It depends on how you define apolitical.

The Empress is usually considered apolitical but wields a lot of potential power - to the effect that she could alter the entire constitution by decree if she wanted. (In practice this never happens). However the Empress rarely if ever intervenes in politics or the day-to-day affairs of the nation.

The Rangatira is also somewhat apolitical in that he is never a member of any political party and usually wields his influence either through foreign policy (over which he holds a monopoly) or by occasionally vetoing legislation that he strongly objects to (happens rarely but not unheard of). He has more of a direct influence on policy than the Empress but usually in practice he will acquiesce to whatever demands the elected legislature makes of him, making him a de facto apolitical person.
