To any who request assessment, the Craftworld of Eldar Ulthwe offers the opportunity to discover what, exactly, the Eldar think of your nation in particular.
The Database thus far:
12 Virs
A strange group. Their vastly different castes are of some interest, but for the most part, they should be left alone until they manage to advance their civilisation and improve their technology, at which point we may look upon them again and judge them by how they have changed.

Aelosia
At first glance, the people of Aelosia would seem similar to the Eldar - and, indeed, similar to another nation taken under Ulthwe's wing. However, it must be seen that Aelosia is a place of a strange and corrupted kind. Their dealings with Dark Eldar condemn them, and the suspicion and revulsion are strong to know that a Craftworld lies not in the hands of the Eldar, but in a people who have supplanted them, likely without ever knowing of the sacred trust held in the Circuit that holds souls of our people, nor that of the Avatars of Khaine. Still, that they have removed the Dark Eldar speaks in their favour, and it is possible that the lamented and lost Eldar of their Craftworld fell not at their hands. More study will be required in order to judge whether these people may be fit custodians of the Craftworld and Maiden Worlds they occupy. Much, indeed, will depend upon whether or not they willingly permit Eldar to return to these places. Judgement hangs like a knife upon a thread; where it falls is yet to be determined.
Almighty Daleks
A mutated and greatly fallen variety of creature, the Daleks are of some concern to the Eldar, especially given the headache randomised time travel is when employing precognition. It is fortunate that they seem not to do this especially often. Their hostility to non-Daleks makes them a threat, and it is unlikely that they are prepared to exist in peace or neutrality. They are to be watched, and if they come against us, to use their own terminology, they are to be exterminated.
Alohria
A dangerous and repressive human realm with a long and bloody history. They have devoted themselves entirely to this concept of money, and it is gradually consuming them. They claim to have a state religion... but their true state religion is greed itself; no more, no less. Avoid them; one suspects that they would sell their own ancestors for a profit, and would certainly do more to others.
Aperture Industries
A business, not a nation. Insane and absurd. May need eradicating.
Arthropoda Ingens
Yet more over-sized insectoids. An extremely young group thereof, but nevertheless already to be considered a threat and watched accordingly. In the event of aggression from these beings, full force is advised in hopes of deterring them from future such efforts. At present, however, wariness is the default stance.
Bears Armed
Apparently too anarchic to put together their own fact file, this nation seems to be little of a threat in general, and appears to treat its people well enough. We approve of their opposition to Chaos cults, and would if necessary offer aid in erasing Chaos taint if it should rear its head. The overall impression is neutral to positive.
Bovidia
...The Eldar scout who described this nation found it difficult not to laugh, at first. This nation of assorted grazers produces little other than excrement and young of its population, and should it disappear, little would be left behind for the ages. Unless circumstances force some kind of entry into these lands, this place can, likely, be safely ignored.

Canadai
This nation seems peaceful enough and treats its people well, granting them adequate support and representation. However, as they do not appear to yet be capable of interacting with others on a space-faring basis, the general stance is amiable indifference. They may become more significant with time; hopefully they will maintain their current reasonable demeanour in the process.
Conserative Morality
To be considered a no-travel zone for all Eldar except at the direst of dire needs. Another nation of humans with delusions of superiority; in this case, however, it would be deemed wise to leave them to it unless their pursuits endanger the Eldar or some corrupt soul there triggers a more far-reaching disaster. For now, it seems best to leave such stubborn and obtuse beings to the political and social restraints they have cast about themselves.

East Fancainia
A relatively stable establishment with a commendable dedication to instructing their young folk. However, the fact that their most elite warriors are chosen at birth rather than entering their fates with full awareness is deplorable. Unlikely to be a threat. Potential to be reasoned with cannot as yet be ascertained, and thus we should remain cautious.

