The following text is the 2005 Constitution, penned by President M. Turaniski, amending many key issues of the prior Constitution written in 1971. It is written to provide socialism for a new age, one emboldened by the vigour of youth and the removal of the shackles of antiquity. It is one of the most democratic constitutions in the modern world, only rivalled by its allies in the Fifth International. Equipped with this key document, the Reinkalistani proletariat stand ready to prevent the onslaught of the Old World and preserve their sovereignty in the face of overwhelming odds.

PREAMBLE

Whereupon the first embers of revolution were sparked in this world, every effort undertaken by Vanguardist thinkers, philosophers, activists, and revolutionaries has culminated in the foundation of the People's Federation of Reinkalistan and, following the Great War of Askander, the glorious united community of socialist nations within the Fifth International.

When, in the one thousandth, nine hundredth, and sixty-fourth year following the collapse of the Askander Authority, or the First Year of the Revolution, the Reinkalistani people, under the divinely-ordained leadership of the Revolutionary Father, Kaszar Turaniski, cast off their shackles, the sacrifices and dreams of many generations were finally made manifest in the world's first truly proletarian state. The reactionaries were thereupon driven north, given refuge by the cowering reactionary powers which aimed to pigeonhole the rapidly spreading revolution, and stall its triumphant armies of unconquerable might.

Yet, with time, it has been proven that the revolution's final victory is indeed inevitable, and that it was always inevitable. The liberal-capitalist global system is entering its final stage: one of collapse. Following the Great Cleansing of 2002, with the total concentration of proletarian authority, the destruction of the geriatric systems of the past, and the elevation of the pure and selfless youth to the forefront of international Vanguardist society, the socialist world has adjusted itself accordingly to the imminent decay of the Old World.

Therefore, to usher in the final struggle and attain that which we, the people, have been owed by existence itself, the following is declared:

In full sight of the spiritual countenance made manifest in us by the united, triumphant will of the emancipated proletarian masses both within our nation and without, we, the National Congress of the Reinkalistani People, united under the Communist Party of Reinkalistan, declare the following articles and the provisions thereof to constitute the basic law of the People's Federation of Reinkalistan. We do so in full confidence that it shall aid the just and dutiful governance of the Reinkalistani people, preserve the sovereignty of the Federation's Constituent Republics, and oversee the construction of socialism within the New World established by our forefathers.


CHAPTER ONE: THE FUNDAMENTALS OF THE STATE

Article 1: The People's Federation of Reinkalistan is a democratically-organised dictatorship of the working people. Absolute political power is vested in the industrial and agricultural workers.

Article 2: The guiding force of all of Reinkalistani society is commanded by the various priests and partymen of the Communist Party. The party is the principal element of religious-ideological life. Under the principles of Spiritual Vanguardism, the party serves in order to lead, organise, and educate the masses in preparation for the final completion of the global revolution. No competing party or political entity is permitted to operate within the People's Federation of Reinkalistan.

Article 3: It is immediately understood that all bureaucracy is a poisonous leech on the construction of a socialist society. The People's Federation of Reinkalistan is an adhocracy: the state structure is to be flexible, and policy shall be implemented by local committees assembled at the whims of the local people and institutions.

Article 4: The People's Federation of Reinkalistan operates under a socialist economy. Land belongs to those who toil upon it; economic power is held by the working people of the nation.

Article 5: Above all else, the driving force of the state is the eternal, insurmountable proletarian will channeled as one through the National Leader; the long-forgotten halcyon borne by the spirituality once accepted worldwide shall be rebirthed in fire under the divine will of one.


CHAPTER TWO: THE ORGANISATION OF THE CONSTITUENT REPUBLICS

Article 6: The essential foundation of the People's Federation of Reinkalistan is the recognition of the various cultures which constitute the greater Reinkalistani identity. To this end the various regions of the People's Federation are permitted to organise themselves into autonomous republics under the banner of the Reinkalistani people.

