I'll try to describe our country's policy is simple as possible. Pensions are paid out at the age of 60, but the retirement age is not mandatory. State pensions are based on the final salary earned by a person, so if a person earned say $4000 (£33444.82) at the age of 45 the pension would be $4000/year. But there is a minimum guaranteed pension of $1500/yr (£12541.81) for all citizens.

Though we wish to ask, wouldn't it be better if Government didn't took 2% tax, and nor give the pension... as it will give citizens chance to choose how much they want to give, and if they want a pension or not in first place.

If the Great House to whom you owe your allegiance feels that you've served them well, they provide a stipend and health/housing support deemed suitable for your declining years. While the Kandarinese have a reputation as ruthless bastards, they're generally pretty good about deciding people deserve this. However, more than a few controversies and lawsuits have arisen because the Houses tend to scale their pensions for dark elven retirees (for whom aging is a rapid death spiral that doesn't last more than ten years) and not human retirees that might have a long while yet. They're getting better about this, but the change isn't coming easy.

Pensions for all those in the civil service, military, or who otherwise work for the government, and for those living in the Federal District of Valentia, are given out federally at age 65. All other pensions are given out by canton, and are given at age 65 as well. On average, workers contribute 10% of their pay and for all except government officials pension is 80% of their pay (for government officials pension is 70%)
