Not only that, it also allows, performs and recognizes polygamous marriages, with no limits on the number of partners or when a new partner join the relationship.

Yes.
3/ Are your nation's LGBT+ citizens protected by hate speech and general anti-discrimination legislation?
Yes, there are laws that prevent discrimination against every citizen, including the LGBT+ community.
However, these laws address violations of citizens' rights; for example, no one can refuse to hire an employee for any reason unrelated to their qualifications. Thus, discriminating against a member of the LGBT+ community by denying them employment based on their gender identity or sexual orientation is strictly prohibited and criminal. On the other hand, the laws do not function as a gag to prevent others' free expression. Therefore, the LGBT+ community is not protected from being insulted or offended by others, as long as it does not escalate into inflammatory speech and pose an imminent threat or risk of violence to the individual.

Yes and No.
Essentially, in Merulla, citizens have an unrestricted right to refuse to work or provide personal services to anyone without the need to justify themselves.
However, on the other hand, no one is authorized to refuse to sell goods, that are available for sale, to another. Nothing would justify it, much less based on gender or sexual orientation of the buyer.
Summing it up with a single example; a baker can indeed refuse to make a personalized wedding cake for an LGBT+ couple, but he could not, in any way, refuse to sell a cake that is already available for purchase in his bakery.

5/ Do citizens who are gender transitioning have the right to alter their legal name(s) and documents? If so, how difficult is this process?
Yes.
It's not at all difficult, actually. Just like any other Merullean citizen above 20 years of age, a transgender person has every right to change their name as often and whenever they wish. They simply need to go to the registry office and request the change. The only requirements, in addition to age, are purely bureaucratic. The person (cisgender or transgender) must sign a document authorizing that their new identity be associated with the old one in a government database. This database serves only to prevent people from evading justice or attempting any kind of fraud.
That database is confidential, and only government agents have access to it for specific purposes.

6/ Are there large national and/or regional pro-LGBT+ groups within your nation?
Yes.
Lots of them, actually. From general groups aimed at bringing together all of the LGBT+ community, to others that are more specific, such as groups of LGBT+ community members who support a particular sports team or groups focused solely on the lesbian or bisexual community.
7/ If yes, do these groups and the individuals associated with them have the right to free assembly and/or public protest?
Yes.

As previously explained, the whole LGBT+ community is protected from discrimination based on anything imaginable, just like any other Merullean citizen. Everyone is safeguarded from inflammatory speech, threats, and/or immediate risks to their personal safety, as well as discrimination that may hinder them in their personal, academic, and/or professional lives.
But, just like any other citizen, they are not above the peaceful freedom of expression, even if it involves insults and offenses.

Yes.
Trans citizens can compete in specific categories for transgender people (which exist in Merulla), in mixed gender sports categories, or even in the categories of the biological sex assigned to them at birth. However, they cannot compete in the category of their preferred gender under the justification of biological differences that end up being determinative in sports.

Yes.
Just like any other voices are heard in the democratic process. Every citizen has the right to petition the Government and/or reach out to elected officials to request that their opinions be taken into account. Groups of people can also make these petitions and/or contact politicians in office.

Allowing each private hospital to have its own internal policy regarding the need for this follow-up.