Article 7: The Constituent Republics are delineated as follows:
    The Republic of Shiraka;
    The Republic of Suzkoch;
    The Republic of Ontak;
    The Republic of Statzdai;
    The Republic of Kovtekka; and
    The Republic of Kaskia.
Article 8: The Federal Government may assert responsibility over the following:
    Institution of economic plans and budget;
    Organisation of labour;
    Relations with foreign states;
    Matters of war and peace;
    Management of infrastructure;
    Control over the Reinkalistani Constitution and compliance of the Constituent Republics with this constitution;
    Trade with foreign nations;
    Appointment of priests and clerics to major centres of worship;
    Administration of transport and communications;
    Control over monetary systems and currency;
    Laws over the citizens of the Federation and of foreigners within the Federation;
    Establishment of the basic principles regarding the organisation of land, education, and public health;
    Organisation of the borders of each Constituent Republic;
    Admission of new Constituent Republics;
    Stewardship of the security and integrity of the People's Federation, involving the creation and maintenance of the Reinkalistani Red Army, the Reinkalistani Red Fleet, and the Reinkalistani People's Air Force; and
    Control of the courts and judicial legislation.
Article 9: Each Constituent Republic is an entirely sovereign entity with exception naturally made to the Federal responsibilities established in Article 8.

Article 10: Furthermore, it is understood that various peoples, while not themselves part of a Constituent Republic, have established a permanent presence, culture, and society within the People's Federation. It is the duty of the Federal government to recognise their status and safeguard their rights through the admission of certain autonomous zones as parts of various Constituent Republics.

Article 11: The recognised peoples and cultures permitted autonomous organisation are hereby delineated as follows:
    The Eastern Ontaki Autonomous Zone, within the Republic of Ontak;
    The Tuten Self-Governing Province, within the Republic of Kaskia;
    The Transarkhasian People's Republic, under the shared stewardship of the Republic of Kovtekka and the Republic of Statzdai; and
    The Tosdodadak Special Area of Religious Autonomy, within the Republic of Shiraka.
Article 12: While subject to the laws and constitutions of their various Republics, these autonomous regions are permitted to elect their own assemblies and pass their own laws according to their local culture and religion. Furthermore, these autonomous regions are permitted to willingly abstain from the laws of their local Republics, while still under the whim of Federal Law.


CHAPTER THREE: THE FOUNDATION OF RELIGIOUS-IDEOLOGICAL LIFE

Article 13: The People's Federation of Reinkalistan operates under the sacrosanct principles of Spiritual Vanguardism as accepted by Kaszar Turaniski thought. The supersessive proletarian will has unto itself a metaphysical property; it is religious by nature. This is accepted as fact.

Article 14: The decadence and degeneracy of the Old World is therefore to be prevented at all costs in accordance to the tenets established by the faith of our forefathers, for the sake of the social integrity of the Federation's people. Therefore the following practices are constitutionally outlawed:
    Marital relationships between two members of the same sex;
    Dress or garment designed for the principal purpose of sexual allure;
    Gambling, use of narcotics, or overindulgence in alcohol;
    Blasphemy to supersessive will or objection to scientifically-proven material reality;
    Adultery or other forms of sexual over-promiscuity;
    Sexual intercourse outside of a romantic relationship; and
    Anti-social behaviours which disrupt the peace of a community.
Article 15: Each local community, organised as they are at the whim of the elected assemblies of their local Constituent Republic, is permitted to their own interpretation of the fundamental truth of the supersessive will. Autonomous regions are furthermore permitted to void any of the provisions of Article 14 if it is the will of the inhabitants.

Article 16: Every cleric and priest to profess any interpretation of the supersessive will, however, must first and foremost be a member of the Communist Party of Reinkalistan.

Article 17: It is the duty of the clerics and the priests of the Communist Party to ensure socio-religious integrity and safeguard the religious-ideological fabric of Reinkalistani society.

Article 18: The Communist Party of Reinkalistan reserves the right to have the final say on all matters with regards to proletarian religiosity and spirituality.


CHAPTER FOUR: THE ORGANISATION OF THE LEGISLATIVE BODY

Article 19: The status of the National Congress of the Reinkalistani People (herein "People's Congress") as the principal legislative body of the Federation is hereby upheld and maintained. It is established as the supreme and only legislative body tasked with the governance of the whole Federation; Constituent Republics are entitled to appoint their own assemblies for the purpose of governance within said republic.