Greater Rhodes
A comparatively ordinary location, as nations go. Though regrettably yet another human land, it is at least a stable-seeming one with no predilection for gratuitously oppressing its people. Regard as neutral area, active threat level fairly low. Maintain caution as usual for human spheres of influence.
Grossrheinland Reich
There is little of extraordinary significance to this nation. It is yet another group of humans busily engaged in human pursuits. We care little for their affairs and are unlikely to find any cause to encounter them beyond this cursory analysis at any point in the near future. Our stance is one of indifference for the most part.

Imeriata
Revile them, all who have wisdom. Revile them as usurpers and petty tyrants, short-sighted fools. Turn your faces utterly from them, all who know and see the truth, for the people of Imeriata persist in the delusion of human superiority, and view it as their right to rule others. Beware them, and come never within their control, for such a fate runs counter to the pride and strength of our people.
Jankenjin
An intriguing species, with a rather complex gender-based social structure. They seem to pose little risk at present, and more attention can therefore be directed to observing their culture and remedying the lack of knowledge in this area. They are, at least, a fairly civil group.

Korintar
A confused morass of differing factions loosely held together by a pseudonational identity. Not worth visiting. Not worth significant interference. Not worth fighting. To be left alone unless circumstances decide otherwise.
Kreanoltha
This nation intrigues us. On the most simplistic level, there is a degree of similarity in that they possess cities in space, and their prolonged lives suggest that they have an increased amount of time to develop more advanced knowledge than most of humanity. Their fondness for honour and apparent tendency to shun depraved exhibitionism or debauched cruelty are also good signs. However, their Laconian warriors, expansive empire and other military potential is of some concern, if they decided to become hostile. The overall opinion is wary neutrality leaning toward friendliness.
Krsta
We have previous experience with this nation. They can be, we have discovered, immensely irritating and startlingly obtuse, and a number of their policies are absurd. Beyond this they are another mediocre human nation worth little attention or thought.
Lemonius
An intriguing nation, this empire, spanning multiple planets, is populated by a species that appears distinctly lacking in aesthetic charm, to our eyes. Their Matriarchy is somewhat peculiar - led by a Matriarch, bearing that name, and yet their females are not granted equal or higher treatment. One wonders how they would fare without their Matriarch, since she seems to be the sole progenitor of their new generations. Still, as their history indicates that they are capable of having dealings with other species without immediately seeking to kill them, their threat level is rather less urgent, and all speculations about their Matriarch's irreplaceability remain just that. The overall stance is one of wary distance with an eye to possible cooperation if mutual goals are found.
Living Freedom Land
A somewhat baffling place, whose creation is credited to alien beings to whom we owe some reprimand for the consequences of their meddling, since it led to the dawn of this particular nation. If we encounter them, we may have to chide them for their actions. It does at least seem to lack noticeable tyranny, and the threat level is relatively low.
Lykosia
Human nation, not worth visiting, primarily due to the inhospitable climate. Its people provide many statistics, but very few descriptions of any form that might strike up further interest. Bland facts are seldom as interesting as a combination of facts and expanded tales. They say little of who they truly are, and so little may be said of them.

Mesarian
A militaristic nation recovering from a number of self-inflicted catastrophes, Mesarian seems to be taking its first steps into the wider domains beyond its home planet. They are to be watched, to see how they reach this goal, and whether they have managed to develop further socially while doing so. If not, stern measures may be needed, but reasonable conversation would be more desirable.
New Amerik
A worrying and baffling nation. To be watched carefully. Civility is possible for the moment, but dire intervention may become necessary if their scientific meddling unduly jeopardises matters. Until then, we care little for how they amuse themselves.
Novus Niciae
That 'humanity' is a limiting condition is self-evident, for how can any being attain an enlightened state in so short a time? To their credit, this nation appears to have become aware of this fact, and has attempted to remedy it within the limitations of their own capabilities. Time will tell whether, with the increased life-spans and new forms, the people of Niciae gain increased wisdom.