But it's worth remembering that this is simply the exercise of freedom of expression. The 2165 Universal Declaration of Human Rights states that "no two consenting adult human beings shall be impeded in marrying each other" on the grounds of their sex, sexual orientation, or gender identity, among other factors. Similarly, the 2105 Seattle Declaration of Gender and Sexual Minority Rights states that marital rights shall be extended to all pairings of adult humans regardless of sex, sexual orientation, or gender identity. While polygamous marriages do not receive explicit protections such as these- the Seattle Declaration and UDHR are both incorporated into the Colonial Constitution as its Bill of Rights- subdivisions which do not perform them must nonetheless recognize them when they are conducted by other subdivisions.
2/ Are persons in same-sex relationships permitted to adopt or otherwise raise children?
Yes. Attempts to impede their access to reproductive and adoption services are punished with fines, imprisonment and disqualification from holding public office. People in same-sex relationships may be eligible for government funding in the use of reproductive technologies or adoption services.
3/ Are your nation's LGBT+ citizens protected by hate speech and general anti-discrimination legislation?
The Seattle Declaration forbids "the propagation of generic hostility against any specific sexual or gender minority, singly or in accompaniment with others, that will contrive to restrict the free expression of such". The UCE Congress, and most subdivisions, have passed at least one of the Model Antihuman Speech Laws which forbid, within the areas where they have immediate jurisdiction, the use of "insults or other words intended to provoke shame or dysphoria in an individual on the basis of their gender or sexual identity, or gender or sexual expression".
The UDHR and Seattle Declaration's provisions against wider discrimination aimed at gender and sexual minorities are also enforced throughout most of the Union.
4/ Do your nation's citizens have the right to withhold goods and/or services from LGBT+ people?
Under the universal obligations clause of the UDHR, and the business access clause of the Seattle Declaration, the constitutional law of the UCE does not permit someone to be barred from receiving a good or service based on their gender or sexual identity, and laws have been passed to penalize those who would attempt to forbid or deter their acquisition of goods and services at an establishment.
5/ Do citizens who are gender transitioning have the right to alter their legal name(s) and documents? If so, how difficult is this process?
Individuals reevaluating their gender identity, or for any other reason not associated with evading criminal prosecution, have the right to alter their name in all documentation and databases pertaining to them. For governmental entities, any update to the Citizen Identification and Vaccination Card (CIVC) must be made in person at a Membership Command facility, but once the alteration is done, all government facilities will complete their update of documentation within as little as one week. For private entities, it may take up to a month.
6/ Are there large national and/or regional pro-LGBT+ groups within your nation?
There are several such groups. The largest is the Pancolonial Queer Federation, a confederation of sectoral-level gender and sexual minority groups (each of which is a federation of planetary queer groups).

They have the right to free expression- including assembly and protest- as do all other groups in the UCE not seeking the undermining or overthrow of the Constitution.

LGBTQ+ Colonists have the right to self-expression in the UDHR and the gender and sexual minority-specific rights associated with it in the Seattle Declaration.

The Pancolonial Educational Guidelines form the basis of primary, secondary and tertiary education in the United Colonies of Earth, at least as envisioned by the organs of the Union. They are primarily enforced by the member states, including planetary member states, of the UCE; the Constitution gives member states the responsibility to develop education towards values beneficial for all of humanity. Included among them is the requirement that students are introduced to the gender and sexual minorities of the Union through educational instruction in every year of school between the ages of 5 and 22, for at least 150 minutes. This requirement escalates to 1,440 minutes in adolescence, from 9 years of age to 18 years. While most colonies follow this requirement, many of them go beyond it, especially for adolescent students. A very small minority- 4,000 out of 5 million- consistently underperform the Guidelines for children and adolescents, and 300 of these 4,000 colonies additionally underperform the Guidelines for young adults.
2/ Are LGBT+ voices taken into account when legislation is being developed and debated within your nation's legal system?
The Colonial legal system is a mixture of Pancolonial common law, customary law, civil law and (to a minor extent) religious law. In the federal government, legislation concerning gender and sexual minorities is largely assessed in collaboration with the affected groups and amended to meet at least some of their concerns, if they might veer too close to violating the Constitution's protections for them. However, a genetically modified sexual minority, the F-carriers, has been subject to systematic discrimination in the consideration of federal legislation regarding public service employees and military personnel for nearly 290 years, which has only recently come to an end.
Among the subdivisions, gender and sexual minority voices are always considered when legislation is developed- or at least, when they threaten to sue the subdivisions in question for violating the Constitution. Discrimination against F-carriers has also occurred in some subdivisions, mainly at the planetary level- where a minority of colonies have pursued policies hostile to all gender and sexual minorities as a whole, and run into serious opposition from the federal government and intervening subdivisional governments.
3/ Does your nation take refugees from other countries who are persecuted on the basis of their sexual or gender identity?
The United Colonies of Earth does not take in refugees on the basis of gender or sexual identity persecution from beyond its borders generally, but if human beings are being discriminated against in other polities for their gender or sexual identity, it will stop at nothing to ensure their safety. The subdivisions are obligated to accept fleeing citizens of the UCE from other subdivisions, and that includes subdivisions where an intervention to protect gender and sexual minorities is about to be declared.
4/ Does your nation's armed forces (or equivalent) allow LGBT+ people entry?
The Union Military- composed of the Subdivisional Defense and Security Forces, the UCE Defense Force, and the Auxiliaries Oversight Command- does not discriminate as a general rule against gender and sexual minority recruits. However, F-carrier recruits to the UCEDF have been subject to hormonal injections which frequently cause infertility as a side effect, due to anti-F-carrier stereotypes. This requirement has been dropped as of 2560. Additionally, a few colonies have in the past been forced to cease and desist in their discrimination against LGBTQ+ recruits on pain of proconsular rule (a form of the state of emergency, where a subdivision violating the Constitution has its self-governance suspended and is instead under control of a federally-appointed proconsul until sufficient reforms have been made).
5/ If yes, are they permitted to be open about their gender or sexual identity?
Throughout the vast majority of the Union Military, recruits have had nothing to fear when it came to being a gender or sexual minority. Excepting F-carriers, whose sexual minority status is built into their genes and discoverable in their medical files. As a result, they did not heavily enlist in the UCEDF out of fear of being forced to take the infertility-causing injections.
6/ Does your government recognise "X" or an equivalent non-binary gender identity on official documentation?
Non-binary and alternative gender identities are selectable options for governmental identification documentation throughout the Colonies.

