Essentially, based on my (admittedly limited) knowledge of theoretical physics and futurology, the latter half of the tech tiers should look more like this:

[*]Tier 7 - Stellar Settler (PMT)
Civilization may now travel across their home star system if they have one, with slow but practical speeds. Colonies on multiple planets are technologically feasible, and slower-than-light interstellar craft may have been sent out into the void. Artificial Intelligences capable of matching human performance at most or all tasks possible. [Note: you can't fit sentience or sapience in a test tube - the hard problem of consciousness is a thing - so this is a more relevant benchmark for a scale of scientific progress, and a more likely Tier for it to show up at] Genetic engineering and cloning are probably possible. Nuclear fusion may be utilized. Directed Energy Weapons may have become practical.


[*]Tier 8 - Void Venturer (PMT) [Note: for reasons that will be explained in a moment, I moved the FTL stuff to later Tiers, meaning the current Tier is "only" PMT]
Antimatter can be utilized on a larger scale, as either a weapon or a tool, but likely is costly and impractical. [Note: Robert Forward designed a solar powered space borne antimatter production facility with reasonably high efficiency, and if condensed quark matter is at the center of certain asteroids as one paper has suggested, antimatter would be even easier to make] Understanding of biology may allow the creation of entirely new forms of life. Cybernetic enhancements or Genetic modifications are likely the norm. Construction of Megastructures such as Dyson Spheres is possible, but likely extremely difficult or impractical. It may be possible to destroy whole planets with some weapons. [Note: we could have built a self replicating base on the moon back in the 1980s, and there's no reason we couldn't eventually use something similar to turn Mercury into a Dyson swarm - and once you have such a swarm, you can crack planets with a Nicol-Dyson beam]


[*]Tier 9 - Wise Wanderer (FT)
Tier 9 societies have begun to unravel the very fabric of physics. Reactionless drives, utilization of zero-point energy, energy shields, and/or FTL travel [Note: FTL travel is just as fanciful as the other technologies mentioned, hence its change in status] may be utilized. Cybernetic or Genetic enhancements have likely rendered baseline members of the civilization's species obsolete. At any rate, the construction of megastructures is probably child's play. [Note: see the above - Dyson swarms aren't as difficult to make as people think]

[*]Tier 10 - Eternal Elder (FFT)
FTL weapons systems may be possible. FTL communications not involving the use of ships likely exists. [Note: with FTL "bumped up" a Tier, it made sense for other FTL techs to follow suit] Even stars can likely be created by a Tier 10. Immortality was likely long ago achieved, and weapons have become so advanced that destruction of entire star systems is possible. Not even Tier 8 civilizations stand any hope of defeating a Tier 10 civilization in battle.


[*]Tier 11 - Dimensional Diety (Post-FFT)
Travel between universes is likely possible with a Tier 10 civilization. [Note: the logic here is that, if we move FTL up a Tier, we should also move interuniversal travel up a Tier] Creation of new universes might be possible, and technology resembles magic even to those in Tier 9.


[*]Tier 12 - Oldest and Omnipotent (Post-FFT)
Civilizations at this stage can manipulate the laws of physics easily and at will, a feat achieved even by common civilian appliances. [Note: this is easily the hardest feat on the list - being the only one I don't think we have any plausible means of doing even theoretically - and just saying "I have no idea what a society with this Tier would do" seems like a bit of a cop-out][/list]

I can provide more detailed explanations of the logic behind my suggestions if required. I hope this didn't come across as overly critical. Even if you don't accept my suggestions, I'm looking forward to seeing what the next iteration of the Index brings.

Technology: Rabotia does not maintain extraterrestrial colonies, although it has the capability. While genetic technology has been researched, it is not used due to religious reasons. 26% of Rabotia's energy supply comes from nuclear fusion, and directed energy weapons have been developed, but these are only in use aboard ships and aircraft as they have not become small enough to be feasible for infantry use.

Arcane: Supernatural abilities are limited to advanced monastics and clergy, many of whom have visions, the ability to accurately judge an individual's feelings and motivations when meeting them, and a supernatural ability to make people feel at peace and sometimes even to abandon malicious intentions. A vanishingly small fraction have also been known to work miracles of varying degrees, but this is so rare and inconsistent that it has not been factored in (otherwise the level would probably be 6).

Influence: Despite maintaining sizable and highly advanced Armed Forces (which are also influential in government), Rabotia generally prefers diplomatic and economic means to exert influence. This is because the Armed Forces understand themselves as Peacemakers, and indeed Rabotia's defence ministry is called the Ministry of Peace. Hence, Rabotia only normally engages in armed conflict to enforce peace or to defend weaker nations.
