La Troisième République française (In English: The French Third Republic), or as it is more commonly known as, simply France is a Semi-Presidential Republic located in Continental Western Europe and the island of Corsica, and many islands and territories across the world, the most sizable being the almost uninhabited archipelago of Archipel Kerguelen, or in English the Kerguelen Archipelago. It borders Switzerland, Germany and Italy to the East, Luxembourg and Belgium to the North-East, and Spain to the South. France in addition shares a Maritime Border with the United Imperium of Svenska-Britannia, namely the Island of Great Britain, Guernsey, Jersey, Wright and other smaller landmasses to the North.
The French Third Republic's capital city is Paris, and is in addition the largest city of the Republic...
However, if including the entirety of the Les pays de l'Union coopérative du monde français, the name given to the loose French Colonial holdings in Africa, The Levant, New Caledonia, Reunion Island and more, the largest city of the entire French Realm is in actuality Algiers, in the Le Territoire gouvernemental de l'Algérie, otherwise colloquially known as Algeria.
The Les pays de l'Union coopérative du monde français is the official name of the French Realm, and translates to The Cooperative Union Countries of the French World in English, and in total includes 14 nations, such as Le Territoire gouvernemental de l'Algérie, Le gouvernement insulaire de Nouvelle-Calédonie (In English: The Island Government of New Caledonia), Le territoire gouvernemental de la Haute-Volta (In English: The Governmental Territory of Upper Volta) and Le gouvernement insulaire de la Réunion (In English: The Island Government of Reunion). The nations of the Les pays de l'Union coopérative du monde français are represented on the international world by La Troisième République française, which also holds some small influence over the other nations in a Paternal manner, however leaving most local affairs and governmental policy to the respective nation.
France is a nation with millennia of proud history and culture, and the Capital City of La Troisième République française, Paris is sometimes called the Cultural Capital of the World, though the Svenska-Britannic city of London challenges this claim...
Like the United Imperium of Svenska-Britannia, La Troisième République française is highly advanced in terms of technology. There are key differences between what an Embassy is, and what a Consulate is... Information regarding what the missions are in terms of differences and potential similarities, and in addition their application to the French Third Republic is imperative for continued understanding.
------What is an Embassy? ::
In regards to what an Embassy entails within the Third Republic of France, we at the French Foreign Affairs Committee would like to inform the viewer than in generalization, it is the centerpiece of Diplomatic Cooperation between two nation-states, and is usually considered as more important, or at the very least should be what a foreign country should prioritize establishing within a friendly country before Consulates are made.
When it comes to the French Third Republic, we would recommend that an Embassy should be established within our country before, or in tandem with one or more Consulate missions.
An embassy is run by an Ambassador, of which is one of, if not the most important role a foreign politician could have within the third Republic... In addition to running the relationship between two countries, negotiating potential international policy with the home country and acting as the greatest representation two foreign nations can have with eachother, an Embassy will also complete Consul - based mission within the home city in addition, which in France's case would be in Paris, the capital city.
------What is an Consulate? ::
A consulate is a more locally based, city/community orientated diplomatic mission within it's parent country.. Consulates are usually smaller in personnel, equipment and space than the typical Embassy, but they have the flexibility of being established, in France's case within cities or towns which does not feature the capital... Below, when applying for a Consulate the Third Republic of France indicates five potential cities where a Consulate could be potentially established, but as with Consul policy of being flexible, the French Foreign Affairs Committee will usually accept Consulates within any appropriate city or town within Metropolitan France.
Consulates run more domestic based operations... For instance, they may be responsible for handing out VISA's to tourists and foreign nationals, recover lost passports for both foreign and domestic nationals, assist in foreign nationals which may have found themselves on the wrong side of French law, and promote trade and/or other cooperation between the host and represented nation...

