between this program and the others. First if you claim to not be able to work due to an injury you have to see three different doctors to ensure that you are not lying. Lastly if you claim to not be able to find a job the government will give you several possible jobs (if there are any available) to work in. If you do not pick work at any of these jobs for a non-legitimate reason then it is considered a criminal offense because you are attempting to steal money from the people to be lazy and not work for the better of society.

National Health Care
Image
People's Commissariat of National Healthcare

In Northern Bavungria Health Care is basically free. The peoples tax dollars goes towards health care and many other benefits. However if a person wishes not to use the national health care they do not have to pay the health care tax and go to a private hospital. Most citizens usually use the government run health care facility's. Although the government funds the health care system it does not receive any information about individuals health condition, this stay's between the patient and there personal physician. Most people use the government funded health care which means advertisement has a little to no presence in Northern Bavungrian society when it comes to health care. This leaves more funds to help the patient. Essentially the government acts as the insurance company. The patient goes to the hospital and the government pays for the fees as if it were an insurance company. This makes it easier for the hospitals because they do not have to argue with an insurance company to get paid. It also helps patients who can not afford insurance. Also the government does regular checks with hospitals to ensure that the patients are being treated in a professional way and makes it easier for the government and health care workers to aid each other and improve the system . Dental and vision care is provided by the government, dental care is usually not free unless the patients overall health is at risk. However each province in Northern Bavungria can change this if they wish by vote in the Provincial Parliament. Most pharmaceutical drugs that are needed for many patients are either subsidized or completely free depending on the individuals financial situation. Plastics surgery and other similar treatments are not provided by national health care because they are not essential for the patient's overall well being. A doctor is paid by the government and depending on there job that get set amount for each visit by a patient. if the patient does not show up to the appointment then the doctor is not paid.

Old Age
People who get passed the retirement age, which is 60 , get many benefits. They can either stay in there homes or be sent to an old age home. If they choose to stay in an old age home they get pensions every month to pay to for there expenses. If needed they will get free health care workers, nurses, to aid them with there daily routine. These health care workers will either be assigned to a specific household for a long time or take shifts with other nurses. These nurses are provided by the government, therefore they are free.

Disabled and Mentally ill patients
In Northern Bavungria taking care of the disabled is a priority. When the old government was in office they were usually neglected. However now the government has allocated many funds to building hospitals just for these types of patients. Also many things such as nurses( who help family's with a disabled family member), drugs or other medical supplies such as wheelchairs are provided by the government. The government has also allocated money to facility's where disabled patients can, live, learn and enjoy themselves without being bullied or mocked by society. The government also has created a funding program for disabled citizens who can live by themselves but cant get a job. This money gives them enough money to support themselves and a few tiny luxuries. However the government is also working on laws to protect disabled patients from bullying and harassment as well as making laws to protect normal citizens from disabled patients who might be dangerous.

Animal Care
Northern Bavungria has a program for the protection of animals called " The Animal Protection Agency." This program gives many animal shelters infrastructure, veterinarians and other supplies. These shelters help provide homes, food and possible family's for animals. The shelters which receive government funding have a a policy of not using euthanasia unless the animal is suffering. The buildings a large and usually have big yards which are fenced off for the animals. Although this is a government run program these shelters will still accept donations of any kind.

Education

Education in Northern Bavungria is free up to grade 12. However there may be small fees such as paying deposit for a lock for your locker. this is just to ensure that the school does not loose money due to someone loosing there locks. Students are assigned books and need to bring it back at the end of the year in the same condition it was it when they received it. If they do not bring it back or it is in a worse condition than it was before, the parents will have to pay for a new book. The government also provided free busing to the school due to the fact many people do not have cars. Buses run on bio diesel. The Physical Education is a bit different than in other countries. For 20 minutes of each gym class they preform a work out session. They so push ups, curl ups, jumping jacks and many other things to keep them fit. ROTC is included in the Physical Education program. Also each school has a qualified nurse who has worked in a hospital for 2 years at the school to ensure child safety. Each student learns Briev, Sluvekish and English. Although learning three languages is difficult teachers attempt to help students as much as possible and many stay after school voluntarily to help out students.

In all school library's and public library's there has to be a copy of the constitution, the USSCR ,the communist manifesto and all religious books possible. However having the copy of the Qur'an, the Bible, the Torah and a few other mainstream religious texts such as Buddhist texts is sufficient.

Internal Economic Plan
When Northern Bavungria became independent there economy was ruined, along with there infrastructure. Although they had joined the USSCR shortly after there birth there was still an economic problem. The USSCR was not fully established and they were struggling as well. Therefore the first People's Dictator Heduk Lore decide to implement the Internal Economic Plan (IEP).

