About Us
The Tangatarehua Department of State (Maori: Tari o te Kawanatanga) is the Empire of Tangatarehua's second oldest government department, after the Department of the Imperial Household, and dates back to the year 1199 AD.
The Department, based in the city of Tamaki, is directly run by and for the country's constitutional head of government, the Most Honourable Rangatira: currently Te Rata Te Rongomau.
Traditionally the Department of State was the ultimate governing authority in Tangatarehua and was originally formed to facilitate the Rangatira's ability to govern the nation and ensure the stability and continuance of the national polity.
In modern times, particularly following the constitutional and democratic reforms of 1835 and 1979, the Department of State is now concerned with foreign policy, with most employees employed either as staff for overseas embassies and consulates or else to advise the Most Honourable Rangatira on matters of foreign policy.

Foreign Policy
As the primary body advocating for the Empire of Tangatarehua's foreign policy interests, the Department of State seeks to ensure the following foreign policy objectives:
Security for Tangatarehua, Peace and stability for the world
Free trade, open markets and economic diplomacy
Protecting the environment and stopping climate change
Supporting global nuclear disarmament and opposing nuclear proliferation and testing
Aiding developing nations and opposing colonialism
Promoting greater cross-cultural understanding across the world
Preserving and protecting the Mana (honour) of Tangatarehua in the face of a changing world
About Tangatarehua
The Empire of Tangatarehua (Tangatarehua-Nui) is a constitutional parliamentary diarchy comprising just over 30 million people on an archipelago in the south pacific ocean. Our nation's history dates back to the first Empress, Tamahine a te Puanga, in 270 BC and her descendants continue to rule in an unbroken succession to this day.
Legend and tradition has it that the first Empress was the great granddaughter of Rehua, god of the stars - hence why the nation is called "Tangatarehua" meaning "The People of Rehua".
The Empress, or "Kuia o Whenua" meaning "Mother of the Nation" is the official head of state and according the constitution, "the embodiment of the nation and its spirit". The Empress, although mostly a figurehead, remains the most powerful figure in the nation and is widely revered by the people.
The Rangatira is the constitutional head of the executive branch, elected for a life term by the 21 Kaitiaki ("Guardians") of the 21 Iwi Whenua (Prefectures). Traditionally the Rangatira was head of the armed forces, but since 1979 Tangatarehua has forfeited its right to declare war and as such the Rangatira's role is mostly ceremonial or concerned with diplomacy.
The Prime Minister ("Mangai o Tangata", meaning "Representative of the People") is the constitutional head of the legislative branch and is elected by the Whare o Mangai (House of Representatives) who are in turn directly elected by the people of Tangatarehua. The Prime Minister's main job, aside from being head of the legislative branch, is deciding and controlling the national budget and the Department of the Treasury.
The national language of Tangatarehua is Te Reo Maori, except on the southernmost island of Motumakariri where Japanese is a recognised minority language.
Diplomatic Relations
The Empire of Tangatarehua is honoured to invite diplomatic plenipotentiaries and representatives to establish formal diplomatic relations in the form of embassies and consulates within the lands that comprise our nation.
We are generally willing to seek peaceful diplomatic relationships with all nations, regardless of government or ideology, but we ask that nations respect local customs and laws - however the usual conventions around diplomatic immunity will of course apply.
Please note that all weapons are banned in Tangatarehua and this includes for foreign diplomats. Firearms, spears, swords or explosives are strictly prohibited and may result in a cancellation of diplomatic relations if not respected.
Embassies are permitted in the following cities:
TAMAKI - a sprawling metropolis of around 10 million people, containing one third of the nation's population. Tamaki straddles the Whangakawa Strait and stretches from the northernmost tip of the island of Marangawhenua to the southernmost tip of the island of Moanapapa. Tamaki is the de facto capital city, being the headquarters of the Parliament, the Rangatira and the Department of State as well as being the commercial and trade centre of Tangatarehua.
WHAKAARA - the de jure capital city and seat of the Imperial Throne. Whakaara is located on the southwestern tip of Marangawhenua and has a population of around 2 million people. It is notable for its temperate climate, beautiful forest scenery and more "traditional" culture and may provide a more tranquil and relaxing alternative to Tamaki.
Consulates are permitted in the following cities:
WHAREKORANA - Tangatarehua's second largest city, located in the Awakoi Peninsula of the southernmost island Motumakariri. Wharekorana is the "newest" city, founded in 1750 by Islamic missionaries. Wharekorana is an orderly, multicultural city with a continental climate featuring hot, humid summers and dry, freezing winters.
KOTIROPAI - Located in roughly the centre of Marangawhenua, on the Awakotiropai river, Kotiropai is Tangatrehua's oldest city and was the location of the first imperial palace. It served as the capital city from 404 AD until 947 AD.
KAIIKA - Tangatarehua's northernmost city is extremely popular with foreigners and tourists due to its tropical climate. Located in the northern Ikame nga maramara islands, Kaiika is a multicultural city influenced strongly by immigrants from western countries.
RAKIPA - A major city located in inland Moanapapa, Rakipa served as the imperial capital from 947 AD until 1178AD and enjoys a subtropical climate.
KAITOHURA - Located on the southwestern coast of Rangiwhero, Kaitohura is a major port city famous for its fishing and whaling industry as well as its snow and ice festival in winter - being one of the snowiest cities in the country.

