Drug Legality and Use in YN

Imarssia is rather conservative by Western standards but liberal by Asian ones, and unlike other Asian nations (geographically, as Imarssia is culturally Western), some drugs like weed, DMT, and adderall are allowed and sold often, maybe somewhat appropriate due to its Dutch population, other drugs are off limits though, and due to it being an island, are difficult to illegally import.

It's better to have drug disputes be battled in a courtroom rather than with gang wars.

How are drugs regarded in YN, with their legality or lack there of, and usage or lack there of?

Zhouran is known to be first nation in Asia to legalize medical cannabis and first in Asia to legalize recreational cannabis. While cannabis usage is heavily looked-down upon in many Asian countries to the point of implementing death penalties for its uses, Zhouranese people on the other hand have always been highly-tolerant to the personal use of cannabis due to consuming cannabis being seen as natural as consuming tobacco.

Cannabis in the People’s Republic of Zhouran has been legalized for medical use since May 16, 2008. Meanwhile, recreational use and personal possession of cannabis has been legalized since June 18, 2014. Medical and recreational cannabis are sold from licensed stores while licensed suppliers are responsible for growing and supplying medical and recreational cannabis.

As a result, Zhouran is the first Asian country and one of the earliest countries in the world to legalize both medicinal and recreational marijuana. Interestingly enough, even before the legalization of marijuana, the usage and consumption of cannabis still existed and authorities would always turn a blind eye. Unlike East & Southeast Asian nations, where marijuana is highly-stigmatized (especially due to the Opium Wars and how marijuana is always conflated with opium), Zhouran has no stigma regarding marijuana. In fact, marijuana has been consumed in Zhouran since ancient times, especially mainly for Spiritual-Mandate rituals and other spiritual reasons. In fact, with the Spiritual Mandate being shamanist, spiritual chieftains (priests and priestesses) are also practitioners of reaching into altered states of consciousness in order to perceive and interact with spirits and channel the transcendental energies into the physical world. Psychoactive substances have been used in Zhouran since ancient times with cannabis being the most commonly used. A spiritual chieftain can consume the psychoactive substances when reaching altered states of consciousness, not only that but in ancient times there has been records of spiritual chieftains who throw cannabis into the fires of a cauldron/lamp/torch during ceremonies and rituals performed at either the indoor altar of a temple or the outdoor altar of a shrine, thus resulting in the multi-layered circle of people around a cauldron/lamp/torch entering an ecstatic trance. This practice of making everyone at a ritual enter an altered state of consciousness like the spiritual chieftain, however, was not common even during ancient times and was instead only practiced by esoteric cabals who seek to harness the power of zuheyanxi. As a result, during rituals and ceremonies, only the spiritual chieftain enters into an ecstatic trance, either autohypnotically or through the use of entheogens, with the former being more common than the latter.

Currently, the rate of cannabis usage in Zhouran is the highest in Asia and one of the highest in the world. The rate of lifetime cannabis use in the country is currently around 20.3% for individuals aged 15 and over, while the annual prevalence rate of cannabis use is currently around 4.6% of the youth and adult population who have consumed cannabis at least once. Zhouran is also the world's largest producer of marijuana, with an estimate of around 452,300 metric tons of cannabis having been produced in the country.

Unlike East & Southeast Asian countries, Zhouran is regarded as being socially-liberal. This makes sense, since unlike the cultures of those nations, Zhouranese culture is not puritan in nature.

While foreigners tend to see Zhouran as a strongly-traditionalist country like any other Asian country, in non-western standards Zhouran would be considered quite socially-moderate. In fact, numerous Asian countries see Zhouranese people as being very liberal, ironically Zhouranese people see westerners being very liberal and other Asians as being very conservative.

Due to culture, Zhouranese people are known to be quite non-puritan towards depictions of violence as well as permissive towards sex itself, however at the same time due to being traditionalist, the Zhouranese strongly value honor & respect towards enemies and monogamous-sexual relations between committedly-premarital- or postnuptial-married-couples. Such a bit of a paradox can confuse foreigners, although the Zhouranese are more socially-moderate than what many foreigners would think.