The IEP was very simple. Essentially the government would build the capital an have a large populace there. They picked Lanverska because a major battle occurred there during the war for independence. Also a lot of people were already displaced there and it was completely destroyed, making it easier for the government to rebuild the city. Therefore the government built many things such as the people's palace and other government headquarters there. Lanverska now has bars, marijuana shops, gambling shops, legal prostitute companies, hotels, courts fire stations, libraries, hospitals (with abortion facilities), a large functioning public bus system and so on. It's basically a modern liberal metropolis. There is around 8 million people in Lanverska.

However the government also modernized the rural areas. They help people rebuild there farms, get licenses stating they owned there farm land, modern roads, schools built hospitals, police stations, fire stations, wind mill facilities and the like. The government ensured that the rural community had all of the necessities and public services. They also ensured that people could afford to keep there farms. This would allow most of the basic products such as biofuel, electricity (from windmills)and food would come from the rural areas. The government would buy these products from the farmers and use there government companies to sell it to the populace of Lanverska. Essentially Lanverska would buy a lot of the rural produce keeping that part of the economy alive. In turn Lanverska would produce income via jobs from either government jobs, local jobs or tourist jobs. Local jobs would be corner stores or working at government owned companies. Government jobs would be construction, the police force, education, healthcare and the like. Tourist jobs would be hotels, gambling, prostitution, tour guides, marijuana shops (lovals use them as well though) and so on.

The large amount of construction helped produce jobs as well. Not only this but transporting goods back in forth between rural communities and local communities requires a lot of transport trucks. Therefore there is a large demand for transport drivers.

Each business and state building has to have a sign like the one below in or on there shop.
Image

The government controls many industry's related to basic needs such as transportation, building, energy, water supply, and waste disposal. Small business such as corner stores and the such operate as an independent business. As the country is largely agrarian with 65% of the workforce living and working in rural areas the government wishes to improve the lives of peasants and the outcome of farms.

As well as having the agricultural industry as an important economic sector the transportation sector is very important as well. This sector includes public transport and the transport of supplies. Public transport consists of trains and buses while the latter transport consists of transporting goods such as agricultural supplies to other parts of the country to deliver it to other countries whether via airport or truck.

Farming
Originally the farming sector was put into a structure where farms had been put into cooperatives. The farmers would be paid based on the labor of the farmer. The government would pay this. However with a new constitution in the USSCR the government has seen fit to allow farmers to do as they please. Therefore farmers can operate there farms independently if they wish. Although they are free and independent they sell there products either to the government, small independent businesses or government owned companies. Essentially they are preforming a capitalist interaction with the government which allows them to gain more from there labor.

Each farm which is not part of a cooperative has a document which is there license to have a business, the entitlement to land they own and so on. The government has a copy of this as well. The reasoning behind this document is because independent businesses are taxed differently from cooperatives. Also cooperatives have documents which is there business license, the land the cooperative owns and on. Cooperative farms have these symbols on there farm to indicate they are a cooperative. Generally there will be a name below it to distinguish there cooperative from another one.
Image

Hotels
No hotel in Northern Bavungria is owned by the government. Therefore they are just like any other hotel around the world, save they are in a socialist nation. Also they are all local companies, no international hotel is currently present in Northern Bavungria and all workers are local.

Business

The government views businesses based on three different categories. The three categories are Independent Businesses, Public Businesses and Foreign Businesses. Independent business are small and are usually cooperatives. These businesses can get government funding if the business is doing well but needs help. These businesses usually consist of corner stores, small bakeries, small factories and businesses similar to the ones mentioned. Public businesses are businesses that are funded by the government such as Green Earth. These businesses are encouraged to buy things from Independent businesses or to sell to them. Foreign businesses are any businesses that are not Northern Bavungrian. They may originate from a different state in the USSCR or a foreign country.

When it comes to private business dealing with unions it is different from other nations. Union leaders sit on the board of directors of companies and make decisions along with the bosses of the company.

List and Description of Northern Bavungrian Companies

National Brothel Company
Image
Slogan: Liberate Yourself
State Owned

The National Brothel Company is a nationalized company which controls all the legal prostitution in the country.Any legal prostitute in Northern Bauvngria is an employe of the NBC and is protected by the government. The NBC has its employes in bars and strip clubs which have made deals with the NBC. To work for this company you must be 18 years or older, have citizenship of the country, and have no sexually transmitted diseases. Once you have the job you are given a license to show the police and customer that you a legal prostitute. Also frequent check ups are done to ensure that you do not have STD's.

Each prostitute is tested for aids and other STD's. After that they are asked many questions such as if they are ok with threesome's, kinky stuff and the like. Depending on there answers they will only be licensed for what they wish to do but they have to at least be comfortable with intercourse. When someone get's a prostitute at the bar or hotel or some licensed prostitute area then the clerk asks what type of intercourse they want. Depending on what they say they will get a certain girl or guy that is ok with that type of stuff. If the rules are not followed the prostitute can say that they were forced to work a sex job which they were not licensed to do. The clerk/business can be arrested by the police and sued by the National Brothel Company. However the prostitutes have to agree that they will have to have sex if they want this job. In the end these licenses and specific sex jobs for the prostitutes ensure they are not being abused as traditional gang prostitutes are.