In regards to Consulates, the French Third Republic accepts both Consulate-general and standard Consulate missions... Consul-generals can head their missions within major cities, whilst Consuls can handle domestic missions within more specific towns/cities.
------In regards to Diplomatic Immunity and Extra-territorial behavior
The French Third Republic would like to inform the potential represented country that Embassies will be Pre-Built plots and structures, complete with modern amnedites such as:
--- Bedrooms
--- Office Space
--- Communication rooms, complete with both advanced radios and holographic displays with light-speed esque communication speeds
--- Bathrooms
--- Unrenovated rooms, both large and small for specific requests
Any Foreign Embassy mission will be considered Extra-Territorial, which means that whilst the Represented Country's embassy will be located within Paris and Metropolitan France, the plot will be considered official land of the nation represented. What this means is that staff and ambassador(s) will be subject to the laws and customs of their native country, and can be punished per the whims of the represented country in addition... Online and Physical VISA's will be issued for all of the staff members defined by the represented nation upon the acceptance of the mission, allowing free and privileged access to French core territories.
If a member of the embassy commits a serious crime within The Third Republic of France's territories, the country who owns the embassy should be inclined to hand over said person to authorities for judgement. Minor crimes committed in France may be overlooked due to diplomatic immunity, but if repeated, the member in question is expected to be punished per the whims of the country assigned to the embassy.
------In regards to Consulates ::
Consulates within the Third Republic will not be offered the same luxuries that Embassies within Paris will, due to the smaller, domestic nature of the missions. For instance, the staff of the Consulate in question will be subject to the same written laws that any French citizen would also be, with little to no diplomatic immunity.
Only the Consul/Consul-General of the mission will be offered some diplomatic leeway... Potential crimes committed by said person for official, justifiable reasons deemed necessary by the represented nation may be allowed to go overlooked, however the Consul/Consul-General should expect a day in a Police Station as a general rule to avoid surprises.
We would hope that French rules are flexible enough to allow the Consulate in question the freedom it needs to perform it's necessary functions.
------In regards to Security, Vehicles and Illicit Items
The Third Republic of France understands that Security and safety should be one of the core concerns of establishing an Embassy, Consulate-General or Consulate abroad, and as such the Republic will allow the following Weapons and other defensive equipment:

--- Ceremonial Edged Weapons (Sabers, Rapiers etc.)

--- Shotguns (Ballistic or Energy)
--- Semi-Automatic Carbine Rifles (Ballistic only)
Weapons and Protective Equipment that WILL NOT BE PERMITTED ::
--- Submachine Guns or Semi-Automatic Carbine Rifles (using NON-CONVENTIONAL, ballistic ammunition)
--- Fully automatic or selective fire Carbine Rifles, Full range rifles or Assault Rifles
--- Long-Range Rifles (E.G Sniper Rifles)
--- Explosives (of ANY kind)
--- Light and Heavy Machine Guns
--- Military-Grade ordinance equipment
--- Full - suit body armours

In regards to limit on staff members for both Consulates, Consulate-Generals and Embassies, such will be listed in the applications... France will limit certain illicit materials, and items such as light alcohol, legal drugs, pharmaceutical illicit drugs, fauna and flora will need to be listed with the application as so the French Foreign Affairs Committee can review the items and authorize their arrival to the diplomatic mission.
When it comes to vehicles, the French Third Republic allows:
--- Cars, Motorbikes and other automobiles
--- Limousines
--- Private vessels (Such as Yachts or Speedboats if a Consulate mission is nearby a French dock or harbor
--- Commercial Model Helicopters or VTOL aircraft (No Helicopter of VTOL aircraft can be armed with a single weapon)
The French Third Republic shall prohibit certain vehicles, such as Armoured vehicles, Armed or Military-grade vehicles, Military-grade Helicopters or VTOL aircraft, Propeller Airplanes, Jet Airplanes, Military-Grade Airplanes and Military-Grade Naval Vessels... ------Locational Information:
France would like to reiterate to interested applicants that Embassies are Pre-Built within plots of land in the Paris Metropolis, and Embassy missions are not flexible to be located anywhere else, as it is important that Embassies are as close to the French Government as possible...
Consulates are more flexible, and can be established in almost every major town/city of Metropolitan France... The four cities (With exception to Paris) listed above are good choices for Consulates to be established, as all are tourist hotspots, and may potentially house foreign nationals that would be of interest to represented nations.
However, if asked, France is willing for a Consulate mission to be established within any known city or town of France, given it is reasonable and for a good reason.