Dear Rangatira,
It is my honour as the Minister of Foreign Affairs of the Republics & Kingdom of Xuande-Xiphoi, in accordance with the Diplomatic Missions Act 2009 and this Government's commitment to expanding Xuande-Xiphoian diplomatic and consular services to a greater number of states, to lodge this application to establish an Embassy of Xuande-Xiphoi in the city of Tāmaki.
Xuande-Xiphoian diplomatic representation to nations like Tangatarehua, with whom there is not a long history of engagement with the Republics & Kingdom, is based on the need to promote the various services that the Xuande-Xiphoian Government is entrusted to deliver on behalf of our citizens. Our diplomatic officers, like in many of our smaller Embassies, utilise their position to work at-large, engaging with multiple nations from the home base of the Embassy in Tāmaki. We expect our diplomats will spend considerable time travelling the region and Tangatarehua proper, benefitting from Tangatarehua's position as a primary power in it's geographic region.
Providing the full range of services under Xuande-Xiphoi's Consular Services Act 2009 is an important role for the Ministry of Foriegn Affairs, and this incudes offering services to nations of citizens to whom we represent a protecting power; these include the Confederacy of the Kenos States as outlined in the Sasega Agreement, and member states of the Kenos Ocean Economic Forum. It also includes facilitating arrangements for the welfare of Xuande-Xiphoian citizens and protected persons, including document services, provision of advice to Xuande-Xiphoian citizens engaging with police and justice systems overseas, and assisting citizens in situations such as medical or natural emergencies. While Xuande-Xiphoi maintains an Open Border policy, greatly reducing our immigration support requirements, our Embassy can still make recommendations regarding access to Xuande-Xiphoi for excluded individuals where applied for.
Every Xuande-Xiphoian Embassy and diplomatic missions offers in-person voting services in every Xuande-Xiphoian and Kenos States election. We proudly engage with the local community, in any location where we are, to welcome them into our diplomatic posts to observe our democratic processes. We intend to do the same at our Embassy in Tāmaki.

The constitution does not empower the Mangai o Whenua to engage with foreigners or influence foreign policy - though we understand that this is an easy mistake to make. Dear team,
Following further engagements, a copy of the original letter has been communicated by the Ministry of Foreign Affairs to the proper parties.
The purpose of the Signals Intelligence Agency as it pertains to diplomatic establishments is to review the build before and after fitout, and at various times otherwise. The SIA's only statutory responsibility is to ensure that Xuande-Xiphoian diplomatic posts are free of electronic monitoring and signals interception or interference camaigns from adversary states.
The SIA is not being utilised as to undertake an espionage campaign against Tangatarehua or it's government; Tangatarehua is not an intelligence target of Xuande-Xiphoi. I am not empowered to provide further information at this time, however I can reassure you that the work of the SIA is purely in ensuring the security and safety of our overseas missions.

The purpose of the Signals Intelligence Agency as it pertains to diplomatic establishments is to review the build before and after fitout, and at various times otherwise. The SIA's only statutory responsibility is to ensure that Xuande-Xiphoian diplomatic posts are free of electronic monitoring and signals interception or interference camaigns from adversary states.