The NBC hires the prostitutes, gives them the licenses. Checks up on them and the company they work for and is a government owned company.

Licenses:
Certain prostitutes do not want to perform certain acts while others will preform those specific acts. Therefore each prostitute has a license which basically tells any NBC person or police officer what they are willing to do. Therefore if the police look at the licence and put it through there computer database and find out that the prostitute was doing something that they did not give consent to via the license then the police know there is an issue. There are many different categories place in one persons license and digital profile, way to many to name. However some include threesome, bisexual threesome, lesbian and many more different licenses.

Which means many fun and leisure activities that they preform are done with the family and sometimes with neighbors families. They also hold on to the old Northern Bavungrian traditions and festivals. Also with this type of culture they drink and party but it is more calm and family oriented and oriented around religious occasions rather then just the weekend.

Development

Before Independence
Before Northern Bavungria became independent the country was ravished by poverty. The only places which were suitable to live were in the four main cities of Northern Bavungria; Lanverska, Gergavish, Ferask and Serova. The country's wealth was given to the Bavungrian government officials and other state workers such as the army and police. The repressive regime of Chancellor Ulrek Solchez. He systematically killed any one who opposed him and his regime. Also little to no governmental funds were given to Northern Bavungrians.

2 first years transitional government, lore was in charge, 3 years after that gov with no constitution, update this!

1 Year After Independence

Northern Bavungria became independent on June 23rd 2010. Northern Bavungria had a hard time when it first became independent. There was a large number of militia's with weapons and little to no government. However the situation was brought under control. Most of the militia were either disarmed or put into training to become police or join the army. They were taught discipline and ethics among other things.

After the interim government got the situation under control elections were held. With no constitution in place the elections followed the basic rules of other countries such as a simple majority vote is all you need to get elected in your district. The People's Dictator (leader) is elected separately from political parties. The election results from the first and second election can be found in the government part of this factbook.

The National People's Assembly seats were mainly filled by leftists due to the fact that the rebellion was formed and organized by leftist groups. New plans for a completely different society, a society for the people. However the independence war cost many lives and land. The government had to rebuild and create jobs. This was probably the most difficult plan. Also the government needed to deal with the Bavungrian military and political men who were imprisoned. The government decided it was best to deport them to Bavungria but some of the top officials are still in prison today; they were judged in court and convicted of many crimes.

The elected People's Dictator Heduk Lore decided that Northern Bavungria should join the USSCR. Northern Bavungria Became a state in the USSCR on Sat Jul 03, 2010. Ever since then Northern Bavungria has felt safe from any aggression from Bavungria. From then on the government was focused on organizing the structure of the government to make it more democratic and structuring the economy. At first the government made the economy very centralized especially in the agrarian sector. They did this due to the USSCR constitution. However with the new more liberal USSCR constitution the government changed later on.

The government then began to use its funds to improve the lives of the people. With high unemployment the government felt that it needed to create as many jobs as possible until a a more permanent solution to unemployment arose. There fore the government ordered the construction of the People's Palace. This would be the new seat of the government. This project created many jobs because many people were needed to help build the giant building. The government paid these people accordingly. Along with this project many roads were built to connect all the communities in Northern Bavungria. This created more jobs and helped supply communities with goods and services.

The government noticed that many rural children were not sent to school because they needed to help there parents on the farm. The government decided that the farms could hire other unemployed people while there children go to school. Many schools needed to be built so there were more jobs available. This reduced unemployment for a while along with the construction of police stations and hospitals. The government was investing for the present and the future.

Evidence

Bavungria Militarily, Diplomatically, Economically and Ideologically
Reason:
When Northern Bavungria was a part of Bavungria its leader oppressed the people of the north. Then when the people of the north were fed up with the brutality enforced by the government they rebelled. Ever since the successful independence of Northern Bavungria the state has not been recognized by Bavungria.

Rural Areas
Most of Northern Bavungria's population live in rural areas. The rural communities are more quite and relaxed then the bustling city of Lanverska. The rural populace tends to be more religious, community oriented and nationalist. the Thrinian Catholic Church has flourished in these regions and replaced the old regimes puppet religion of the House of Faith. Also the small farming communities tend to help each other out, they are more neighborly and go to Church every holy day. Neighbors will help each other out with building houses and the like. Although rural populace are more nationalistic than the city dwellers they are not racist. They just tend to adore there national leftist identity and hold on to there traditions more. They will gladly accept foreigners and travelers into there homes.