Excepting 107 or so jurisdictions, judicial procedures declaring what they have called "variants of the queer panic defense" invalid have been universally followed at all levels of courts- subnational, component/member state, planetary, system, subsectoral, sectoral and federal- for the past 390 years.
8/ Does your government allow pride flags to be flown alongside the national flag at official events and ceremonies?
On Pancolonial LGBTQI+ Pride Day (June 28), pride flags are flown with greater precedence than the flags of the UCE and the subdivisions. On all other days, it is hoisted with equal precedence to the flag of the entity with jurisdiction over the land on which the flagpole stands. Individuals or organizations requesting that the organs of the UCE, or its subdivisions, hoist pride flags will receive assenting responses. Generally, all non-military installations have at least one.
9/ Does your government allow discussion and debate of LGBT+ issues within its legislature?
Discussion of matters of concern to gender and sexual minorities is permitted in Congress, the House of Delegates, the Citizens' Oversight Councils of the Mandated Divisions, and in all the subdivisional legislatures.

Without exception, charities appealing to the LGBT+ community are regarded as valid targets of donations. However, not all subdivisions have allowed charitable donations to be exempt from taxation. The Pancolonial Medical Guidelines, the federal government's main source of advice to the subdivisions and specifically to the planetary administrations on healthcare policy, state that they must provide an adequate number of well-trained healthcare providers to handle sexual health among gender and sexual minorities. Only a few colonies have in the past deliberately tried to evade this, but as it carries into force a provision of the Seattle Declaration, violating it outright tends to result in interventions.

The Union does not have a unified healthcare system, in the sense of a single institution overseeing and implementing all healthcare services. However, the Pancolonial Medical Guidelines require that "basic gender affirmation procedures" at a minimum be provided without charge to the end-user, and that a wider range of services be made available over time. These are specified as including, but not limited to, hormone therapy, vocal therapy, psychological therapy and surgery. However, access to these therapies may not be provided very well, as the colonies of the Union range from aid-dependent tiny mining outposts with fewer than a hundred thousand people up to prosperous megacity-swaddled worlds with tens of billions of inhabitants.
3/ Do your nation's trans citizens have access to hormone replacement therapy (HRT) and/or sexual reassignment surgery (SRS)?
Both gender affirmation surgery and hormone replacement therapy are available. The latter may be used in combination with gonadal replacement surgery, a procedure which takes stem cells from a transgender individual and modifies them with the addition or synthesis of an appropriate sex chromosome so that they grow into gonads appropriate to the transgender person's desired gender features. These are grown in meshes in a medical facility and, when they are at the appropriate size, implanted into the transgender person in question. However, surgical procedures may require extensive travel, and shipments of hormones can be expensive, especially given that the UCE Medical Command requires that all such shipments come in quantities sufficient to last the recipient through a year and shipping costs are not always covered.
4/ Are your nation's trans citizens required to go through "real life experience" (RLE) before having access to treatment?
The "real life experience" has been outlawed in most of the Colonies, and is strongly discouraged by the Pancolonial Medical Guidelines, although they do not call for punishing its use explicitly- merely that "appropriate sanctions" should be taken against medical practitioners who gatekeep medical treatment behind it. It also says that if the term is brought up, any transgender patients of the practitioner using it have the ability to switch to another practitioner immediately.
5/ Are your nation's citizens permitted to import their own medication for the purposes of hormone replacement therapy (HRT)?
Since 2545, and from 2412 to 2504, imports of hormones have been permitted. The Human Defense League, arguing that transgender people on marginal colonies might accidentally import enemy bioweapons (citing an incident whereby an online pharmacy officially listed as being in the Gliusor Empire turned out to be registered to devices in the hostile cyborg-led Accelerandium), removed all human hormones and bioidentical substances, or their precursors or carriers, from the list of permitted trade items at Export-Import Stations by act of Congress. Another act of Congress, supported by the United Colonies Movement, restored them to the list of permitted items in 2545.

