Custom Banner Request Thread

So i have decided to make a Custom Banner Thread, i can't make banners, so other people would have to do it.
I will start it off with a request for custom banners.
Can i have one banner that is Weird Al in a tank, with the state flag of Kentucky in the background, and can have another banner, but this one with Weird Al with a sniper rifle, with the flag of the USA in the background?
