SEPARATIONS OF POWERS IN AEYARISS

There is no absolute separations of power in Aeyariss. The 1957 Constitution however enshrined most of the roles and responsibility of the government organs but system relies on mutual check and balance to ensure there is no abuse of power within one branch.

Monarchy

The Head of Nation is the monarch. Currently His Majesty Emperor Raizen III of House Shivariii sits on the Wyvern Throne. Under the constitution his majesty is mostly a ceremonial figure; a symbol of unity for the nation and expected to remain politically neutral. His majesty received weekly briefings from the Executive Branch; documents traditionally presented to him inside a red leather box.

The monarch have the powers to appoint the Chancellor of the Realm; pardon prisoners and grant immunity under its judicial purviews; and to give Imperial Assent to laws tabled from the legislative and to declare war. The monarch is immune to prosecutions and cannot be sued in civil court - although his majesty is no entirely above the law; when the system had to put a sitting monarch on trial a Special Court is formed by the Council of Ruler together with the Imperial Chief Justice of the judicial branch. This system had never been used since its inception in 1958 however.

The Council of Rulers

The Council of Rulers consist of 13 members; 12 Lord Paramount who is de facto permanent rulers in the individual states of Aeyariss and his majesty the Emperor himself. After the end of the Winter and Summer Period, the entire Aeyariss subcontinent had been united under a single kingdom. The defeated kings whom had bent their knees and kowtowed to the House of Shivariii retained their positions and domain - although they lost their status as individual monarch and now downgraded to the rank of Lords Paramount. This system enable them to pass down their titles of nobility and estates to their heirs and descendants. The Emperor is also styled as the Great Paramount.

The Executive Branch

The Head of the Government is the Chancellor of the Realm; under the current constitution he (or she) must be a sitting Member of Parliament, whose party (or coalition) command at least 2/3 majority in Parliament.

The Judiciary Branch

The Judiciary is oversaw the systems of courts in Aeyariss; the legal system operates under a common law. Currently the court systems consist of Federal Court; Court of Appeals; High Court; Sessions Court and Magistrate Court.

The Legislative Branch

Also known as Parliament. It consist of two chambers; the House of Commons and the House of Lords, Aeyariss electoral system currently operates under First Past the Post system.

• Aeyariss reserve the rights to conduct preventive and retaliatory military actions against actors considered 'hostile' to Aeyariss interest; but such actions will be taken in justified and proportionate manner, and in line with international norms and acceptable legal framework.

• On diplomatic engagement and economic relations: "It doesn't matter whether a cat is white or black, as long as it catches mice"; diplomacy open to all, including Islamist and Communist states but maybe limited to economic cooperation initially.
• Respect of Territorial Integrity of all functioning sovereign nations; Aeyariss do not officially recognize any claims to 'sphere of influences' by any bloc and recognize the freedom of all nations to conduct diplomatic relations.

OVERVIEW

• The imperial seat is called the Wyvern Throne.
• Aeyariss monarchy operates under Absolute Primogeniture system;
• The throne is to be inherited by the oldest children of the ruling Monarch regardless of gender. (But traditionally a male heir is preferred than female heir).
• Non Catholic member of the imperial family is however barred from the succession line.
• Heir apparent doesn't need approval from the Council of Rulers.
• Illegitimate children can be legalize by Royal Decree but require informing Parliament and Council of Rulers. (This never been done however).
• An heir inherit the throne upon the death of previous ruling monarch; where a new Emperor/Empress will be installed within 30 days.
• New Monarch took oath of office after being crowned by the Archbishop of the Church of Aeyariss.

Due to the system of Absolute Primogeniture, a political crisis resulting with power struggle within Imperial family took place in 2007 following the event of Bloody Christmas Eve Massacre.

OVERVIEW

1. Aeyariss is a heavily armed state. It is estimated that are at least 150 million registered small arms in private ownership. For 86,000,000 populations of Aeyariss, it translates to roughly 2 guns per citizens.
2. Every citizens of Aeyariss is trained in shooting and weapon handling skills. Most children receive formal weapons exposure though school curricular from the age of 13-17.
3. Every year, the country held competition for marksmanship for boys and girls.
4. In public level; the federal government mandated that every village has access to a shooting range so that the residence in Aeyariss is able to train.
5. Gun permit is required, with strict annual psychological and background check before ownership can be granted or renewed.
6. Individuals are also required to prove gun handling skills prior to granting of license.
7. Individuals with drugs, alcoholic, psychological issues or prior criminal records are not allowed to own guns.
8. Concealed carry is legal throughout the Empire but require a permit which is relatively harder to obtain.
9. Civilians fire arms are generally limited to guns; pistols; shotguns;and semi-automatic rifle for self defense purposes & hunting only.
10. Sniper rifles; full automatic; grenade launchers, sub machine guns, machine guns and other heavy caliber weapons are prohibited.