Passchendaele (Hornopolis)
Little is known about this nation, which is in itself cause for some concern. It is known that their military is of an acceptable standard, and that they control a number of star systems, but little of their culture has come to our attention. What we can extrapolate, however, is that whether it be genuine or a pretense, they likely make some effort regarding caring for their citizens, and that they are not so solid and united as to make their black market nonviable. They require watching for further information.
Prazinia
It is a sad fact that some humans are even more ill-equipped than the rest of their kind to comprehend the facts of the universe. This nation hangs at a perilous point, realising the existence of dark forces, but as yet wholly ignorant as to what they are. They associate us with our greatest foes, not realising that our many centuries of fighting all things daemonic could provide valuable advice and experience for them. Avoid these zealots until they recognise the truth; and do not mourn if they find themselves suffering at the hands of genuine daemons, for in this life there are few second chances, especially for those without the wits to heed the warnings of the Eldar.

Quake Strogg
Mindless savage brutes. Threat potential high; practices in warfare especially foul, which is more pressing given their apparent constant need for war. To be watched, and destroyed if possible, to rid the galaxy of a potentially very deadly threat.
Ramsetia
Knowing well what it is to be refugees upon some vessel departing a former homeworld, we commend the Fleet for its survival. They seem no great threat if not antagonised, and their ability to adapt and innovate new technologies is admirable. A lack of conflicts combined with their contact with other species suggests a non-hostile group, possibly able to be reasoned with in a civilised manner.
Rejistania
It is both with approval and disfavour that we look upon, primarily, the language of this nation; on the one hand, we applaud a subset of humanity of sufficient intelligence to grasp a complex alternate language while still able to communicate with others, but on the other hand, it renders it somewhat more difficult to understand the Rejistanian people. Their political system seems somewhat bizarre, but on the whole they seem to be succeeding well enough. They seem no great threat.

Sagatagan
To call this place a 'nation' might stretch the boundaries of the term somewhat, given the general lack of over-arching government. Nevertheless, they seem amiable enough as humans go, and are unlikely to be a threat. Likely to persist indefinitely without either stunning achievements or terrible brutalities if left to its own devices, which is an acceptable state of affairs.
Selathorn
An intriguingly reasonable-seeming nation, for humans. They seem to treat their people well enough and do not gratuitously oppress them, but they also do not permit even unreasonable things under the guise of 'freedom.' Moderation seems to be the key concept here. While it is slightly unlikely that Selathorn and Ulthwe will ever be allies or enemies, neutral coexistence with so even-tempered a nation is not a negative thought.
Solar Byzantium
Just another insignificant nation. Presumably human. Seems effusively willing to detail its military, up to a point, but not to give a detailed history, or to go into depth on politics, or to give any details whatsoever on the culture within the nation. Lacking this information, little can be said.
Solar Communes
A strange and interesting group. Possibly dangerous, and require further watching, but also potentially valuable due to opposition to Chaos. Some odd familiarities in terms suggest that we are not as remote from them as one might think. As yet, an unknown quantity regarding seeing these people in action and judging their motives and capabilities.
Stressia
This nation has undergone a great deal of upheaval. We count several different regimes and territorial divides in a span of time in which an Eldar born at the first would still be youthful at the last. Needless to say, this presents some uncertainties regarding their current stability. Still, as a neutral nation their comparative danger and aggression level is low. Time will tell if their contentious past is behind them.