Article 20: Each Republic may assign one hundred (100) representatives to the People's Congress, deriving its authority from the assembled workers' councils and students' councils which compose the foundation of socialist political life.

Article 21: The organs by which election to the People's Congress occurs shall take form in the devolved institutions represented by the All-Republican Congresses of Workers' and Students' Councils, found in each Constituent Republic. All-Republican Congresses may then elect from themselves the representatives to the People's Congress.

Article 22: Each autonomous region as delineated in Article 11 is furthermore granted twelve (12) seats of its own in the People's Congress for it to assign representatives to on the basis of popular referendum. The citizens of autonomous regions are furthermore entitled to vote for representatives in their respective Constituent Republics.

Article 23: Voting in legislative elections is considered a duty in the construction of a socialist society on behalf of the Reinkalistani citizen. Therefore participation in public referenda is mandatory.

Article 24: The People's Congress may enact legislation in compliance with the constitution via a simple majority. Furthermore, the People's Congress may enact a constitutional amendment via a two-thirds majority of all members assembled in unison.


CHAPTER FIVE: THE ORGANISATION OF THE EXECUTIVE AUTHORITY

Article 25: Supreme executive authority is vested within the People's Commission for State Affairs (herein "State Commission").

Article 26: The State Commission is headed by the President of the People's Federation, elected by the population under a timetable delineated by the People's Congress.

Article 27: The President of the People's Federation may organise the constitution of the State Commission with regards to the responsibilities of Article 8.

Article 28: In order to ensure the integrity of Reinkalistani society, the means of enforcement of the will of the State Commission shall be centralised under the Executive Office for Ideological Affairs (herein "Office for Ideology").

Article 29: The Office for Ideology is tasked with the following:
    Enforcement of spiritual proletarian morality in accordance to Article 14 of the Constitution;
    Regimentation of the political sphere in order to assert the correctly-established ideological line in accordance to the party's religious-scientific method;
    General application and maintenance of the Federation's various laws;
    Politicisation and insurance of loyalty within the Armed Forces; and
    Inculcation of proletarian values into the Reinkalistani youth.
Article 30: Appointment of the staff of the Office for Ideology, as well as direction of its affairs and supreme jurisdiction of its decisions, is the duty of the President of the People's Federation.

Article 31: At the whim of the People's Congress, the President may be dismissed via a vote of no confidence in the abilities of the President to lead.


CHAPTER SIX: THE ADMINISTRATION OF JUSTICE

Article 32: The Supreme People's Court is established as the highest judicial authority in the People's Federation, holding sovereignty over all Federal laws.

Article 33: The justices appointed to the Supreme People's Court operate at the discretion of the People's Congress; they are appointed by the People's Congress for a six-year term.

Article 34: It is the task of the Supreme People's Court to interpret laws and deal with high-profile civil or criminal disputes which are relevant on a Federal level.

Article 35: Each Constituent Republic is entitled to the foundation of its own judicial bodies and the organisation of its own justice system, but in accordance to Article 8 final authority over these entities is of Federal importance and therefore their organisation is liable to be overridden by the Federal government.

Article 36: All judicial proceedings within the People's Federation must be conducted in the Reinkalistani language. Those unacquainted with the Reinkalistani language are entitled to an interpreter familiar with their language or dialect.

Article 37: The State Commission may appoint the High Justice, who presides over the Supreme People's Court, for a term of ten years.

Article 38: Citizens of the People's Federation are entitled to directly elect their provincial or city justices to preside over their respective local judiciaries.


CHAPTER SEVEN: DUTIES AND ENTITLEMENTS OF THE GENERAL POPULATION

Article 39: First and foremost, unemployment is abolished under the Reinkalistani socialist system. All able-bodied citizens are entitled to a job, and are endowed with the honourable duty of labour. Those who are unable to work in any capacity are still entitled to reception of their basic needs as delineated in Article 49.

