What would be YN's approach to a city-wide evacuation?

Let's spitball here, if one of your major cities suddenly became under imminent threat of a natural disaster that's projected to level it to the ground within 6 hours, what would be your nations approach to it?

For Weedian's, evacuation forces would prioritize key individuals and institutions first i.e. Hospital staff, government figures, the elderly. Afterwards, the rest of the population would be moved out of the area via train stations, highways, or docks (Applicable if on the coast).

I don't know if magic is allowed, but i'll say what my nation would do.
Even the most powerful in my nation wouldn't be able to protect from a large disaster, but they could still probably teleport them and their families somewhere safe. For those who do not have any magic, they would most likely use public transport to evacuate.

If they live in the Cleurpedak Metropolitan Area, then they would evacuate to rural areas with mandatory buses with no fee. If not able, then evacuate them into the bunkers or metro. For those who live in other cities, then evacuate them into rural areas as said above, but no hiding in the underground railway. Still though, they can hide in the bunkers if there are.

Technology and smart devices are highly integrated into the infrastructure of Andocara. If a natural disaster was expected the next day, section by section would be told to evacuate, one section at a time. This is to prevent major traffic jams. People will know rather or not they're supposed to leave if not based on a notification, then by red lights and police.

• Warning everyone. The City's broadcast services (television and radio) will interrupt its programming to show breaking news bulletins informing people that a disaster is about to happen and they must evacuate. Right after the bulletin, the city's telecom services (Secura and Vixire) will send messages to the people within the city. The messages contain instructions on what to pack, where to meet and where to evacuate. The instructions are of a general nature and are meant as a baseline for everyone's actions.
• Moving everyone. Two hours after the first bulletin, the constabulary will go around each quartier and block to inform people that they should leave. Trams will be outside waiting for passengers and leaving once they are full. These trams will be running to the central train station or to the towns surrounding the city. They will run around the city,only stopping once almost everyone are outside the city. In the central station, the same mode of action will happen, with trains from Nova Tero running shuttle services.
• Protecting the remaining ones. The police, fire, health and general services have to leave a skeleton crew behind to look after the city and to fix problems during the disaster. They will tend to ones that can't move outside of the city, e.g. elderly, infirm, pets, etc. Some of them will patrol around the city and continue to evacuate, now moving them into police stations, fire stations and hospitals that are built to withstand disasters.

There would be immediate helicopter evacuations for disabled people and hospitals, and surgeries would be postponed. The military would help evacuate everyone else, and refugee camps would be set up in a safe distance from the city.

All responsing units, making up police, firefighters, paramedics and volunteers would be deployed in the targeted city and surrounding communes in order to help evacuate people, all people without exceptions. Women, children and elderly would be evacuated first followed by men and at the very end politicians. Everyone would either be escorted the shelters at the edges of the cities or local village communes away from the radius of a disaster depending on their current location and number of people arriving to the said shelters. The main problem wouldn't be the evacuation of the people but the evacuation of the sick and people currently in the process of a surgery. Those people would be urgently transported to a different cities via firefighter and paramedic helicopters to the nearest safe hospital (with hospital staff already being alerted and preparing rooms). Of course this plan of evacuating a severely ill patients has its flaws but we would rather lose them while battling to save their lives them let them die.

High-risk persons (think local gov't officials and the wounded) would probably be evacuated by helicopter. Meanwhile, all intercity passenger trains passing through the city's stations would be temporarily repurposed for mass evacuation of people to the nearest safe area, and returning empty to the city in question. Meanwhile, the military would send trucks to evacuate civilians(Our lack of personal automobiles means that country roads will not be clogged by the evacuees), and any airports or docks would be used to evacuate even more people. Within-city transit services (trams, metros, etc.) would remain operational to bring people to evacuation sites (until about the last half-hour or so of opportunity to evacuate). Eventually, the tram drivers would evacuate themselves, while the Metros would still run. If the combined use of Rail, Military truck, docks, and airfields was unable to evacuate everyone, the Metro stations would be used as bunkers - with the trains stopped and braced at platforms to increase shelter capacity.

This plan has never been executed in the case of natural disaster, since we were always warned farther in advance. In the case of something like an ICBM, we'd focus on evacuating key officials and then resorting straight to bunker use, with humanitarian efforts saved for post-detonation.

Irplandia is a city-state, so a city-wide evacuation would mean a NATION-WIDE EVACUATION, and there has been no procedures regarding this.

Being an island, it's impossible to leave the country efficiently. The overall goal would be to call the National Guard and Official Militia if necessary to keep civilians protected and prevent instability. Additionally all first responders in the area will be called, and will tend to the endangered population in the following order of priority: those with disabilities, children, women (both cis and trans), then men (both cis and trans). Politicians have their own methods of evacuating independently from the population. The overall goal is the transport the population to the opposite side of the or outright brought out of the province containing the city in question

If a storm were to hit the capital there are 3 courses of action in time order

1: Mandatory Evacuation: The Public Warning System will be used to encourage people to leave, minor scare tactics may also be used to increase odds of people leaving.
2: Bunker Evacuation: There are over 500 nuclear, and conventional arms bunkers left in Casea after the wars in Rehands and Ostral respectivley.
3: Military Action: Martial Law during and after event, Foreign Aid money diverted to disaster relief for the time being.

2 possible evacuation methods.

1, Wartime Evacuation (nuclear), and nuclear disaster: Tens of thousands of bunkers for nuclear and conventional usage lay across Sweitchland due to the nuclear threat of Mexico. With the amount of bunkers and resources in them, it’s possible to fit around 92% of the population for infinity thanks to aquaponics. These bunkers are also interlinked with each other, allowing for society to continue like normal, only it’s 15 feet underground.

2, Wartime Evacuation (Non-nuclear), and natural disasters: A general evacuation is ordered. All highways are switched to one-way to allow the maximum amount of cars to reach allied countries or in the countryside. High-speed rail is also used to haul passengers and materials out of the cities under attack. If the nation as a whole is at risk of capitulation, all means of transportation are used to haul what ever is left into allied countries to continue life. In the case of a natural disaster, highways are switched to one-ways that lead to unaffected areas until further notice.
