Barnettsville Information - I. Creation and II. Beginning...

Yes, this is a respawn - by the same creator - of a previous Barnettsville. With that out of the way:


I. Creation


During the American Civil War (1861-1865), peoples of the Midwest and Northeast regions progressively became frustrated with the warring factions involved with slavery. Virginia split into two, northern forces destroyed the south and rubbed their noses in it, and the president was shot in public.

Groups tired of the issues involving the country - though not in communication with one another - simultaneously attacked the governments in each state capitol, and ended the conflict quickly by attacking Washington DC as well. Andrew Johnson conceded the Capitol, knowing the war they had just fought depleted their resources and resolve.

Groups from all over the new nation met in what was previously Pittsburgh to draft a new Constitution and determine a system of government. The leader of the northern Pennsylvania insurrection, David Grant, was elected the first leader by unanimous consent, to begin in 1866. The interceding time - from June 1865 to February 1866 - would be used in drafting the Constitution and creating provinces. It was also decided that even though their meeting location was not an official province as yet, its central location would be the ideal place for the national capital, being christened St. Catherine. Government buildings were commenced to be built to house the members as necessary.

II. The Beginning Provinces

In the time until Grant's inauguration, three provinces were created:

Gotham, encompassing the former northern New Jersey;
Oceania, the former csouthern New Jersey; and
Delaware, the former Delmarva peninsula.

The remaining undetermined land was named as a fourth and fifth provinces referred to as Western Territory and Northern Territory.

III. The New Government

It was decided that even though the politicians were scum, the general setup was workable. Therefore, the founders simply used the same general system their now-former country had.

- President
- 2 part legislative (Upper and Lower to start)
- - Upper based on population
- - Lower having equal representation by province
- Judicial

The Presidential terms, although limited to two, were 6 years long. The legislative terms were five and three years, respectively. Each was only limited to five terms each.

As far as HOW representation was determined, they decided to do what is done in most places: a count every so often. In Barnettsville's case, every fifteen years starting in 1870.

In the interim, Grant also revealed his Vice-President: Joshua Davis. The two would be leading the country until at least 1872.

IV. The first brand new provinces added...

February 1, 1866. The first inauguration day.

In David Grant's speech, he announced the addition of three new provinces:

Chesapeake,
Eagleton, and
Susquehanna.

This brought the country to six (seven with the western territory), and he set a goal of fifteen by the end of his first term.

The first session of government had 12 lower house members and 11 upper house members, all appointed by local officials in their respective provinces.

January 1, 1867 became another momentous day in Barnettsville, as three additional provinces were added to the burgeoning country. This brought the official total to nine.

The three new provinces were Tidewater, North Columbia, and East Nampa. They joined the already established six of:

- Gotham
- Delaware
- Oceania
- Eagleton
- Susquehanna
- Chesapeake

The official Constitution was also confirmed by the government, generally mirroring the United States government.

January 1, 1869


Four new provinces join the nation officially, bringing the total to 13:

- Monongalia
- Northland
- Dinagat
- Centralia

Two new proclamations were also announced:

1- In 1870, any provinces (including those created in 1870, if any) would have a census for fair representation in the Parliament (as it is temporarily called).

2- All males in the country, regardless of race color or creed, were given the right to vote in elections. Women's rights were voted down sadly, by a vote of 6-3 in the lower house and 11-7 in the upper.

January 1, 1870

Two major developments came from the Territorial/National capital of St. Catherine this week.

First, the national census begins, for the purpose of representation in government. The unorganized territory, while not being officially represented, runs under a "governor as national government" system.

Second, two more provinces - Berkshire and Appleton - join the provincial lineup, bringing the total to 15 official provinces.

With 15, the lower house will have 30 members. The upper house will have approximately 100 members in its ranks.

September 20, 1870

With the census nearly complete, the provinces have been given preliminary divisions as to representation.

97 total members will be in the upper chamber of the legislature, with 30 in the lower.

November's elections will the the first with the upper house being contested, as 2 years ago the lower had their first.

February 1, 1872

Stephen Wheeler takes the oath of office as the second-ever President, with Josh Richards as his Vice-President. In his speech, he announces three more Provinces to join the fold:

- Midlands
- North Allegheny
- Caperton

This brings the total to 18. Their full representation will be determined in 1885.

36 in the lower
100 in the upper.
