What electoral system does your nation's legislature use?

Postby Jershaland » Fri Jan 01, 2021 7:30 pm

For general elections in your nation's legislature or parliament, what electoral system is utilized?

In Jershaland, we use a party-list proportional system for elections to Parliament, with 140 members of Parliament being elected in a single nationwide constituency. We used the closed list variant and the d'Hondt method, with an electoral threshold of 5%. 10 extra seats are reserved for the Mahil Autonomous and Special Province, with the province serving as a separate constituency and only citizens of that province being able to vote for the seats or run for the reserved seats. The election for the 10 Mahil seats follow the same system as 140 regular seats.

The People's Congress is a unicameral, national constituency parliamentary. It uses PR, with no cutoff for seats. There is 1 seat per 1 million persons, with all parties approved by the United Front able to organise campaigns and be represented in office.

Syndic Australia's legislature is quite similar to that of OTL Australia, as the major delineator (the Federal Syndicates) is within the executive branch.

Our Parliament is bicameral, with the Upper House (Senate) and Lower House (House of Reps). Our 12 states and 3 Territories are divided into 316 Federal communes (which also serve as electorates for the House of Reps), whilst for the Senate, each state elects 12 senators, and each territory 4. This is excepting Papua/New Guinea, which is a disputed territory and largely autonomous, though it does elect 2 senators, for a total of 158 Senate seats.

Voting for the House of Reps uses a single-member preferential system. That is to say, every voter numbers the candidates running in their commune (electorate) based on their preference. The candidate with the least number of first preference votes is discarded and their second preference votes distributed until there are two candidates - the one with the majority wins.

The Senate uses a multi-member preferential proportional system. As such, there is a certain threshold of votes required to win a seat (dependant on state population). The least popular candidate is discarded much the same as the previous voting method until there are enough candidates above the threshold to fill each seat.
January 27° - The 2025 Federal Election season has begun! Initial three-party preferred polls put the I.S.P. ahead at 37%, followed by the Country Party at 34%, then Labor at 29%.

The Radiatian Federal Parliament is bicameral, but both houses are elected to represent single-member constituencies (or entire states, in the case of the Senate) by first past the post.

The President is elected by an electoral college.

It's almost identical to the real life US system.

Wizlandia's parliament is bicameral, consisting of the House of Commons (the lower house) and the Senate (the upper house).

There are 800 seats in the House of Commons. The House uses a parallel voting system, where 400 seats are elected by a proportional party-list system, and the remaining 400 are elected by 400 electoral districts, in which single transferable vote is used to reduce the pool to 6 candidates, then a second round election occurs where voters rank the remaining 6 candidates, and the Coombs Method is used to select the winner. Elections to the House occur every 4 years, and the Chief Executive (head of state and government) is a member of the House who can command a majority, although coalition governments are the norm.

There are 120 seats in the Senate, with each state getting 10 seats. Senate elections are staggered, specifically every two years one seat from every state is up for election, and each Senator serves a twenty year term, and are prohibited from running for a second term. Similar to electoral districts for the House of Commons, single transferable vote is used to reduce the pool to 6 candidates, then a second round election occurs where voters rank the remaining 6 candidates, and the Coombs Method is used to select the winner. The purpose of the twenty-year long terms, the term limits and the staggered elections is to have the Senate relatively insulated from electoral pressure and to prevent the body from being taken over by short-term populist movements.

The Parliament of Aikoland is a bicameral legislature consisting of two chambers: the Chamber of Deputies (the lower chamber) and the Senate (the upper chamber).

Both the Chamber of Deputies and the Senate use open party-list proportional representation with a 3% electoral threshold to elect Deputies and Senators, respectively.

In the Chamber of Deputies, all 115 Deputies are elected via a single nationwide constituency. Elections are scheduled to occur every six years on the first Saturday in April following the most recent. However, elections can occur earlier than this if a motion of no-confidence against HM Government passes or if 75% of the Chamber of Deputies vote in favour of an early election.

In the Senate, each state is its own constituency with each our three states sending 10 Senators each. Elections in the Senate occur every two years on the first Saturday in April and are staggered, during each election, one third of the Senate (10 Senators) are up for reelection in the order of Senators from Aiko, then Senators from Boullién, and finally Senators from Saun. Unlike in the Chamber of Deputies, senatorial elections generally cannot be made to occur earlier than scheduled. (We say generally as the monarch does officially retain the power to dissolve either or both chambers of Parliament and force an election at-will, but this has not occurred since 1903)

https://forum.nationstates.net/viewtopic.php?f=23&t=484758&p=37066404#p37066404 = This used to be true before, but not anymore since High Princess Reischi Yuri has abolished the Core Representation system.

The Communist Party of Feyrisshire usually retains a majority among the elected Core Representatives and Kairon Representatives. This is partly due to the fact that constitutional regulations mandate that 75% of all the elected Core Representatives (changed from 65% in 2019) and 55% among elected Kairon Representatives from a Kairon constituency should be Communist Party members. This regulation is enforced through the democratic nomination process, the majority of democratic nominees are required to be Communist Party members and non-Communist Party members that do not reach the mandated quota are declared as unqualified and invalid candidates.

