Dear Leader.

Soft-hearted Devil, Wild Child.

Effect: From a distant perspective, people get confused by the moral of this leader. Some says he has done nasty things, others argue that at the cost of some liberties and, ahem... miliStalins, the leader created an inclusive and equal society with compassionate people. One thing is sure though: said people arguing against the leader tend to disappear quickly, leaving a people scratching their heads at seemingly capricious behaviours, sometimes opposed to previously established rules.

Let's say policies are playing musical chairs, just as the bureaucrats.

You can trust him to do the morally right thing, and not belive he knows better then everyone else sometimes. Which is a problem with the Chaotic Neutral head of State William Sirel.
