No. Nuclear weapons are so expensive in the Technocracy, only responsible citizens can purchase them. Considering these "responsible citizens" also have the funds to purchase small private armies and the technicians required to operate a nuclear missile, they are generally only corporate board members and chairmen. You might have a wealthy collector or two purchase one.

Since nuclear weapons require registry with the government, which also costs a fair bit of change, you're unlikely to see your average layman having a few laying in his backyard on blocks.

It is noted, though, that having a fusion cannon will be seen as an intent to challenge Megatron. He will accept that challenge and 'show you' the capabilities of his own fusion cannon - by firing it at you. It is wise to take that into consideration when deciding on your weapon design.

The smallest pulse pistol is still a boxy, unwieldy thing and would be akin to concealing a large brick somewhere on one's person. Open or "holster" carry is permitted and common. No permit is required, but carrying a pulse rifle on one's back would be seen as idiotic and is discouraged.