Regarding depictions of violence, any Zhouranese works of fiction that contains visual depictions of violence, whether that maybe film, TV show or video-game, are known to be very violent and as a result such depiction of violence is toned-down for international releases. As for tolerant views towards sex, sex-education is taught in lower-secondary and higher-secondary education while erotica and pornography exist in the country.

Under the Restriction of Drugs Act, 24 Edm. IX, all drugs are classified as Schedule I remedies, Schedule II medicaments, Schedule III drugs or Schedule IV medicinal poisons. The first include simple “remedies” such as cough syrups, lozenges, pastilles, ointments &c. These have the fewest restrictions. Schedule II medicaments, commonly known as “over-the-counter” medicaments include common painkillers, fungal treatments, medicated ointments, medicated eye drops, anti-histamines, antacids and laxatives. These may only be sold by an apothecary (or other approved tradesman). Schedule III drugs require prescriptions from a doctor and include opium, coca and cannabis. Cocaine, heroin, morphine, oxycodone, methadone, barbiturates, contraceptives &c. are all classed as Schedule IV poisons, which also require a prescription and Warrant from the Board of Health for sale. Tea, coffee and chocolate are classified as remedies, tobacco and alcohol as medicaments for the purpose of medicine.

It is prima facie legal to possess Schedule III drugs and Schedule IV poisons. However, it is illegal to manufacture such drugs and poisons without a Royal Warrant, such manufacture being principally the monopoly of the Apothecaries' Compagnie and the Royal Apothecary, and their licensees. Furthermore, it is illegal to dispense or sell such drugs to a person without a prescription or prescription and warrant. Thus, “drug dealers” act unlawfully and are prosecuted.

Users of drugs, as opposed to possessors of drugs, may also be prosecuted. This is founded upon customary laws related to disorderly or indecent behaviour against the King's peace, or taking corrupting substances against the body, or similar offences. Generally, genuine medical need is a full defence. It is common for doctors to write prescriptions for drugs such as opium tincture, coca tincture or cannabis tincture, although warrants for “hard drugs” such amphetamines and heroin are much harder to obtain. Furthermore, a prescription is not conclusive evidence that there is a genuine medical need. Thereby, public recreational use of such drugs is effectively criminalised, even when symptoms are mild or unnoticeable, on the basis that taking addictive prescription medicines without a prescription is prima facie disorderly.

How are drugs regarded in YN, with their legality or lack there of, and usage or lack there of?:
All recreational drugs are illegal for Muslims.
With the exception of usage of alcohol by non-Muslims over 21, recreational drugs are illegal for persons of any religion (or none).

A difference stance is taken to medical use (which is entirely at the good faith discretion of the doctor) and to ritual use in minority religions (where Catholics or Anglicans can drink communion wine from the age of 7 and Rastafarians can smoke ritual cannabis from the age of 20).

Like most other crimes in Yerbanistan, drug trafficking is punishable by death. However, possession for personal use (5 grams or less) is legal. In addition, drugs that can be found in nature (cannabis, opium, psilocybin, etc.) aren't controlled.

All "recreational" drugs are banned in Ruritane, with punishments ranging from fines for possession to medium-length prison terms for trafficking. The punishments are more severe for hard drugs than marijuana. Some overzealous jurisdictions have interpreted Ruritane's drug laws to criminalize possession of medicinal drugs.

Only alcohol and tobacco products are fully legal for adult usage. Medicinal marijuana has been legal since 2016 if prescribed by a licensed physician to someone aged at least 18 years old.

