If it does not, does it recognize the authority of the Russian Tsar or other head of state to subjugate and dictate what should be independent Church policy?

Pardon our butting in, but if they are Orthodox as they say, then I think it is fair to assume that they recognize those who choose, after all attempts of reconciliation, and all annulment of relevence regarding their better complaints, choose to remain not as in-communion members of the church using the old rite: Pravoslavnyye Staroobryadtsi, but outside the church as Raskolniki, as Raskolniki. Whether they have fallen down the rabbit hole of graceless, self-destructive nonsense that possesses the Bezpopovtsy movement, or merely cling to the paralllel hierarchy, its no longer necessary on either count. The excesses of ultra-Nikonian zeal have been undone, and the Petrine impositions too are gone, even from our nation. An Edinoverie with a retention of the Old Rite has even come to pass in this world. Please join it, or do you insist that everyone who uses the rite that more resembles Russia's Orthodox brethren throughout the world is wrong? Because something tells me this Roman See here is either using the Greek Rite the Nikonian reform sought to emulate, or more different from the Old Rite still... an Orthodox Latin Rite.

STATEMENT

The ortodox church responds if inquired by the Bishop of Constantinople, thus it does not imiscuate itself in political issues. The diferent rites in their country languages is to be respected under the authority of the Patriarch of each country.
