Updated my list with two guys and also added reason for my thinking

GOOD GUYS
Tergnitz: The federations oldest and most trusted allies would of course deserve a high spot on the list of good guys, sure their government is a bit to democratic and ruled by commoners but that could hopefully be changed in the close future.
New Nicksyllvania: Nicksyllvania are considered allies and a generally pleasant state by the federation, sure they do lack some control and believe that their own race is superior to everyone but otherwise so are they rather splendid chaps. Their backwards views on proper headgear are also troubling.
The Scandinavians: Just as the nickies so do the federation consider the Scandinavians allies even if they suffers from the same disadvantages.
Anglo-Saxon empire: The ASE is rahter similar to the federation in many regards and considered and allied so they are indeed one of the good guys
Ramsetia: Sure they do have may disadvantages in their government, they are way too lenient when it comes to manners and is way too hot for any civilized person to live in but so far have contacts been good and mutual beneficial so they are also considered somewhat good
Hardenburgh: a bit to democratic and contact have been a bit limited but everyone who is a horn in the side of Old Tyrannia deserves a semi-official thumbs up from the federation.

Everyone else, who is either an absolute monarchy, conducts slavery or treats their non-humans properly that I have forgotten

BAD GUYS
Old Tyrannia: blacks should not be trusted and that is finial even if relations seem to be bettering so are the federation rather suspicious to Old Tyrannia
Israslovakahzerbajan: Their treatment of non-humans is unacceptable and that they suplies non-humans with weapons are even less so.
NS Limbaugh Island: Generally considered a nuisance and stands in the way of enlighten human rule over the entire globe
Lenirea: communists
Saurisia: that they have the wrong and barbaric idea that some primitive reptiles is superior to humans can we forgive that they oppress their rightful masters can we not
New Garzah: They seem to be for some unfathomable reason unwilling to the extreme to accept that humans are the superior species and have also shown hostile behavior towards both the federation and humanity in general
Every Syndicalist, anarchist or communist nation, every nation who conducts anti-slavery operation, either force their non-humans to be equals or murders them or any nation that is hostile to the federation.

1. Grand World Order - an fascist state who's threatened almost every antifascist or socialist group we've been in.
2. Great Nepal - an evil empire that's managed to score themselves a condemn, without being fun in the process.
3. The Scandinavians - slave traders who we've had..."unpleasant" experiences with.
4. Greater Tezdrian - slave traders who founded the IASEN.

The best nations are:

1. Quadrimmina - very friendly members of the WA.
2. Natapoc - fellow anarcho-socialists, they just get a bit insane about animal rights.
3. Libertarian Governance - they're on the forefront of the anti-slavery fight.
4. New Nicksyllvania - while they're dangerously xenophobic, New Nicks has a great martial tradition.

That's why we base our Good/Bad list objectively on behaviour instead of subjectively on like/dislike. Gray's Harbor might very well be on our "Bad" list - we really don't know - but that doesn't mean we dislike the nation. In fact, we have a lot of admiration for the nation and we get along just fine with them.

We also have a certain amount of respect for GWO, New Nicksyllvania, etc. even though they're definitely on our Bad list.

Fatatatutti is on a lot of Good lists because we're a genuinely wonderful nation but we're also on a few bad lists because people hold petty grudges against us.

We dislike Grays Harbor and really can't admire a nation which considers freedom of speech barbaric, an apartheid and discriminatory nation, in which certain political ideologies are banned and which is ruled by an oppressive and authoritarian, imperialist tyrant. Fanatically capitalist nation.

Total of 0,4% of our population admire Grays Harbor.

A famous book "Harberian democracy" is often considered one of the best analyses of the GH's policies - an objective view on such a kind of nation.