All other recreational drugs are illegal with their mere possession being punishable by a fine (with harder drugs having higher minimum fines) and the importation/trafficking/distribution of them being punishable by up-to 50 years imprisonment, depending on the amount and type of drugs being trafficked. (Rather obviously, our government would punish someone running a major cocaine trafficking operation with more severity than someone who was just selling a few grams of marijuana in an alley)

The Enlightened State is known for its ambivalent stance on drugs. While the government allows the use of cocaine - a drug that is known in other countries as a hard drug - the penalty for trafficking, selling, and even using other hard drugs (such as crack and heroin) are among the harshest in the world. Users are fined and sent to rehabilitation camps. Drug pushers are either sentenced to a minimum of 15 years in prison, or death if they are proven to be leading a large trafficking ring. According to those superhardliners, these hard drugs are consumed so that the individual can "ascend into a higher plane of existence". There's also reports that the Combined Vanguard Army fields an unknown number of psychokinetic soldiers who gained such abilities from a mixture of esoteric rituals, the implementation of anomalous supernatural objects via unknown means, and nootropic hyper-psychedelic synthetic drug that is injected at large doses into their bloodstream, thus providing them enhanced physical and mental capabilities such as telepathy, telekinesis, mental time travel, and the ability not to feel pain.

Alcohol, tobacco, and marijuana products are all fully legal and regulated within the Democratic Republic and they can be purchased and used by those of legal age (16 to drink alcohol in private, 18 to purchase and drink alcohol in public, and 18 to purchase and use tobacco or marijuana products).

All other recreational drugs are decriminalized with the most common punishment levied against their users being a nominal fine and being required to complete a substance abuse treatment course.

The trafficking of illegal drugs is punishable by up-to 30 years imprisonment, with the most common sentences being between 5 and 15 years.

Alcohol and tobacco are legal across the entirety of the Grand Empire for people 18 and over. Marijuana is legal for recreational use in the majority of the South Fostorian substates, the Imperial Islands, and the colony of New Fostoria, but is still prohibited in the Kingdom of North Fostoria, the Empire of the Two Suns, and more conservative South Fostorian substates such as Ordfostoria (East Fostoria).

Marijuana for medical use is legal across the entirety of the Grand Empire under the 2017 Medical Opportunity Act.

Even though Fostoria has a lenient policy on these drugs, selling or trafficking banned substances such as most "hard" drugs has very harsh penalties.

"Hard" drugs, like crack and heroin are 100% illegal in Northern Connecticut. Cannabis and alcohol are allowed, but you have to be 21 to (legally) use , and to sell you need a yearly permit and inspection of your shop. Drug rehabilitation is available if you can pay or have insurance or a medicare like system that the government provides to low income people.

All drug use is officially decriminalised, and drug addiction is treated as a public health issue, rather than a criminal one – addicts are encouraged to enrol in rehabilitation courses provided by the public health service free of charge. Nevertheless, the sale of hard drugs, such as cocaine and heroin, is illegal, and drug traffickers can receive heavy prison sentences.

The law is ambivalent regarding psychedelic drugs such as LSD; they cannot be sold commercially, however informal sales are not regulated, and production of said drugs is not inherently illegal, as long as dangerous methods are not used. Natural psychedelics such as ‘magic mushrooms’ are legal to grow for private consumption.

Cannabis has been completely legalised, and may be sold at licensed dispensaries and purchased by any Welsh citizen over the age of 18. The government places a hefty tax on the sale of cannabis products and uses this revenue to fund the drug rehabilitation programme. Citizens may grow an unrestricted number of plants for personal consumption, but unlicensed sales are punishable by a fine. Cannabis may only be consumed on private property, or in certain specially licensed cafes.

Alcohol is also completely legal to purchase and consume by anyone older than 18. Additionally, children older than 10 may consume alcohol on private property under parental supervision, and over 16s may purchase alcoholic drinks is accompanied by a responsible adult. Public drinking is legal in most areas, and drunkenness is permitted as long as it does not lead to public disorder.
Tobacco is legal for over 18s to purchase, but may only be consumed on private property and can only be bought from pharmacies by Welsh citizens who must provide personal ID. All tobacco products are severely taxed by the government so as to discourage people from smoking.

Drugs require biochemical reactions in order to work. We are not biological, so we have no such reactions. Therefore, all drugs are LEGAL in Victorious Decepticons.