.......

Nominations of local government officials, Chief Counciloresses and Hallgirls, as well as nominees for the High Princess and State Vizieress take place in caucuses within workers' and peasants' councils in Assemblies (Byirisheimsein) within their respective government institutions. The nominees are elected in a democratic process using direct vote. Plurality voting method or "first-past-the-post" is the most common voting system used, though the government has also experimented with alternative ones such as a two-round system, and a party-proportional system in High Assembly core representative elections, even though the Communist Party is mandated a wide majority. Sortition has also been proposed by some socialist reformers. Autonomous communities and villages are allowed to select any method of election and nomination of local leaders from local customs and traditions.

Again, these are now outdated per High Princess Reishi Yuri's reforms. The "Core Representation" system has been replaced by a new three-system in the Dakeire Byirischeim - Communist Party + Kairon Representation + Delegated Groups and Weijyahowrs which now form part of the 1,500 DB representatives.

The Communist Party representatives' elections are no longer to take place in nationwide elections per "Kairon Voting Bloc", but through a national congress caucus of the Communist Party Weijyahowrs in the Dakeire Byirischeim. The system for Kairon Representation and Delegated Groups and Weijyahowrs mostly remain the same. There is also a "United Front of Feyrisshire" where other leftist parties can join the Communist Party in a display of "socialist pluralism".

The Forum of the Democratic Republic of Gandoor uses the D'hondt method of party-list proportional representation with a 1% threshold to elect Members of the Forum.

Each of our eight yons are divided into multi-member constituencies, which send between two and ten Members to the Forum, with the total number of Members sent from each yon being 125. The constituencies are created by multi-partisan committees within each yon and, if necessary, must be updated following a census.

The Federal Parliament is bicameral and composed of the Federal Senate and the National Assembly.

The Federal Senate is composed of 74 senators with one from each constitutional province. They are elected by a two round system where if no one obtains 51% in the first round a second round is held two weeks later.

The National Assembly is composed of 552 representatives and are elected by a combination of IRV and SNTV. 368 seats are elected by IRV and 184 seats are elected by SNTV in 46 4 member districts. Each province is guaranteed at least one representative with Districts and States taking the majority of the seats.

There have been plans to change the electoral system to a more representative system

Neotopia's legislature is bicameral. The parliament consists of the Senate (upper house) and the House of Councilors (lower house). The electoral system uses a proportional, open-list system. Each state has the right to elect three Senators, while representation in the Lower House is proportional to the state's population. Due to the ever-changing Neotopian population, the size of the lower house changes after every election.

Anatoliyanskiy has a unicameral Parliament with the House of Commons being its legislative body. Mixed-Member Proportional Representation is used to elect its 190 members, though that number can exceed up to 205 seats depending on if a party won more districts then list seats. 81 members are elected via single-member districts, where first-past-the-post is used. 100 seats are elected via nationwide proportional representation with a 3% threshold. A further 9 members sit in the reserved seat area, 4 of them being appointed and 5 being elected. A member for Anatoliyanskiyans Abroad is elected by Anatoliyanskiyans living outside of Anatoliyanskiy who are still citizens, and they're elected via IRV. 4 reserved members are elected by Anatoliyanskiyans territories, with each member representing 1 territory. A two-round system is used to elect those members, where a candidate must receive 50%+1 votes to get elected, or the top 2 candidates advance to the second round.

A new electoral bill will modify elections, such as limiting Chairs to 4 terms (16 years), increasing the House of Commons from 190 seats to 300, and then increase it by 100 seats each term until it reaches 600 seats, redistrict constituencies so that each representative represents around 1,000,000 people instead of currently representing 10,000,000, along with other minor things is being debated by the House of Commons and will be voted upon next week.

We have 2 chambers at the moment, but starting next year's election, in 522, the United Republics will have a mixed-member proportional representative government, with a party preference vote being what elects members to the third chamber of government.

Currently, the upper council has 3 councilpeople from each republic, elected to 6 year terms each. The chamber of representation has 1624 members, proportional to the population of each republic, each representative has 2 year terms. Starting in the year 484, 37 years ago, all members in both chambers are elected via an instant runoff ranked choice vote in the general election.

The NAU General Assembly or Parliament, has two chambers de facto, but has been unicameral de jure and effectively since Union 1768.

The Grand Council is elected by plurality vote in each riding; there are 684 ridings that return Members for four year terms. It is the de jure legislative body but the General Council of State, aka State Council, is the de facto upper house. The State Council has 2 members per province elected for 8 year terms, one quarter up for staggered selections every two years. Officially State Councilors are selected by their Provincial Governors-in-Council but effectively binding advisory elections for the Governor-in-Council to "appoint" has turned this body into being selected by plurality vote by the whole province. The State Council has few powers to limit the legislative power of the Grand Council.

