The Gran Pavion (Great Square)
In an effort to promote greater international diplomacy, the United Islands has established an embassy programme that will allow nations to host their diplomatic representatives in the United Islands. The Gran Pavion is the central diplomatic square that has been renovated for this purpose and is located in the capital of Nerva on the island of Wuomu.
Upon submitting an application to the Office of Foreign Affairs to establish an embassy in the United Islands, the requesting nation agrees to abide by the following mandate. Violations of this mandate may result in a termination of the Embassy and expulsion of the requesting nation's diplomatic staff. Understand that applications are reviewed as they are submitted.
The Gran Pavion is a secured diplomatic quarter of the city with a surrounding fence and gates operated by the Wuomui State Police and the Department of State Security. The quarter supplies its own back-up power and water to ensure safety in times of emergency.
Embassy Mandate of the United Islands
By submitting an embassy application, the requesting nation hereby agrees to the subsequent mandate and understands that violations of this mandate may result in a review by the State Department of the United Islands and potentially result in termination and expulsion of that nation's diplomatic staff.
Article I — Diplomatic personnel, embassy premises, diplomatic vehicles, data and information, and other residents associated with the diplomatic mission are the citizens of their respective nation and all materials therein are considered the exclusive diplomatic property and responsibility of that nation. The host nation (United Islands) and the requesting nation agree to adhere to international law and norms in regards to diplomatic immunity. The premises of which the embassy resides is considered territory of the requesting nation and shall not be infringed except with explicit permission of the residing nation or in times of emergency.
Article II — Residing nations may provide their own security as appropriate for the diplomatic mission, its staff, and families. The diplomatic quarter is a protected zone of the capital that is secured by the host nation's security forces. As such, the quarter is fenced off from the rest of the city with gates that are managed by the host nation's personnel. Upon entering the United Islands, the residing nation's diplomatic staff will be issued a special license and be provided diplomatic tags that can be used to enter and exit the gates and alert authorities of the their status to ensure safety and security of the quarter.
Article III — The diplomatic quarter hosts restaurants, an international conference center, and a resort. Other facilities include the Gran Pavion Hospital as well as a marina and a diplomatic boulevard to the Wuomui International Airport. These facilities are managed and paid for by the United Island's Government and staffed with personnel that have been vetted. The use of these facilities is covered by the United Island's Government.
Article IV — Medical Care is provided by the United Island's Government. Upon entry to the host nation, diplomatic staff and families will be enrolled in a diplomatic health insurance provided by the State Department that guarantees access to medical facilities in the quarter and elsewhere, and with which will cover all medical costs by the United Island's Government. It is highly recommended, though not required, that the embassy provide medical details such as allergies, medications, blood type, and health conditions to the State Department which will allow the Gran Pavion Hospital to best serve you. Under the Federal Health Information Act, this data is sealed and strictly protected.
Article V — The diplomatic quarter is a heritage site as protected under federal law. Per this mandate, residing nations may not unilaterally alter the structure of the embassy premises without approval from the State Department. Any additions or changes that may significantly impact the structure or alter the appearance of the structure require a request.
Article VI — The residing nation agrees to adhere to the federal laws of the United Islands, to refrain from interfering in domestic political matters, and to notify the United Islands of changes to representative and/or diplomatic leadership.
Article VII — The United Islands is a federation of states and tribal nations. Whilst the UI guarantees freedom of movement for diplomatic staff within the country, understand that tribal nations may require diplomatic relations before the residing nation's personnel may travel through their territories. These tribal nations exist in reserves, whose borders were agreed to by the Treaty of Wuomui. As such, tribal laws may differ from those of the United Island's. Furthermore, these reserves are protected by federal law, the residing nation agrees to not interfere or interact in such a way that may cause damage or lasting harm to these reserves.
VIII — Whilst the United Islands will permit pets and flora from the host nation, flora is required to be non-invasive and/or non-germinating to protect our ecosystems. Flora that does not comply may result in a denial in the reception of the aforementioned flora and either be returned to the host nation or destroyed. Residing nations may garden on the embassy premises, as this does not contradict Article V.
VIX — The residing nation may hire locally if deemed necessary. This can be done through the State Department's hiring portal for diplomatic staff or by other means, all locals will be required to be vetted by the State Department to promote the safety and security of the diplomatic missions in the quarter. Locals hired will enjoy the same medical benefits as diplomatic staff and be subject to the same international customs as appropriate in their scope of business or duties.