The opportunities presented by the legality of drugs here are not lost on us. We very commonly buy them here for dirt cheap, and then export them to other nations. The other nations in question have bans on these substances, and that is precisely what draws our dealers to sneak across their borders to sell our goods. Bans cause the prices of the banned substances to spike all out of proportion, so that's where the money is. We even make special designer versions of common drugs that are extra-addictive, or to add addictive properties to drugs that ordinarily wouldn't have them, such as marijuana. Of course, only OUR versions will satisfy these special cravings, so each biological that we hook is a long-term customer. The tactic is especially powerful with our engineered strains of marijuana, which many think of as non-addictive. They don't see it coming until it is far too late. Then we charge 'em $50 per "special" joint, and all they can do is pay up or climb the walls with withdrawals.

Money gleaned through our interplanetary drug trade is used to buy oil, usually right from the country we're dealing in. The oil is then brought back to Cybertron and turned into Energon Cubes, which are both fuel and currency. Thanks to this arrangement, drug dealing is considered to be a method for non-violent oil raiding rather than an end in itself.

If any biological drug users come here, they too can get wholesale prices on their preferred substances. We will note that in most cases, the minimum amount of a synthesizable drug such as cocaine or meth is a full kilo. Even so, the price for it on Cybertron is trivial, and you can easily find it for sale at any syndicate-run store. These operate openly, like any other kind of regular store. There are a few syndicates in the business, too, so it's not a monopoly situation.

Plant-based drugs, while not worth as much on foreign illegal markets, actually cost quite a bit more here. That's because they have to be imported from Decepticon Earth, and as you might imagine, the shipping from another planet is not cheap. It's usually better to just go to the farms on that planet if you want things like pot and shrooms. Even so, you can buy a ton (we do mean a literal TON) of plant drugs from a syndicate store for just a few thousand NSD. Still, who wants to do that when you can get it right from the farm for only about 2-4x the price of hay?

We will warn that being intoxicated in any way is a very bad idea on Cybertron, where the user's diminished mental state will make him or her a massive target for every con anyone can come up with - and everyone will at least try some kind of connive if they see that someone's mind isn't working entirely right.

Also, users who are familiar with drugs costing a huge amount of money per hit, and then are able to get entire kilos for about 1/4 of that price, tend to overdose themselves in a euphoric binge within a day or two of making the purchase. Don't come to Cybertron to get wholesale drugs for your own use unless you have excellent self-control!

Finally, yes our syndicates ARE willing to deal with biological drug dealers if they come, same as any other customer. However, our efficient distribution chains ensure that our prices will always be cheaper. Not only that, if one leads a syndicate to a new market (yes, they will send spies after these customers to see where the final customer are), they can expect syndicate dealers to arrive and violently take over their turf using bulletproof android-bodied dealers in fairly short order. Because of this, foreign crime rings tend to stay far away from Cybertron and hope that we don't ever notice them.

Recreational drug laws vary from republic to republic, although in Russia proper they are legal. The only republic that has not at least decriminalized legal drugs in the USSR is Azerbaijan. The latest is Uzbekistan, in the Turkestani SFR, in 2027.

Alcohol and recreational drugs usually have an age limit of 18; although in Russia the age limit for drugs is 21 and in most of Turkestan it is 24. Selling drugs is still illegal in Azerbaijan and is punishable by up to 25 years in prison.

It's illegal the advertising of tobacco. The advertising of alcohol over 23° and gambling is not allowed from 6am to 22h.
Medical marihuana is legal since 2012 with prescription of under 30g. Recreative marihuana is tolerated for selfcomsuption if you have less than 5g or 2 plants and you have not been caught red handed.
You can legally purchase recreative marihuana only in coffee shop to be consumed in the place.

Alcohol-legal, but drink driving is a very serious offence. If someone is killed or permanently paralyzed because of a drunk driver,said driver is executed by hanging.
Cannabis-legal, but not to smoke in public.
Most other drugs are legal, but heroin, cocaine, meth, and one or two very addictive/dangerous drugs are banned.

Remember dudes, weed and booze are pretty much legal in our realm, cause they make our live awesomer and sell nice. Psychdelics are pretty much legal too, so if ya' want, go and explore the bizzare world of subconsciousness! Hard drugs? Oh, they are hard to come by, cause they ain't popular.

As for laws - being on drugs is an aggravating circumstance for most crimes, especially causing traffic accidents. Remember - Self control is a virtue!
