The Soviet Border troops were ordered in both land borders and airport border control zones to deny the exodus of Soviet citizens and to deny entry to any foreign national fleeing to the Soviet Union for fear of losing citizens crucial to the state and of importing violent minorities who undermine the security of the state.

The current administration pursues an America First policy wherein all national interests of the United States would be focused internally first and internationally second, this includes the refusal to import refugees from any part of the world. However, this has some exceptions as refugees from Europe, particularly from the ongoing Ukraine War, have more chance of being accepted and is the only prioritized refugee mission. Another exception is the acceptance of refugees from American commonwealth territories, where those territories are considered US territories and are included in humanitarian aid of the US mainland.

The Countesian government requires that refugees must apply for an asylum visa. This can be done before or after entering Countesia at a Federally operated border crossing. Entering Countesia illegally is grounds for fast tracked refusal of an asylum visa.

Refugees applying for an Asylum visas within the borders of Countesia will be relocated to a processing center for the duration of their application.

Applicants are then subsequently screened by a board of employees from the Ministry of Immigration and Visas. Families are screened together. The purpose of this is to determine two key conditions of the applicants situation.

• The individual and/or individuals making the application are objectively and undoubtedly at risk of harm and/or imprisonment should they remain in their homeland on the account of their ethnicity, religion, sexuality or social status.
  
• The individual and/or individuals making the application poses no threat to the internal security of the Countesian state.

Should the board vote yes to both criterias, the refugee application is passed and the applicants will be allowed entry into Countesia. They are then relocated to one of several refugee camps where they will be fed, clothed and given medical care. Refugees visas also permit work and study in Countesia. Refugees who go on to commit violent crimes in Countesia will have their visa revoked and subsequently returned home.

A refugee visa typically lasts four years, if by then the political climate of their homeland does not mean they can return home, it is extended. If a refugee is in stable employment, they are often able to apply for citizenship.

Refugee visas can also be granted by the government to citizens without need for application, this is usually done when the Countesian federal government identifies a person or group as at risk of prosecution based on their ethnicity, religion, sexuality or social status.

The exemptions are:
1. The refugee will face inhumane treat and/or death in their country of origin
2. The refugee is prosecuted by their government for political or identity issue
3. The refugee is oppressed upon due to their identity or belief
4. There is a Parliament-recognized disaster ongoing in the refugee's home country
5. The refugee is a war-refugee from a friendly nation.
6. The refugee has living relatives that is born as Canvish citizen.

In the Democratic Republic, we accept refugees on the basis of: race, sex, religion, nationality, political opinion, sexual orientation, and gender identity.

Any applicants for asylum must also establish that they hold a well-founded fear of persecution by the government of their home country on the grounds of at least one of the seven protected bases.

Each year, the Government of Gandoor establishes a legally defined number of refugees who can be admitted into our nation. For 2027, the limit has been established as 100,000 refugees and, as of 30 November 2027, there have been a total of 39,512 refugees who have been admitted to the Democratic Republic this year.

However, we don't accept refugees based on sexual orientation or gender identity. Homosexual behavior, or the propagation of such, is subject to the death penalty in our theocracy.

Drongonia's refugee policy has been criticised by many for being unnecessarily harsh.

Generally speaking, refugees are not granted asylum on arrival. Often, they will be intercepted by Navy patrols and have their boats turned around on our maritime border.

If they do make it to land or are well within our maritime borders and unable to turn back, they are sent to the Christmas Island Shared Detention Center for processing, and at that point they are either deported back to their country of origin or given the option to seek refuge in a country that will accept them. Sometimes this is New Zealand or Australia, but seldom Drongonia.

Exceptions have been made, however, as recently as 2021, when Drongonia agreed to accept up to 5,000 UN-vetted LGBTQ+ refugees from Afghanistan, following the Taliban takeover.

A refugee programme also remains open for White farmers experiencing racial discrimination and government persecution in South Africa and Zimbabwe. Nearly 5% of the country's population is comprised of White South Africans or Zimbabweans since they started arriving here in 1994.

We have three criteria for evaluating refugees:

• Victims of violence and violent crime that cannot find justice in their homeland, particularly victims of hare crime
• Civilians displaced by war or political unrest
• Or civilians fleeing persecution founded on unjust principle. Unjust principle includes, but is not limited to, Racial and ethnic discrimination, religious discrimination, gender and sexual orientation based discrimination.