Tergnitz
An Empire with a most comprehensive military. What more can be said, other than that they are human and that strangely, little of their history may be gleaned? The matter of concern at present is the control held by their Emperor due to some unknown emergency. Time will tell whether he chooses to retain this power. The Eldar's stance is primarily neutral.
The Children of Mama
It is remarkable that so childlike a species and society have managed to thrive. Their success is, obviously, due to their linking authority figure of 'Mama', and to the telepathic group-network the Children have managed to forge despite lacking the natural gifts in this regard. That this group has endured vast psychic traumas will, of course, ring true to any grown Eldar's knowledge of our own history. The Children are, however, fortunate that their telepathy is artificial, for though it removes the chance of other psychic powers, it also means a lack of the Warp dangers we would expect in such a society. Despite their odd appearance they are civilised enough... and we, so often struggling to bear and raise our own children, find ourselves in the odd position of feeling some strands of instinctive protectiveness for the Children. They are not and can never be Eldar, but they as a younger species offer a far greater hope of cooperation than the majority of humanity.
The Ctan
It is to our vast dismay that we see the Yngir here. It is to our vast surprise and marked suspicion that we see Necrons claiming more peaceful intentions than has been their custom. If, however, they have indeed ceased their efforts to sever the immaterium in favour of eliminating specific Warp entities, then this is surely a relief to all civilised beings. To remain wary seems the wisest course, while still accepting that there may be potential for valuable cooperation.
The Nuclear Fist
A radioactive wasteland filled with cannibalistic barbarians. To be watched closely; threat status high. Beyond this, what more can one say? Except, perhaps, to note the absence of any aesthetic appeal whatsoever.
The sandking hive
Adaptable insectoids. We have seen this before. We have seen mindless devourers of terrible kinds. If this kind can communicate, perhaps they can be warned away. Or perhaps not. We shall have to be wary.
The Shee Species
Devoid of any useful information about their political system, we can only judge these creatures as we see them; foolish barbarians meddling in matters far beyond their ken, undertaking dangerous experiments and highly distasteful warping of other creatures to serve them, and relentlessly pilfering any idea they can find from more intelligent nations. To be watched carefully, if we can stand the headache of doing so.
The Tavan Race
Somewhat savage by nature, this species is nevertheless relatively intelligent and has been proven capable of being reasoned with. As a result, judgement has been adjusted accordingly. Their comparatively prolific nature sees them more careless with their lives and the lives of their young than the Eldar, and their lives are by our standards exceedingly short. This, perhaps, is another source of their more reckless instincts; they have less years at stake that might be counted wasted by an early death. The overall stance regarding the Tavans is cautious amiability.
Tierra Prime
High suspicion of xenophobic and tyrannical human state. Irritating predilection for waving images around rather than offering useful information. Classification: Dangerous. Militaristic and potentially a threat. A close eye must be kept on this particular strand of humanity.
Tor Yvresse
It claims to be a Craftworld that has permanently freed itself from the danger of predation by the Great Enemy. We fear, however, that this cannot be possible, and so, if they lie in this regard, what else might they deceive about? Furthermore, the notion of considering other being to be as Eldar in status is abhorrent. And yet... if they speak the truth, that and a thousand things more could be forgiven, for the sake of a new hope for our kind. To them, therefore, we gladly extend our hands... and yet the galaxy is a cruel place, and so we must at the same time watch their hands, lest this be some new deception wrapped in the greatest hope we have yet seen.

Yautja hunting clans
We have seen this kind a thousand times before, and likely will a thousand times again; savage, bloodthirsty creatures with little culture beyond that required to more efficiently slaughter everything within range. Avoid them if possible; if confrontation does arise, little mercy is likely to be given or received.
Yohannes
A large and apparently quite wealthy nation, with truly comprehensive amounts of statistical data. Alas, not much information is provided that details the culture of the people themselves. However, reading between the lines reveals it to be a human nation of influence within its own sphere, yet considerably less beyond that point. They do not seem to be gratuitously brutal or mindlessly foolish, which is likely enough to place them above a number of nations we have encountered. Nevertheless, it is not a location of interest at this time.
Zeppy
This nation is clearly proud of its convoluted politics. Indeed, it touts them to such an extent that it is difficult to discern other facts about the country. What can be ascertained, however, is that this is a human nation of multiple ethnicities, that likely seeks to be 'fair' within the limits of the human concept of such things.
We have seen this kind a thousand times before, and likely will a thousand times again; savage, bloodthirsty creatures with little culture beyond that required to more efficiently slaughter everything within range.