Article 40: Citizens are entitled to an education. Illiteracy and ignorance are the death of a productive and forward-thinking society. It is therefore commanded of the Federal government and the respective administrations of the Constituent Republics to maintain a system of progressive public education for all children aged four to eighteen. Those who intellectually qualify for a university education are also entitled to freely attend such an institution of further learning.

Article 41: Respite and leisure are essential to the development of the socialist productive forces, as labour is at its foremost degree of productivity when it is granted due rest. No more than eight hours of labour each day is to be permitted for the overwhelming majority of labourers, with no more than forty hours of labour each week.

Article 42: Provision of communal childcare shall be made universal for those who are unable to look after their children for the sake of labour. Pregnant mothers are furthermore entitled to sixty (60) weeks of paid maternity leave from their job.

Article 43: No Reinkalistani labourer shall have less than eighteen days of paid vacation in each year.

Article 44: Responsibility to home and family is essential to the construction of a socialist society, and it is a great duty to care for the young. Parents who do not provide for their children to the point that the child is materially and spiritually fulfilled may have this child appropriated for the public good.

Article 45: Military service in defense of the revolution is considered the patriotic duty of any Reinkalistani citizen. In times of war, when called upon, all men and women are to have the honour of service against any threat to the Federation's integrity and sovereignty.

Article 46: Citizens are entitled to good health and medical security. Every Reinkalistani citizen is permitted paid sick leave from their profession for as long as they are ailed by any temporary illness, and they are also entitled to medical assessment and treatment free of charge.

Article 47: Women and men are both entitled to the same political, social, and economic rights. Discrimination on the basis of sex in any context is considered criminal.

Article 48: Socialism knows no race. While the Old World functions through manufactured racial divisions and the supremacy of certain nationalities, the People's Federation of Reinkalistan thrives off of total equality of colour; all ethnicities are entitled to their appropriate representation and freedom from discrimination. Discrimination on the basis of ethnicity is considered criminal.

Article 49: Citizens are entitled to basic human needs provided they function as labourers. No working Reinkalistani man or woman is to go without residence, food, water, heating, or electricity. Meeting these needs is considered a paramount duty of our collective society.

Article 50: Those of old age, past a point of retirement delineated by the People's Congress, are entitled to a state pension and the entitlements stipulated in Article 49.


CHAPTER EIGHT: STATE AND NATIONAL SYMBOLS

Article 51: The flag of the People's Federation of Reinkalistan is a crimson banner adorned by a white gear, representing the nation's industrial workers, a white eight-point star, representing the united faith and spirituality of the Reinkalistani people, and above all a white sword, displaying the commitment of the People's Federation to defense of the revolution.

Article 52: The state emblem of the People's Federation of Reinkalistan is framed by a wreath of grain, wrapped in crimson banners bearing the words "TOZHOKIN FEDETEZEK REINTAZI". It is imposed in front of a gear's upper half, behind which one can see scenery including a hydroelectric dam, factory, farm, mountain range, in front of an emerging yellow sunrise. At the top of the wreath there is a 10-point crimson star.

Article 53: Each Constituent Republic is entitled to a regional flag and emblem, which may be set out in their own constitutions.

Article 54: Each Autonomous Region is also entitled to a flag as determined by their elected assemblies.

Article 55: All recognised folk religions and spiritual societies under the stewardship of the state may also have a nationally-recognised flag and emblem, determined by their own internal traditions.


CHAPTER NINE: SEATS OF GOVERNANCE

Article 56: The Republic of Shiraka is acknowledged as the Capital-Republic of the entire Federation. Both Shiraka and the Federation are administered from the city of Turaniskidak.

Article 57: Vatodak is recognised as the Capital of the Republic of Kaskia.

Article 58: Arretov is recognised as the Capital of the Republic of Suzkoch.

Article 59: Chentsk is recognised as the Capital of the Republic of Ontak.

Article 60: Chatansov is recognised as the Capital of the Republic of Kovtekka.

Article 61: Yenirrivi is recognised as the Capital of the Republic of Statzdai.

Article 62: Autonomous Regions are granted the privilege of determining their own seat of governance in accordance to the desires of their own local assemblies.