The Pancolonial Medical Guidelines recommend that the age when Colonists first become eligible to vote- sixteen- is the correct age to make decisions on HRT and SRS. Some colonies set the age at eighteen. Others set it lower, to as low as ten.

Citizens may, from the age of five, receive puberty blockers if they have expressed that they have gender dysphoria. While they are free for most Colonists, the shipping costs are typically not covered by the most basic of transgender healthcare policies and can be significant for more distant or impoverished colonies. For instance, it may cost up to UC$5,000 for the Colonial Bus, the government-sponsored interstellar transport service, to transport a shipment of puberty blockers, depending on the trade volume of the colony in question. The lower the trade volume, the higher the cost of shipping parcels there. One way to counter this is the use of the UCE Development Bank's Human Capital Grant Program, which specifies that it can be used to help transgender individuals with their healthcare needs.

The Pancolonial Medical Guidelines recommend physical and mental healthcare services continue smoothly without interruption for transgender Colonists, a recommendation largely met in practice where it is not impeded by events such as natural disasters, the vast distances of space, or local poverty.

Access to fertility, mental health, voice care, and hair removal services is available at discounted or no cost to transgender end-users in the majority of the Colonies. These trips may have their costs covered in their own right, but for those who are most severely impacted by them the only recourse they have is the UCE's free, government-sponsored interstellar transit service, the Colonial Bus, which makes stops everywhere but is relatively slow. Mental health and voice care services can be partially provided online at least.

Medical and educational personnel working with children are required to respect their privacy. If the child indicates their parents do not know of their gender or sexual minority status and/or would be hostile to the knowledge, the professional must remain silent, or lose their job and their right to work in medicine or education, along with a sizable amount of money and possibly time in jail.

In-person discrimination is uncommon outside of seven or so colonies, and is often met by immediate pushback from attentive witnesses and other supportive individuals.

On the seven colonies where in-person discrimination occurs, pride parades often see small counter-marches in the form of anti-Pride placard or picket holding which are usually easily dispersed by the numerical superiority of the pro-Pride demonstration. In any case, proconsular interventions have been recently approved for all of them.

Harmonism and Buddhism, the two largest religions in the Union, are open to gender and sexual minority individuals. The Abrahamic religions have minority groups that cling to Oil Age hostility, but have mostly accommodated gender and sexual minorities without excessive complaint over the centuries. Other religious groups generally follow their example.

A minority of academics, often residing on sanctioned but densely populated worlds like Gorea, has ineffectually tried to push back against the majority's inclusivity.

There are no musicians, actors, artists, tubers, journalists, or bloggers who both have trillions of followers and supporting responses to their statements in opposition to gender and sexual minority rights. On the contrary, they usually have only hundreds of millions of followers and appear overwhelmingly on websites run from the fewer than one hundred colonies whose proconsuls have declared, or are about to declare, an intervention in the name of ensuring the recognition and protection of gender and sexual minority rights.
3/ Are there prominent LGBT+ role models for young people displayed in your nation's media?
There are. Topping the list in terms of prominence are twelve of the Founders of the United Colonies of Earth- Founding Mothers, Parents and Fathers all. Of course, politicians from four centuries ago can only get so much attention. More recently, individuals in a variety of fields- science, military service, engineering, visual and performing arts, business, and cooperatives- have been shown to hail from gender and sexual minorities.
4/ Are LGBT+ people able to see relatable characters in your nation's prominent works of fiction?
Yes. A majority of characters in popular books, video games, movies, and television shows are presented as being part of gender and/or sexual minorities. In a reflection of the mundanity of gender and sexual minority status within Colonial (especially Pancolonial) culture, their gender and sexual minority status is presented as an incidental aspect of who they are, which does not define how others treat them.
5/ Does support for LGBT+ people vary greatly depending on the region/state you live in? Do laws differ greatly?
On all but 4,000 of the 5.2 million colonies of the United Colonies of Earth, support for the visibility, well-being and inclusion of gender and sexual minorities, when polled, has never dropped below 90%. The legal systems of most of the Colonies have only varied in the amount of monetary support they give to specialist medical services for gender and sexual minorities, owing to differing economic conditions. Even on the 4,000 colonies where support for LGBTQI+ rights is not overwhelmingly common, most of the laws on the books formally grant them recognition and inclusion. They simply are not enforced with equanimity and neglect to cover any specialist medical costs.
