Welcome, foreigners and expatriates alike, to the opening of the Embassy Program of the Federal Republic of Brazil! Since the end of the Economic and Political Crisis of 2010-16, the Federal Republic of Brazil has been passing through a period of reconstruction. That reconstruction, as you can see, is not limited to within our borders. During the crisis, relations with other countries were damaged, and Brazil was left isolated on the world stage. The Brazilian Prime Minister, Ingrid Santos, and the Brazilian President, Alessandro Malvezzi, have taken several steps to recover relations that Brazil used to nurture with other nations.

In an effort to recover from the six years of political intrigue and economic turmoil, the country is reopening its embassies around the world. Not only that, but it is also welcoming new countries that wish to officially establish relations with Brazil. The country of Brazil will also establish relations will other nations. Remember, bilaterality and reciprocity are the diplomatic stances of the Federal Republic of Brazil.

The Federal Republic of Brazil

Brazil (Portuguese: Brasil), officially the Federal Republic of Brazil (Portuguese: República Federal do Brasil), is the largest country in both Latin America and South America. Brazil is the fifth-largest country by area and the fifth-most populous. Its capital is Rio de Janeiro, which also used to be the capital of the Portuguese Empire in exile during the Napoleonic Wars. The country is composed of a union of 26 states, two territories (the islands of Fernando de Noronha and Trindade and Martim Vaz), and the Federal District. It is the largest Portuguese-speaking country in the world and the only one in the Americas; as well as the most populous Roman Catholic-majority country. Bounded by the Atlantic Ocean on the east, Brazil has a coastline of 7,600 kilometers. It borders all countries in South America, except Ecuador and Chile. Brazil covers 47.3% of the continent's area.

Brazil is one of the 17 megadiverse countries and is home to most of the Amazon Forest, a vast tropical forest that is home to diverse wildlife and extensive natural resources. This turned Brazil into a subject of global interest, especially due to environmental degradation processes such as deforestation. The official policy of the government towards the forest is ambivalent: although extensive areas of the Amazon are indigenous and natural reserves, some areas where large deposits of minerals are found are allowed to be exploited. Deforestation for agriculture, however, is forbidden, not out of preoccupation due to environmental degradation, but due to concerns regarding deindustrialization.

The territory of Brazil was inhabited by several indigenous tribes when Portuguese explorer Pedro Álvares Cabral arrived in 1500. Cabral claimed the area for Portugal, thus beginning the colonization of Brazil. The country was a Portuguese colony until 1808 when the capital of Portugal was transferred to Rio de Janeiro amidst the Napoleonic invasion of Portugal. In 1815 the United Kingdom of Portugal, Brazil, and the Algarves was formed, and as a result Brazil no longer was a colony. Brazil achieved its independence in 1822. The Brazilian Independence War was motivated after a Portuguese attempt to transform Brazil into a colony once again. The country was a unitary constitutional monarchy for almost 70 years. In 1889 a military coup deposed emperor Dom Pedro II and established an oligarchic federal presidential republic. The First Brazilian Republic was plagued by crises, which culminated in the Brazilian Civil War of 1927. At the end of the war, the Rebels overthrewn the oligarchy and a democratic republic was put in place.

Brazil aligned itself with the United Kingdom during the Second Weltkrieg, an act that was motivated by the Argentine invasion of Uruguay. Brazil joined the war in 1940, declaring war on both the Central Powers and The International. Although the war was disastrous for the United Kingdom (and other Brazilian allies), Brazil managed to solidfy itself as the sole great power of South America. After the United Socialist States of America fell into civil war, Brazil slowly began to expand its influence to Central and North America, becoming the hegemon of Latin America by the end of the 20th century.

Since the 1950s, the Brazilian state solidified itself as the most stable and developed political entity in South America. In the 1960s the country shifted its system from a presidential republic to a parliamentary republic as a result of a political crisis. The Brazilian Parliamentary System has since then remained in place. The system underwent significant changes under the government of Prime Minister Rodrigo Santos. These changes were aimed at turning the government more transparent and making the parliament less prone to corruption. Fairly successful at his objectives, Rodrigo Santos is responsible for the rise of the National Popular Front, which has ruled Brazil for the last 30 years, with brief years of interruption by the National Democratic Union and the Socialist Workers' Party. The current prime minister, Ingrid Santos, is Rodrigo's daughter, who has been serving since 2018.

Laws

Thanks to the capable policies of the Father of the Nation, Rodrigo Santos, Brazil became a rather safe country, especially when compared to its South American neighbors. As a result, there is no need for tanks, rocket launchers, fragmentation grenades, and other weapons of highly destructive capacity. Weapons authorized for use are pistols (automatic or semi-automatic), shotguns, semi-automatic assault rifles (a limit of two assault rifles per Embassy/Consulate), semi-automatic SMGs, and non-lethal grenades. Tasers and batons are also allowed. Only authorized security guards must carry weapons.

Alcohol and tobacco are allowed, as well as small pets. Pets must be vaccinated. Other drugs or animals are not allowed.

An ambassador must speak Portuguese or at least have fluency in English or Spanish. Expertise in one of the following languages is also recommended: German, French, Italian, and Russian. The ambassador does not need to be fluent in all the mentioned languages, though.

I have read with pleasure the Ministry's acceptance of Madrinet's Legation in Brazil, and I look forward to working together with you in the spirit of friendship and unity for the best outcome of Brazilians and Madrinetans alike.

His Majesty has noted the Ministry's concerns relating to the security of the Legation. While it is not normal Madrinetan practice to provide security teams of its own, except in the case of extreme danger to its consular facilities, I have directed Her Excellency to pursue the possibility of employing a local security guard - I am certain that the police force of Rio de Janiero are more than capable of conducting broad security measures independently, and we would certainly not wish impose on the efficiency of the police force by requiring specific and particular attention to the Legation premises. I trust this will be satisfactory.

I look forward to receiving the Republic of Brazil's legation in due course, and until then I beg to renew to the Ministry the assurances of our most distinguished consideration.