Postby Deacarsia » Mon Jan 04, 2021 11:36 pm

Deacarsia elects two members of the Datai (House of Commons) from each county, known as knights of the shire. This is a very informal process, often occuring without a formal ballot, in which any adult Catholic man possessing citizenship and freehold property in the county with an annual rent of at least forty shillings being eligible to participate in the election.

The Colamra (House of Lords) consists of the Deacarsic peerage, including including the Lords Temporal and the twenty-six Catholic bishops, or Lords Spiritual.

The People's Congress of South Quantia is a unicameral body whose members are elected by first-past-the-post every two years in single-member constituencies, with a second round held in constituencies in which no candidate wins a majority of the vote. In order to promote democracy and accountability in the Congress, any member of Congress can be recalled by their constituents at any time if they receive a recall petition signed by a third of the members in their constituency.
South Quantia also has elements of direct democracy in its political system, as all major laws have to be approved by a public referendum (60% of the vote required normally, 67% required for constitutional amendments), and the people can also initiate voting on a law directly and then pass it to Congress later if one-tenth of the national population signs on to such a law.

The President of South Quantia is elected every two years concurrently with the People's Congress. The President is elected by instant-runoff voting on a single ballot. The President can be impeached by a vote of 60% of the People's Congress, and a third of the nation's voters can sign a petition to recall the President.

The Imperial Senate is the unicameral legislative body of Ru, it's membership is fixed at 250 seats, 52 of which are representatives of each of the empire's provinces in their entirety, and the remaining 198 seats are held by representatives of districts within the provinces. Every province is guaranteed to be granted at least 2 seats in the imperial senate (the at-large seat and 1 district, which in this case functionally serves as a 2nd at-large seat) Provinces are further divided into additional districts, and consequently additional seats in the Imperial Senate, according to their total population. Districts are redistributed to the provinces which each update to the national census, and in the case of provinces with more then a single districts, redrawn by a non partisan commission made up of residents of that province according to guidelines outlined in the Ruvian Constitution.

Senators who represent the 52 provincial seats are known as the Senior Senators and the ones who represent the 198 provincial district seats are known as the Junior Senators, but the differences between them are all purely symbolic and prestige based, the rules in the Imperial Senate are identical for both of them and all their votes count the same.

Imperial Senators are elected to their seats by residents of their respective provinces or districts by first past the post. They serve 5 year terms with no term limits, and every seat in the senate is put up for election at the same time. The Senate Consul is the leader and speaker of the senate whose primary duties are overseeing senate procedure and setting the schedule of legislation to be called up for vote. The Consul is appointed by simple majority vote of the senate membership, so is therefore always a member of the party that currently holds the majority of the senate seats and also serves as senate majority leader. (ties in senate votes are broken by the Emperor himself, except in the case of the Consul vote, in which case a tie is broken by the Imperial Hand) The party which holds a minority of the seats will vote on one of their rank to hold the title of Minority Leader and act as their speaker.

The Imperial Hand is a nationally elected executive representative that is voted on directly by the entire population of Ru by first past the post according to the national popular vote. This individual serves as the co-head of government along with the Emperor, and is responsible for the appointment of ministers (confirmed by a majority of the Imperial Senate) the nomination of Supreme Court and Imperial Court justices (likewise) and has the power to sign or veto successfully passed senate legislation (along with the Emperor). The Imperial Hand serves 5 year terms with a 2 term limit and, like every other elected position in Ru, including all members of the imperial senate, is elected on the same day.
A civilization with an over 3,000 year history of lizard people killing each other and enslaving everyone else. Now they've finally calmed down and formed a modern westernized constitutional monarchy. (long live Emperor Yoshio!)

As a polity of only 2000 or so citizens, our legislature features a grand total of 7 members, the seniormost of which is titled as the Mayor - though the position is ecumenical aside from some official duties.

The tenure of a Councilor on our Municipal Council is 3.5 years, the final 6 months of which is served as the Mayor. The end of an incumbent Mayor's term coencides with one of our biannual elections.

Such an election consists of two parts: the Preliminary Stage and the Primary Stage:

  • In the Preliminary stage, the people vote 15 days before the primary day to decide whether the outgoing Mayor should retire from the council or refresh their position on the council (start a new tenure). Of course, if this vote returns the latter opinion, there just isn't a Primary for that Council seat.
  • In the Primary stage, the candidates standing for the soon-to-be-vacant seat are voted upon using a preferential run-off system. A voter will number all candidates in order of preference, and the least popular candidates will have their preferences distributed until there are only two candidates - and one victor.

Whilst most normal elections are only for a single seat on the Municipal Council, additional vacant seats will also be filled at the next election, with the runner up (and so forth) also elected. Such may be the case with the present January 2282 election.

There has never been a tie before; most speculate that in such a case the vote would just be redone with only the top 2 candidates. Others contend thst such an issue would be best solved with a pistol duel or otherwise another form of ritual combat.
